Synopsis of Previous Council action:
During May of this year, the Mayor and Common Council approved interim
policies and procedures for the General Plan Revision. The Mayor
and Common Council established the General Plan Task Force who
has interviewed candidates for the CAC.
Recommended motion:
That the recommendation of the General Plan Task Force for 25 members
and 10 alternates to the Citizens Advisory Committee (CAC) be
approved.

STAFF REPORT
A major responsibility of the General Plan Task Force was the
interview of applicants for the citizens Advisory Committee
(CAC) for recommendation to the Mayor and Common Council.
Interviews were scheduled for June 8,9, 10 and 16 and a
"nomination" work session on June 23, 1987 by the General
Plan Task Force. Personal interviews were conducted for 74
applicants to determine recommendations on 25 full members
and 10 alternates for the CAC. A list of these recommenda-
tions has been provided to the Mayor and Common Council. The
task force has been extremely concerned about the geographic
distribution of CAC membership as well as a balance of
philosophy regarding the "pace" and density of growth, The
task force had hoped for a more even distribution of applic-
ants and, in fact, extended the deadline to solicit addi-
tional applications south of Highland Avenue. The geographic
distribution of the recommendations for CAC membership
responds well to the concern for geographic distribution
especially considering the level of response and the fact
that there were many "no shows" for interview, The task
force is also suggesting the designation of a chairman and a
vice-chairman due to concerns about the size of the CAC and
the necessity to maintain control of group dynamics.
Due to the severe time constraints and difficulty of complet-
ing the CAC interview process, priority consideration is
requested for July 6th action by the Mayor and Common Council
as a matter of urgency,

Citizen Advisory Committee Responsibilities
1. The CAC's Role is to assist staff and the consultant in developing a recom-
mendation for the Planning Commission and the Mayor and Council.
2. The CAC will identify the major issues affecting the City of San Bernardino
for the short term and long term.
3. The CAC will review and recommend the overall Goals and Objectives for each
element of the General Plan.
4. Three land use alternatives will be prepared by Staff and the Consultant
for review by the CAC. The CAC will recommend one of the three alternatives
or a composite of the three as a preferred land use alternative to the
Planning Commission.
5. The Chairperson shall conduct the meetings and the Vice-Chairperson shall
act in the Chair's absence.
6. The Chairperson and Vice-Chairperson shall meet with Staff prior to each
meeting to discuss the agenda and determine the decisions and/or recommen-
dations which need to be made at that meeting.
7. The Chairperson and Vice-Chairperson will be the spokespersons for the CAC
at all public hearings.
8. Subcommittees shall be established to ensure that progress is made toward
completion of the General Plan revision.
9. Three unexcused absences will result in automatic dismissal.
10. Consistent absences, excused or otherwise, will be reviewed by the General
Plan Task Force for possible dismissal.
11. Alternates shall attend meetings according to the same attendance rules as
regular CAC members,
12. The Task Force shall select a replacement from among the alternates to
fill any seat vacated by a regular member.
13. Although a consensus of the CAe is preferable. staff and the consultant
will move forward in order to follow the schedule.
14. Alternates will not participate in any CAC voting.

Staff Responsibilities to the Citizen Advisory Committee
1. Coordinate all Citizen Advisory Committee meetings.
2. Record and keep minutes for all CAC meetings,
3. Make presentations to the CAC on various aspects of the General Plan.
4. Prepare issue statements based on CAC input, and group these state-
ments, by category, into elements in the General Plan,
5, Present Goals and Objectives for the General Plan elements.
6. Present the Technical Reports to the CAC.
7. Present the land use alternatives and summary environmental analysis
to the CAC.
8, Present the General Plan to the CAC.
9. Present the Environmental Impact Report to the CAC.
10. Present zoning text changes to the CAC.
11. Coordinate all Planning Commission and Council meetings which require
input from the CAC.
12. Prepare General Plan status reports for the Planning Commission and
Mayor and Council.
13. Distribute agendas, minutes and other necessary materials to the CAC
at least three days prior to meetings,
14. Meet with the Chairperson and Vice-Chairperson prior to each meeting.
