Fund, approved in 1986-87 Budget.
Plans approved and authorization granted to advertise
for bids.
Resolution No. 87-145 adopted, awarding a contract for
the low-bid price of $239,952.60; and $99,000.00 trans-
ferred from available fund balance for storm drain con-
struction.

Recommended motion:
That Change Order No. One to the contract with J & B Contractors, Inc.,
for construction of a storm drain between Citrus Street and Mirada
Road, in accordance with Plan No. 7106, be approved, to authorize the
construction of 76 feet of 72" reinforced concrete pipe in lieu of
reinforced concrete open channel, for an estimated increase in the con-
tract price of $15,543,20; $239,952.60 to $255,495.80,

STAFF REPORT
Plan No. 7106, for construction of the storm drain, directs the
installation of 463 lineal feet of 72-inch reinforced concrete
pipe, between Citrus Street and Mirada Avenue, and 101 lineal
feet of reinforced concrete open channel, from Mirada Avenue,
south to the north line of Patton Hospital.
Contract Change Order No. One would substitute 72" pipe in lieu
of the concrete open channel, from Mirada Avenue, extending south-
erly 61 lineal feet, The Contractor would also construct a re-
quired transition structure under Mirada Avenue and a headwall at
the discharge end of the proposed pipe.
Total estimated project cost, based upon the actual low bid price,
contains an amount of $39,047.40 for contingencies, The installa-
tion of pipe at this time would result in cost savings by elimina-
ting the necessity to remove and replace the channel with buried
pipe as part of the future Master Storm Drain Plans. Also, the
underground pipe would avoid further disruption to adjoining
residents.
The cost for Change Order No. One is estimated at $15,543.20, for
an increase in the contract price from $239,952,60 to $255,495,80.
We recommend that Contract Change Order No. One be approved.
