.CI,Q OF SAN BERNARDIQ) - REQUICr FOR COUNCIL ACWON
STAFF REPORT
Every year the Housing Authority of the County of San
Bernardino has allocated Section 8 certificates for use
throughout the County (including City of San Bernardino).
On October 6, 1986, and on May 11, 1987, the Mayor and Common
Council authorized the Mayor to send a letter to the Housing
Authority of the County of San Bernardino approving the
allocation of additional section 8 Certificates and Vouchers
respectively, to the City of San Bernardino,
Under the Section 8 existing housing program and housing
voucher program, BUD has made.a preliminary commitment to the
Housing Authority to allocate approximately fifty-seven (57)
additional certificates to assist very low income families
and senior citizens to secure affordable rental housing.
The fifty-seven (57) certificates will serve to alleviate a
portion of the Housing Authority waiting list of
approximately 1,650 applicants, county wide, except the
cities of Upland and Needles.
Section 213 of the Housing and Community Development Act and
subsequent regulations require that the Housing Authority
gain approval of cooperating cities, prior to submitting its
application to BUD for allocation of vouchers. The alloca-
tion of additional vouchers enables the City to remain in
compliance with its goals pursuant to the CDBG Housing
Assistance Plan, previously approved by the Mayor and Common
Council and BUD.
Staff recommends that the Mayor and Common Council authorize
the Mayor of the City of San Bernardino to send a letter to
the executive director of the Housing Authority of the County
of San Bernardino approving the allocation of additional
Section 8 certificates to the Housing Authority on behalf of
the City of San Bernardino.
