Q~ty Council w~ighs
/ new taxes, user fees.'

SAN BERNARDINO - City
residents may end up paying new
taxes and fees for theater tickets,
street cleaning, street lights and
storm drains to help erase a poten-
tial $973,000 deficit in the city bud-
get this year.
The City Councll on Monday
called for further study on a
broad range of new user fees and
taxes that could generate more
than $2 million in additional reve-
nue for the city each year.
"I think we're lOOking at trying
to have a city that Is a safe city to
live in and there's no free lunch,"
said Fire Chief Gerald Newcombe,
one of three department heads
I who proposed the new fees.
I The most controversial propo-
.. sal submitted Monday was a parks
I admission fee, which the council
rejected outright as unfair to
~ poorer city residents.
I "Not this year," said Coun.
cilman Jack Reilly, in one of the
kindest remarks on the proposal.
There was only slightly less op-
position to a proposal that would
generate $250,000 hy increasing
the city's bed tax from the cur.

Mayor Evlyn Wllcox ordered
the p-roposal stricken, saying It
was . not palatable" to her. She re-
minded councll members that the
last time the city entertained a
proposal to boost the bed tax "the
hotel and motel owners were
heard from."
But city officials said there also
was industry opposition the last
time the city proposed an enter.
lainment tax.
Department heads proposed
Monday to charge a 10 percent tax
on all tickets sold by theaters, con.
cert halls and other amusement
businesses. Oftlcials said the tax
should not be applied to tickets
sold by the San Bernardino Spirit
baseball club or a water park pro-
posed for the grounds of the
Orange Show.
Ken Henderson, the city's di-
rector of community devel.
opment, said the entertainment
tax could generate $576,167 per
year for the City.

The measure, SB151 by Sen. Rob-

Presley's bill would reduce the
membership of the district's board

directors chosen to represent cities,
four to represent county areas and
three selected by the state, who are
residents of the area.
