(ACCT, DESCRIPTION) Finance: Council Notes: <: , i(' CIR OF SAN BERNARD~O - REQU.QT FOR COUNCIL AC~ON STAFF REPORT A considerable amount of development, of all types, has occurred during the past few years in the Southern part of the City. This area is served by Fire Station No. 10, at the Southwest corner of Mill Street and Arrowhead Avenue. The response time to these areas is longer than the average afforded to other portions of the City. An unacceptable situation is created by the large amounts of people living, working and visiting in the areas outside the normal response time. After reviewing possible financing methods, it was decided that an assessment district was the most feasible. An assessment district was accordingly created to generate funds to finance the cost. The restrictions issued by the Office of Planning and Research stipulates that only Public Works projects needed for health and safety reasons may be constructed "South of the line," Construction of the Fire Station is vitally needed to provide fire protection and paramedic service to the Southern area of the City, We recommend that a finding be made that this Fire Station is needed for reasons of health and safety. URGENCY CLAUSE: A negative declaration has been issued by the Environmental Review Committee, and it is vital to receive approval to advertise at the earliest possible date. 06-24-87 7<:;.n"/';4
