The vacancies are in patrol which creates an increase in overtime, an increase in response time due to a shortage in available units, and subsequent decreases in general patrol effectiveness and enforcement ability. The shortage of personnel also causes a negative effect on morale. This police officer applicant, submitted for hiring approval, is a well-qualified female who has finished all of her processing at a cost to the city of approximately $860. It.is felt that we stand a great chance of losing this quality applicant to another department if we delay in hiring her.
