RESOLUTION OF THE MAYOR AN~OUNCIL OF THE CITY OF
SAN BERNARDINO AUTHORIZING THE MAYOR TO EXECUTE AN AGREEMENT WITH
THE CALIFORNIA DEPARTMENT OF HUMAN RESOURCES DEVELOPMENT (HRD) TO
EXTEND THE SERVICES OF ROBERT MARR AS MANPOWER DIRECTOR FOR THE
MANPOWER AREA PLANNING COUNCIL (MAPC).

WHEREAS, the City of San Bernardino for the past three year
has been the recipient of a United States Department of Labor gran

for the Manpower Area Planning Council (MAPC) to maintain the cost
8
of a planning staff and related expenses; and
9
WHEREAS, the United States Department of Labor has stated
10
its intent to extend the current grant for an additional one year
11
12
period October 1, 1973 through September 30, 1974; and
WHEREAS, Robert Marr has served as Director of the MAPC, on
13
leave of absence from the Department of Human Resources Develop-
14
ment which will require an agreement for the provision of his
15
16
services for an additional one year period,
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Common
Council of the City of San Bernardino that the Mayor is authorized
17
18
to execute an agreement with the California Department of Human
19
Resources Development (HRD) to extend the services of Robert Marr
for a one year period contingent upon the right of the City to
terminate this agreement with a thirty (30) day notice in the
event that continued federal funding is not forthcoming.
I HEREBY CERTIFY that the foregoing resolution was duly

CONTRACT
This Contract entered into this 20th day of September 1973, by and between the
City of San Bernardino, through its duly appointed, qualified and acting agent
whose signature appears below, hereinafter called San Bernardino and the State
of California, acting through its duly appointed, qualified and acting Director
of the Department of Human Resources Development hereinafter called the Department.
WHEREAS, San Bernardino requires the unique experience and talents of Robert Marr
for the period of a one year tour of duty, and
WHEREAS, Robert Marr is presently, and will remain pursuant to this contract an
employee of the Department and the State of California, and
NOli, THEREFORE, it is agreed--that:
1. The term of this contract shall be from October 12, 1973,

2. The Department shall provide to San Bernardino the services of Robert blarr
for a one year period.
3. At all times during the performance of this contract, Robert Marr shall remain
an employee of the Department and the State of California and shall be entitled
to all benefits and privileges and is subject to all duties and obligations
of said employment including the provisions of the Unemployment Insurance
Code, Government Code, Sta.te Administratj,ve Nanual, -Rules of the State
Personnel Board and any Federal statutes, regulations or policies that apply
to employees of the Department.
4. In the performance of services pursuant to this contract, Robert Marr will
be under the general direction of Hr. W. R. "Bob" Holcomb, Secretary of the
coordinating committee of the San Bernardino Manpo~ler Area Planning Council.
5. San Bernardino shall pay the Department the actual salary and staff benefits
of Robert blarr at the rate for his civil service classification as of the
time of performance of services pursuant to this contract. The total amount
payable under this contract shall not exceed $19,393.00.
6. The Department shall quarterly invoice San Bernardino for the amounts provided
in paragraph 5 above, and payments shall be made pursuant to and wi thin a
reasonable time of receipt of such invoices.
7. San Bernardino shall provide and bear the costs of all supplies, equipment,
office space and travel incurred in the performance of this contract.
8. This contract may be amended in writing by the parties hereto, and this contract
may be terminated by either party upon written notice received by the other
party, 30 days prior to the effective date of the termination.

9. San Bernardino will indemnify the Department and the State of California
for any liability arising from acts or omissions of Robert Marr in the
performance of this contract.
IN WITNESS WHEREOF, San Bernardino and the Department have executed this contract
as of the date first above written.
