BERNARDINO ESTABLISHING CERTAIN FEES FOR SERVICES FURNISHED BY
4 THE CITY OF SAN BERNARDINO, AND SUPERSEDING ALL PRIOR FEE
5 RESOLUTIONS.
6 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
7 CITY OF SAN BERNARDINO AS FOLLOWS:

9 PART I: Master Fee Resolution.
10 Section 1. This Master Fee Resolution adopts fees elsewhere authorized for
11 assessment by the various Departments of the City
12 Section 2. This Resolution contains fees that are subject to adoption and
13
modification pursuant to the provisions of California Government Code Section 66016 et seq.
14
Specific but non-exclusive reference is hereby made to Part VII: Development Services in this
15
16 regard.
17 A. A hearing has been held by the Mayor and Common Council pursuant to the
18 provisions of Government Code Section 66016 to consider the levy of new and additional fees
19 and services, which hearing was held following public notice published in a newspaper of
20
general circulation in the City of San Bernardino.

~ B. None of the proposed new or modified fees exceed the actual cost of
ii:
23 providing such services, and for the service which is not completely paid for by the proposed
24 fee, the additional expense, if any, to the City of providing the services shall be borne by the
25 general fund of the City of San Bernardino.

C. The proposed fees and chazges are reasonable and necessary to enable the
City of San Bernazdino to more neazly meet the actual costs of providing such services.
D. The adoption of this Resolution is exempt from the California
Environmental Quality Act because it approves fees for the purpose of meeting a portion of the
operating expenses of the City as set forth in California Public Resources Code Section
21080(b)(8).
E. Pursuant to Government Code Section 66017(a), the fees established and/or

modified in Part VII of this resolution, and elsewhere contained herein which are subject to the
provisions of Government Code Sections 66016 et seq., shall become effective 60 days
following the effective date of this resolution.
PART II• Superseding of previous master fee resolution as amended and other fee resolutions.
Section 1. Upon the effective dates of the provisions of this Resolution as set forth

herein, all previously adopted resolutions pertaining to the fees set forth herein aze hereby
superseded and reference may be made to this Resolution and any amendments hereto and
resolutions following for the fees currently in effect.
Section 2. It is not the intent of the Mayor and Common Council that by adopting this
Resolution that any assessment of a fee pending against a party on or before the effective date
of the applicable section hereof be extinguished. All such assessments are hereby deemed to
continue as though the original resolution remains in effect.
Section 3. This resolution does not apply to fees related to Public Records Act requests

PART III: Animal Control
Section 1. The license fee for each dog not spayed or neutered shall be $75.00
annually.
Section 2. The license fee for each spayed or neutered dog shall be as follows:
A. $20 for a one yeaz period.
B. $30 for a two year period.
C. $40 for a three yeaz period.
Section 3. The license fee for each spayed or neutered dog belonging to a resident
60 years of age or older shall be as follows:
A. $10.00 for a one yeaz period.
B. $15.00 for a two yeaz period.
C. $20.00 for a three year period.
Section 4. Owners who show proof of spaying or neutering their dog within sixty
days of purchasing an unaltered license pursuant to Part III, Section 1 above shall receive a
refund upon request in the amount of $50.00.
Section 5. The following fees shall also apply:

A. A delinquency penalty of $20.00 shall be added to the license fee for failure to license
the dog as provided by Section 6.08.040 of the San Bernardino Municipal Code.
B. A fee of $5.00 shall be chazged for any additional tag issued to replace a lost,. stolen,
misplaced, or damaged tag.
C. A fee of $5.00 shall be chazged for the transfer of ownership of a licensed dog to a new
owner in lieu of a fee for a new license for the remainder of the licensing yeaz in which

the transfer occurs.
D. A fee of $5.00 shall be charged for the transfer of a current license from another
jurisdiction for the remainder of the licensing year.
E. The fee for any license purchased under Part III of this resolution may be prorated so as
to expire during the same month as the month the rabies vaccination was issued.

Section 6. In order to recover anticipated expenditures for maintenance, feeding and
caze of apprehended livestock, the following fee schedule is established:
A. Lazge livestock over 500 pounds (horses, mules, donkeys, cattle):
1. Apprehension fee: $150.00 per hour
2. Daily boazd and caze: $20.00
B. Medium livestock 25 to 500 pounds (goats, sheep, pigs):
1. Apprehension fee: $50.00 per hour
2. Daily board and caze: $10.00
C. Small animals (i.e., rodents, rabbits, chickens, snakes, birds):
1. Apprehension fee: $30.00

E. Boazd fee: $10.00 per day or any part thereof board fee
F. Pursuant to Section 6.01.170 ofthe San Bernardino Municipal Code, when a dog is
impounded, the owner or custodian shall pay aspay/neuter deposit of $100 and shall then have
30 days to have the animal spayed or neutered. Upon proof of the spaying or neutering the
$100 deposit will be refunded to the pet owner. Failure to have the animal spayed or neutered in
that time frame will result in forfeiture of the deposit.

23 Section 12. The fee for each cat fancier permit shall be $25.00 annually.

Section 13. The fee for registering a potentially dangerous dog, or dangerous dog

26 pursuant to Chapter 6.09.080 of the San Bernazdino Municipal Code, shall be $100.00 annually.

PART IV: Cit~Manager's Office

4 Pursuant to Section 12.64.070 of the San Bernardino Municipal Code, the fee to be
5 deposited with the City in an amount intended to cover the cost of permit issuance for a filming
6 permit is $63.00. The fee shall not be refundable unless the permit is denied.
7 Pazt V: City Clerk's Office
8
Section 1. A $118.00 fee shall apply for placing liens on pazcels for
9
uncollected business registration fees.

11 Section 2. The following administrative fees aze hereby established and
12 imposed pursuant to Section 5.04.076 of the San Bernardino Municipal Code:
13 A. Requests for demand letters regazding the status of business registration
14 lien costs: $11.00
15 B. Release of business registration liens: $11.00
16 Section 3. Anon-refundable $200.00 fee is hereby established and imposed
17 for the processing and investigation of a dine and dance/entertainment application pursuant to
18
Section 5.14.030 of the San Bernardino Municipal Code. This fee shall not be imposed upon
19
20 those organizations identified in Section 5.14.100 of this Code.
21 Section 4. A $10.00 fee is hereby established for the processing of business
22 registration applications
23 Section 5. Effective 90 days from the effective date of the ordinance
24 amending Chapter 5.68 of the San Bernardino Municipal Code regarding Yard Sales, a $15.00
25
fee is hereby established for the processing of yard sale permits.

PART VI: Code Enforcement
Section 1. The fee for the release of an impounded vehicle shall be $230.00 per
vehicle.
Section 2. Upon the effective date of the ordinance adding Chapter 16.18 of the San
Bernazdino Municipal Code, the Code Enforcement Department shall assess a charge of
$100.00 for the removal of each unauthorized sign
Section 3. A fee of $100 shall be charged to all owners of single family residential

rental properties for annual property maintenance inspections, pursuant to Chapter 15.26 of the
San Bernazdino Municipal Code.
Section 4. The following schedule of fees is hereby established for a release of

Notice of Pendency:
A. Properties with four units or less: $180.00
B. Properties with five or more units: $180.00, plus an additional $7.45 for each unit
inspected over four units.
Section 5. The Code Enforcement Department shall assess an administrative chazge
of $115.00 when the City of San Bernazdino incurs costs pursuant to Chapters 15.28 and 8.30
of the San Bernazdino Municipal Code for private property and building abatements. resulting in
alien against the property.
Section 6. The Code Enforcement Department shall assess an administrative charge
of $95.00 when the City of San Bernazdino incurs costs pursuant to Chapters 15.28, 8.30, 8.36
and 8.27 of the San Bernazdino Municipal Code for responding to requests for demand letters
regarding the status or release of liens and/or abatement costs imposed.

Section 7. The Code Enforcement Department shall assess an administrative chazge
of $28.00 when the City of San Bernardino incurs costs in providing a Duplicate Release of a
lien.
Section 8. The Code Enforcement Department shall assess an administrative charge
of $100.00 when the City of San Bernardino incurs costs pursuant to Chapter 8.27 for weed
abatements resulting in a resolution confirming costs against the property for the imposition of
liens.
Section 9. The Code Enforcement Department shall assess an administrative charge
of $275.00 for each lot or portion of lot, described by the lot and block number or parcel
number according to the official maps of the County Assessor, to partially defray costs incurred
by the City for clerical and field operations connected with said abatements pursuant to Chapter
8.27 of the San Bernardino Municipal Code. Said charge shall be in addition to all other
chazges previously authorized to be assessed pursuant to this section.
PART VII: Development Services
Section 1. The following fees, which are based on the estimated reasonable

A. Building Permit Issuance: $40.00 per building permit.
B. Combination Building Permit Issuance:
1. $40.00 for the first permit issued as part of a combination building permit.
2. $10.00 for each additional permit type on the application.

3. A combination building permit is defined as a permit which includes two or

4 more permit types (i.e., building, electrical, plumbing, or mechanical) under one
5 application.
6 Section 2. The minimum fee for inspection services under any original
~ building, electrical, plumbing, mechanical, or combination building permit shall be $43.00.

Section 3. A fee of $11.00 shall be charged for the issuance and processing
9
of any application for inspection. This fee is in addition to the fees charged for inspection
10
11 services.
12 Section 4. The hourly rates for Plan Check Services aze as follows:
13 A. Hourly rate for plan check services: $85.00 per hour.
14 B. Hourly rate for inspection services: $85.00 per hour.

Section 5. The following fees for Certificates of Occupancy are hereby
16
17 established:
18 A. Building Certificate of Occupancy: $15.00 for a new building.
19 B. Building Certificate of Occupancy: $60.00 for an existing building.
20 C. No fees shall be charged for plan review and/or building permit issuance for solaz
21
energy systems.

Section 6. The fee for a Business Registration Certificate Zoning
23
24 Verification Review shall be $35.00.

5 Section 9. For a Public Convenience or Necessity (PCN) determination as
6 may be required by the State of California for the issuance of an ABC license, a fee of $594.00

Section 10. The following fees for review of Storm Water Pollution

10 Prevention Plans (SWPPP) prepazed for development projects as required by the National
11 Pollutant Discharge Elimination System (NPDES) Program aze hereby established:
12 A. $410.00 for Commercial and Residential Projects.
13 B. $265.00 for Industrial and Lineaz (CIP, Utility) Projects.
14 Section 11. The following fees for review of Water Quality Management
15
Plans (WQMP) prepared for development projects as required by the National Pollutant
16
17 Dischazge Elimination System (NPDES) Program aze hereby established:
lg A. $80.00 for Non-Categorical.
19 B. $365.00 for Categorical without Conditions of Concern.
20 C. $1,130.00 for Categorical with Conditions of Concerns.

D. $99.00 per hour assessed for four or more reviews. This fee may be assessed at the
22
~ Director's discretion by his/her designee. The exercise of discretion by Director or her designee
24 shall be based on considerations that include, but aze not limited to; (1) applicant's compliance
25 with notice of corrections previously provided by the depaztment in writing, and/or (2) degree
26 of applicant initiated modifications included in any revised plan submitted by the applicant. All
27 applicants shall be placed on notice of this provision in writing at no later than the time of

4 Section 12. The following fees for permits aze hereby established:
5 A. $45.00 shall be charged for the issuance of an Engineering Permit.
6 B. $53.00 shall be chazged for the issuance of a Blanket Permit.
~ C. $53.00 shall be charged for the issuance of a Combo Permit.

D. $43.00 shall be chazged for the extension of a permit.

Section 13. The fee for processing a permanent encroachment permit into the

it Public right-of--way shall be $625.00.
12 Section 14. For traffic study report reviews, a minimum fee of $719.00 shall
13 be chazged, plus any additional costs incurred at $80.00 per hour.
14 Section 15. For hydraulic/hydrology study reviews, a minimum fee of
15
$487.00 shall be charged, plus any additional costs incurred at $100.00 per hour.

17 Section 16. For outside City sewer servicing permit, a fee of $1,300.00 shall
lg be charged.
19 Section 17. An hourly fee of $85.00 will be charged for four or more plan
20 checks. This fee may be assessed at the Director's discretion by his/her designee. The exercise
21
of discretion by Director or her designee shall be based on considerations that include, but are
22
23 not limited to; (1) applicant's compliance with notice of corrections previously provided by the
24 depaztment in writing, and/or (2) degree of applicant initiated modifications included in any
25 revised plan submitted by the applicant. All applicants shall be placed on notice of this
26 provision in writing at no later than the time of completion of the first review.
27 Section 18. The rates for grading inspection shall be established as follows:

E. For each additional 10,000 cubic yards or increment thereof, a fee of $100.00 shall be
chazged in addition to the fee in Section 17 (D) above.
Section 19. A fee of $73.00, per location shall be charged to inspect the work
covered under the Blanket Permit.
Section 20. A fee of $59.00 shall be chazged for the re-inspection of a project.

Section 21. A fee of $520.00 shall be charged for a Temporary Certificate of
Occupancy.
Section 22. A fee of $59.00 shall be chazged for the inspection to release a
bond.
Section 23. For an Engineering Letter, a fee of $100.00 shall be chazged.
Section 24. A fee of $2,000.00 shall be chazged for processing a street or
alley vacation in accordance with Section 8300 of the Streets and Highway Code. One-half of
the stipulated fee shall be submitted with the request, and the remainder shall be remitted after
responses have been received from utilities and affected City Departments. Street or alley
vacation proceedings initiated by the City of San Bernazdino, or any other governmental
agency, shall be exempt from this fee.
Section 25. The following fees for dedication of right-of--way or easement are
hereby established:

17 B. Subsequent inspections under this section shall be billed at the hourly rate of $94.62.

administer this part of the resolution and is authorized to establish procedures for the collection
of said fees.
Section 10. The terms used in Part DC, Sections 1, 2, 3, 4 and 5 of this
resolution shall have the same meaning as defined in the currently adopted Fire Code.

with a zero false alarm count. This shall not excuse or waive past due fines or permit fees owed
and is strictly for record-keeping purposes.
6. As to non-permitted alarm users, this 365-day period is defined as beginning at
the first false alarm event. It is a "moving" 365-day period and the alarm account will not have
a zero false alarm count until an annual alarm permit is obtained for that account. This shall
not excuse or waive past due fines or permit fees owed and is strictly for record-keeping
purposes.
A 15% late charge will apply on all permit fees and alarm fines not paid within 30 days
from the date of issuance or billing. Overdue fees and fines will be referred to the Finance
Department of the City of San Bernardino for collection.
Section 5. A separate fee schedule for residential alarm permits and false
alarm fines is hereby established for those citizens with income below $15,000 for a one person
household, and $20,000 for a two person household that applies for a residential alarm permit.
This section shall not apply to commercial alarm permits. Suitable evidence shall be submitted
to verify income.

collection services provided during special events within the City of San Bernardino:
A minimum fee of $81.90 per city block shall be chazged for the collection of trash and
rubbish as requested for special events.
Section 2. The following fees and chazges aze hereby established for special
requests for street sweeping other than the regulaz street sweeping schedule:
A. Special requests for service during the regulaz working hours of the Street Division
shall be charged a minimum fee of $76.57 per hour.
B. Special requests for service during hours other than the regulaz working hours of the
Street Division shall be chazged a minimum fee of $94.10 per hour.
Section 3. The following fees and charges are established for sewer lateral capping
services:
A. Sewer lateral fee capping by City crew: $715.00 per lateral

Section 2. A fireworks regulatory fee is hereby established pursuant to Section
