STAFF REPORT
This item provides the opportunity for Council to discuss the
preliminary proposed budget and set a timeline for final
adoption. Revisions and adjustments will be provided to aid
the decision-making process.
It is anticipated that the session today will be used to give
guidance and direction for final adjustments of the budget to
staff. The review on the 20th would be to make any final
corrections prior to printing and adoption on the third of
August.

The Animal Shelter Attendant was recruited to fill an existing
vacancy. The shelter is presently manned with two (2) Animal
Shelter Attendants. The loss of this position would severely
handicap the level of service provided to the public and the
care and welfare of the animals maintained at the shelter.
Inaddition to their representative duties of cleaning, sanitizing
kennels, impounding, showing dogs to the -public, assisting with
adoptions and reclaims, assisting the Health Technicians with
euthanasia, daily feeding and watering of the animals, they are
used to fill in other divisions when shortage due to sick or
vacation periods.
We are expecting to impound, house and care for over 18,000 dogs,
cats, and livestock for the fiscal year and with two (2) Shelter
Attendants assigned the proper level of service could not be
provided. Our scheduling of personnel would be difficult to meet
the Fair Labor Standards Act guidelines of not assigning personnel
to work over forty (40) hours per work week without paying overtime.
With two (2) Animal Shelter Attendants assigned we could not cover
the workload during periods of sick leave and vacations.
The kennel area and kennel runs are the "show place" of any shelter
operations. That is where the majority of the opinions and
expressions are formed by the public of this facility.
For the above reasons, I strongly recommend retaining the position
of Animal Shelter Attendant.

Council Personnel Actions for Aquatic Staff are critical to the continued
operation of the City pools this summer. The department is currently
operating with a minimum number of staff and does not have adequate staff
to substitute for illness or days off. Additionally, the department usually
experiences personnel reduction due to return to school or other personal
reasons. Hiring of these staff now will assure a safe staffing level in
current operations and assist in maintaining this level throughout the summer.

In late December of 1986, an in-house promotion created a vacancy
in the position of Jr. Engineering Aide. This position is the
entry level in the Field Section Survey Department. Presently,
the salary range is 1075 (1382-1683), and the position is funded
for the year. Wi thin the Survey Department, the Field Crews are
made up of the Chief of Party, a Senior Aide, a Engineering Aide,
and a Junior Aide position. During the months of January and
February, an attempt was made to function without the Junior Aide
position. The results were less than satisfactory. Any absence
on the crews part resulted in a two-man crew trying to complete
work, and in the event of two absences in staff, only one crew
could be fielded. The Junior Aide position is used to fill in the
gaps and to provide a training ground for advancement to Aide or
Senior Aide as vacancies develop.

At the present time, the Department has functioned without the
Junior Aide for two months and will very likely be without the
position another two months during the recruitment and selection
process. Salary savings will accrue during this period. It must
also be considered that the two survey parties will function at
less than optimum during this period and that illness, vacation
or injury will further reduce their effectiveness. The Junior
Aide position is entry level into the Section and provides a pool
from which qualified candidates for the higher positions may be
drawn. We would, therefore, request that the position be filled
as quickly as possible.

In light of the present freeze on hiring imposed by the Mayor and Common Council,
we submit the following information as justification and a request to be allowed to
fill the presently vacant positions.
Survey Tech I - Attached is the original justification and request to
recruit for this position. Testing is complete and a list
is prepared. Additi ona lly, we have made i ni ti a 1 contact
with the top selection for the position and we anticipated
his being included on the July 20th Agenda. The
justification for the position remains unchanged other than
the position has been offered and it would seem unfair to
withdraw the offer at this time.
Survey Tech II - Again, we have attached the original justification and
request to recruit. Once approved, we discovered there was
an existing list and made a selection from the list. The
appoi ntment appears on the July 6th Agenda. However, on
June 29th, the selected individual rejected the
appoi ntment. The second person on the 1 i st also refused
the positi on and we have now requested the recrui tment
process to fill the vacancy.
Traffic Engineer - Upon the resignation of the Traffic Engineer in late May, a
standard recrui tment was processed from your offi ce. We
assume this was based on your insight into the importance
of this position and the need to fill it immediately,
During the initial recruitment, 6 applications were
received with only 2 applicants meeting the bare minimum
qua 1 i fi cati ons, the Department requested a ~Ii der exposure
and longer application period in hopes of securing more
qualified applicants. It is anticipated that the wider
exposure will require at least two months before a selection
can be made. We, therefore, request that the recrui tment
process be allowed to continue and that the position be
allowed in the event we have a suitable applicant.
As you know, the Traffic Engineer is the support staff for
the Mayor's Traffic Safety Committee, the Central City
Parking Place Commission, and the City Representative at
SANBAG, TTAC, Rte. 215 and Rte. 30 Study Teams, and is res-
ponsi b 1 e to respond to many, many Council Acti on Requests
related to traffic conditions. In addition. he is
responsible for the review of traffic impact studies sub-
mitted on various projects and the coordinator on OTS
grants and prepares necessary documents on FAU funded
projects.

It is imperative that the Fire Department be allowed to fill a vacant
Clerk III position. The Fire Department has three clerical positions.
The Senior Secretary and one Clerk III assigned to Fire Administration
and one Clerk III assigned to Fire Prevention. The Prevention Clerk
III position will become vacant on July 6, 1987, due to a resignation.
The three personnel handle all clerical work for Administration,
Prevention, Suppression, Vehicle Maintenance, and Dispatch; and, in
addition, share telephone answering duties and lunchtime relief. It
is not possible for only two people to provide the attention necessary
to meet citizen demand and also all other requirements of this group,
i.e.. payroll, bill paying, correspondence, record keeping, etc.
Therefore, a Fire Inspector will be relegated to this position, which
reduces even more our abil ity to perform the necessary life-safety
inspections.
It has become very evident during the last several years that the
clerical staff cannot keep up with the required workload. In fact,
a Receptionist position has been requested in the last five budgets,
but to no avail. Temporary help has been used to supplement the
full-time people for such projects as budget typing, personnel rosters,
etc.
Once again, I want to emphasize the need to fill this position as quickly
as possible.

For the past three weeks the City of San Bernardino has been
paying $200.00 per day to fill the position of console
operator. I bring this to your attention to express the need
for a permanent City employee to fill this position as
quickly as possible.
Also needed is a primary and secondary back-up to the Console
operator to cover the position during vacations, illness and
normal daily breaks. I would suggest that a formal plan
depicting the primary and secondary back up personnel be
issued, to avoid the predicted confusion later on.

The Planning Department is requesting authorization from the City Council
to proceed with recruitment and appointment of the following vacant
positions, purchase of certain equipment and specific use of travel funds,
as described herein.
GENERAL PLAN PROGRAM
The Mayor and Council are well aware of the restrictions placed on the
City by OPR and the court, and the lifting of those restrictions are con-
tingent on the City meeting its General Plan update schedule. Several
vacant positions and equipment are essential to the Planning Department's
ability to proceed on the General Plan program.
1. Planner I - One full time, regular Planner I position, currently

Recruitment for this position is complete and a list has been pre-
pared by the Personnel Department. If allowed to proceed, the Plan-
ning Department will interview the applicants on the list and make a

2. Typist Clerk II - One full time clerical position is included in the
General Plan Program budget for the duration of the update (18 months).
This position will be responsible for all of the clerical work for
the plan update, including minutes of the Citizen Advisory Committee
and all documents. If allowed to process, this position will be select-
ed from an existing list or will be hired as a temporary employee for
the 18 month period.
3. Typewriter and Word Processing Station - This equipment is necessary
for the clerical person assigned to the General Plan Update to pre-
pare documents, minutes, and typing for the program. This equipment
was ordered on May 4, 1987.
CURRENT PLANNING
The Planning Department has three additional vacancies related to the
Current Planning function.
1. Secretary - The incumbent in the Secretary position recently trans-
ferred to the Administrative Office, leaving the department with only
two regular clerical employees, a Senior Secretary and a Typist Clerk
II. The vacant Secretary position is responsible for preparation of

major documents, all Planning Commission agendas and staff reports,
and other duties essential to the provision of Planning services to
the public.
A temporary clerical has been hired to fill in until the position
can be filled, but the temporary person is untrained on the word
processor and unable to perform the duties required of this position
and the Administrative Office has had to "loan" the Secretary back
to Planning in order to prepare the packet for the July 7 Planning
Commission meeting. Also, the purchase order for the temporary
position will run out in the near future.
The Planning Department had previously requested the Secretary list
from Personnel, had interviewed all persons on the certified list,
and was ready to make an offer. If allowed to proceed, the offer
will be made and the individual requested to start on July 21.
2. Principal Planner and Planner I
The Planning Department has two additional vacancies for Principal
Planner and Planner I. Since one of the Senior Planners and other
existing staff as needed will be assigned to the General Plan up-
date as their first priority, sufficient staff must be maintained
in Current Planning to sustain the application workload. Although
the department anticipates that the number of applications will be
reduced during the preparation of the plan, due to the OPR restric-
tions, it is very important to the City's cash flow and revenue
picture that projects which can proceed are processed quickly.
In addition, certain processing procedures need to be revised in
order to comply with state requirements and to avoid further suits
based on failure to comply.
The Principal Planner recruitment period has closed. Planning is
requesting that Personnel proceed with testing and the development
of a list during the next month be authorized.
The Planner I list has been established. I am requesting that Plan-
ning be allowed to proceed with interviewing for this position, with
the intent of making an offer some time after the 87-88 budget has
been adopted.
TRAVEL
The City of San Bernardino is hosting the City and County Planning
Commissioners' Association dinner in July. I would like authorization
to pay for Planning Commissioner and staff attendance at a cost of $16
per attende (fixed rate). I anticipate that six staff members and four

The Purchasing and Stores Division of the Finance Department
currently has a vacancy. During 1986-87, the position was a
half-time Intermediate Typist Clerk. Review of Purchasing
and Stores workload by the Ways and Means Committee resulted
In a recommendation that the position be Increased to ful'-
time.
The Personnel Committee recently recommended that position be
reclassified to Purchasing Clerk to comply with the results
of the classification study. The resolution to establ Ish the
full-time Purchasing Clerk position Is on the July 6, 1987
agenda.
The position has been vacant for approximately two weeks as
the person resigned to relocate. A transfer from another
City department Is In process which could result In filling
the position on July 20 depending upon the action taken on
July 6.
The funds for the full-time position are Included In the
proposed 1987-88 Budget.
The position performs duties In the areas of Purchasing and
Central Stores. At present the one Purchasing Clerk on staff
performs all of the compiling of bid packages, computer Input
of purchasing transactions, bid activity, and distribution of
materials to vendors.
