HomeMy WebLinkAbout11559 20 21 22 23 1 RESOLUTION NO. .//~/ A RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO OPPOSING PROPOSITION NO. 1 AND URGING A "NO" VOTE AT THE STATEWIDE GENERAL ELECTION ON NOVEMBER 6, 1973. 2 3 4 5 BE IT RESOLVED, by the Mayor and Common Council of the City of San Bernardino as follows: 6 WHEREAS, Proposition No. 1 on the November 6th ballot seeks 7 to rigidly implant in the California State Constitution, fiscal 8 restrictions which will severely hamstring the efforts of the 9 State, Counties, Cities and other agencies of local government to 10 deal with the inevitable new and changing conditions which will 11 confront them in the years ahead; and 12 WHEREAS, California's population and the attendant problems 13 are increasing and are not stable; virtually freezing revenue 14 available to the State to meet these needs, on the basis of 15 information accumulated in the past, can only mean the elimination 16 of services now performed by the State or the shifting of the 17 burden for these to local taxpayers; and 18 WHEREAS, the relatively insignificant reduction in income 19 tax granted by the Proposition would more than be wiped out by unavoidable increases in Sales Tax and other tax levies borne by the average taxpayer--taxes which would fall most heavily on Ipw and middle income taxpayers; 24 as a "tax and expenditure limitations" measure, includes no WHEREAS, this Initiative, while identified by the proponents 25 tangible guarantees that this can be accomplished--it asks, 26 instead, that the citizens of California, without question, endorse this theoretical formula for solving the practical facts 27 28 of life for all time to come; 22 1 NOW, THEREFORE, THE MAYOR AND COMMON COUNCIL OF THE CITY OF 2 SAN BERNARDINO. do hereby go on record as opposing Proposition 3 No.1 in the special statewide election to be held November 6, 4 1973, and urge the electors of the City of San Bernardino and the 5 State of California to go to the polls on November 6th and cast a 6 resounding "NO" vote on this well-intentioned but potentially- 7 dangerous Constitutional amendment. 8 I HEREBY CERTIFY that the foregoing resolution was duly 9 adopted by the Mayor and Common Council of the City of San 10 Bernardino at a regular meeting thereof, held on the 15th day II of October, 1973, by the following vote, to wit: 12 AYES: Counc~lmen ~.~/ / J r--- 13 14 /;/ / -t.' -./~7t/ .../ -~ ~___7~" I NOES: ABSENT: 15 16 ") -~~:~J'i"'//~j ...:~?
