STAFF REPORT
At a 2/16/87 workshop of the Mayor and Common Council, the
approximate costs of the General Plan Revision were discus-
sed. The "qeoqraphically" (qeo) based mappinq system was
estimated at $270,000 at the 2/l6/87 workshop. The "qeo"
mappinq system is considered an inteqral part of the work
proqram submitted to the state Office of Planninq and Re-
search (OPR) for an extension for completion of the General
Plan Revision, An RFP was prepared by the Data Processinq
Manaqer and distributed to prospective providers of hardware
and software for the qeo-mappinq system. There were two RFPs
submitted to the City for hardware and software by URS and
McDonnell Douqlas, The proposal by URS was incomplete and
did not meet the basic requirements of the RFP. The McDon-
nell Douqlas proposal was responsive to the RFP and provided
four (4) configurations of hardware and software ranqinq from
$l82,096 to $518,582 in amount. Attached is a manaqement
summary of the MCDonnell Douqlas proposal for recommendation
to the Mayor and Common Council. On June 29, 1987, the
Deputy City Administrator/Development, the Planninq Director,
the Data Processinq Manaqer, the Assistant City Enqineer and
RDA Development Specialist, John Hoeqer met to review the
five equipment variations and concluded that the attached
configuration *2 was determined to be the most beneficial
from a cost standpoint. Some adjustments are recommended to
configuration *2 proposed at $l97,356 and outlined as fol-
lows:
+l plotter at +$l3,900, - 1 hiqh resolution desiqn
terminal $2l,005, 1 low resolution desiqn
terminal - $5,050, + 2 medium resolution design
terminals +$21,600 and +$345 for additional hard-
ware and software maintenance for a total of
$207,l46 for configuration *2 as revised, The
hardware and software maintenance costs will run
approximately $2l,804 on an annualized basis but is
included in the proposed $207,146 purchase price.
There may be additions or chanqes to the recommen-
ded qeo-mappinq system but it is anticipated that
cost will be within the mentioned price ranqe.
While other configurations offer advantaqes of
lower price or increased capabilities, the revised
configuration *2 is recommended by staff. Further
staff should be authorized to neqotiate a contract
with McDonnell Douqlas accordinqly,

MANAGEMENT SUMMARY
McDonnell Douglae Manufacturing & Engineering Systems Company (McDonnell
Douglas-HOC) is pleased to respond to The City of San Bernardino's Notice
Inviting Bids for a Software Mapping System. McDonnell Douglas underetands
the City's requiremente for mapping and looks forward to working with the City
to implement a system solution that can ultimately achieve all of the City's
stated objectives:
Create and store graphic and related information on a central
database. to be shared by all potential users.
Create one continuous city wide land uee map depicting parcels.
streets, trees and sewers such that all other applications can be
stored as overlays on a single common base.

Make high quality. accurate, consistent and timely data available in
the form best suited to the needs of the user.

Avoid data redundancy and duplication of efforts.
Increase efficiency of usage and service.
Increase productivity.
Provide adequate security for confidential data.
Create a multi-task. multi-user environment for all mapping.
engineering design and drafting functions.
Reduce costs of maintenance and usage.
Provide a variety of services to the City's departments in order to
allow them access to common geobased information.
MDC offers to the city the finest in computer-aided-mapping software along
with the latest standard, unmodified hardware from highly respected equipment
manufacturers. The result is a fully integrated solution with outstanding
performance that will provide the City ease of use in all of its mapping and
engineering procedures.
Specifically HOC is proposing to provide the City with a turnkey solution for
all of He mapping. engineering and architectural design. and drafting
requirements. Combined with the latest in hardware technology, our Graphic
Design System (GDS) can satisfy all of the City's mapping requirements. To
address the City's requirements for roadway and site-design we are proposing
MOSS be included in the system. MOSS represents the finest in civil
engineering software for 3-D design of sites and roadways and is fully
integrated with GDS.

As requested we have proposed four typical configurations of hardare and
software as follows;
1. One Graphic Workstation for mapping and one lower cost terminal to
digitize existing maps.
2. Three Graphic Worketations to perform mapping with some road design.
3. Six Graphic Workstations to perform mapping, road. flood control. and
architectural design.
4. Twelve Graphic Workstations to perform mapping. road flood control.
and architectural design.
The City has the option to alter the price of any of these configurations by
selecting a different mix of high. medium. or low resolution Graphics
Workstations and either pen or electrostatic plotters. MUC will work closely
with the City to finalize the initial configuration required and to develop

plans for future growth.
In summary this proposal provides the City of San Bernardino:
The best application software for all functional areas specified in
the Notice Inviting Bids.
A turnkey eolution with hardware and software carefully configured to
meet the City's current requirements while allowing for easy future
growth.
A solid hardare and operating system environment utilizing the latest
unmodified Digital Equipment Corporation products.
The expertise and support of a large stable corporation acting as a
single source vendor in all aspects of the implementation of the
City'e mapping system.
