JUSTIFICATION
As of July 6, 1987, ten vacancies exist on the San Bernardino
Police Department for sworn personnel. The vacancies are in
patrol which creates an increase in overtime, an increase
in response time due to a shortage in available units, and
subsequent decreases in general patrol effectiveness and
enforcement ability. The shortage of personnel also causes
a negative effect on morale.
This police officer applicant, submitted for hiring approval,
is a well-qualified female who has finished all of her
processing at a cost to the city of approximately $860.
It.is felt that we stand a great chance of losing this
quality applicant to another department if we delay in
hiring her. At the present time, there are 14 female
officcr~ assigned to the police departmer.~ which is
5% of the total force.
