Synopsis of Previous Council action:
None
Recommended motion:
1. That the Building & Safety Department shall not issue permits
on projects unless:
A. Planning Commission has given final approval to the project
and the deadline to file an appeal with the Mayor and Council has
passed without an appeal being filed, or,
B. The Mayor and Council has granted final approval to the
project pursuant to an appeal from a Planning Commission decision.

Recommended motion: (cont'd)
2. That no project may commence, to any degree, unless a valid
permit has been issued to and received by the applicant. That
no City employee may authorize a project to begin construction, dig
footings, lay foundations or commence any work whatsoever unless a
valid permit has been issued.
3. That no "courtesy" inspections (inspections of a project
or partial work on a project that has not been granted a valid permit)
shall be conducted by any City employee.

It has been called to my attention that your department, in
the past, has given "courtesy" inspections to projects that
have not been issued a formal building permit, due in many
cases to lack of personnel to physically type the permit.
This practice should stop immediately and notification given
to me when permits are not able to proceed due to lack of
manpower.
