BACKGROUND & CURRENT ISSUE
The Agency has provided repair grants to low income mobile home owners since 1992 (the
"Mobile Home Grant Program"). After the reorganization of the Agency, commencing in
December 1998 to present, the Mayor and Common Council and Community Development
Commission elected to out source this program to Neighborhood Housing Services of the Inland
Empire (NHS) and appropriated about $500,000 to NHS to administer and approve grants under
the Mobile Home Grant Program on behalf of the Agency. Since inception, NHS has provided
grants and improved over 130 mobile homes, at an average repair cost of$3,900.
The Owner Occupied Mobile Home Grant program offers up to $5,000 grants to homeowners to
make necessary repairs to the units. NHS either subcontracts the work to licensed contractors or
has their own crew perform the necessary improvements and work to the units. Currently, NHS
determines the level of improvement, first and foremost, by the inspection report that is
completed by the City's Mobile Home Inspector. Additionally, NHS may identifY other code
violations and improvements that are necessary to make the unit habitable. To be eligible for the
Mobile Home Grant Program, an owner must live in the unit, own the unit for not less than one
(I) year and the annual income may not exceed sixty percent (60%) of San Bernardino Median
Income (i.e., family of two = $22,740).
There are a total of 42 mobile home parks within the City of San Bernardino and the City is
required under State Law, Title 25, Mobile Home Park Act, to inspect these parks every seven
(7) years. Thus, the Mobile Home Grant Program is an invaluable resource to the City's
enforcement efforts. As the Parks and Mobile Homes are inspected and violations, corrections,
improvements, etc., are found, the owners are required to correct the problems within a 30-day
period. Experience dictates that the majority of the households that the program comes in
contact with are low income, elderly and unable to afford repairs to their homes. In fact, 100%
of the applicants assisted to date are well below the 60% of median income maximum allowable
and that the average median income of households receiving grant assistance is 43%.
NHS has depleted the resources the Agency has allocated to the program and it is clear that the
demand continues for the program. In light of the demand and need for this type of program,
staff recommends that the Redevelopment Committee authorize an additional appropriation of
$350,000 to the NHS Contract. NHS will continue to provide assistance to only those applicants
who meet the program criteria and are referred to by the City's Inspection Services Division, on
a first come, first serve basis. There will be no other amendments or changes to the previously
approved NHS Contract.

BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
OF SAN BERNARDINO AS FOLLOWS:

SECTION 1.
The Mayor is hereby authorized and directed to execute on behalf
of said City the Amendment No.2 to the Agreement dated May 17, 1999 with Neighborhood
Housing Services of the Inland Empire, Inc., (NHSIE) to implement the Owner-Occupied
Mobile Home Grant Program; a copy of said Agreement Amendment No.2, on file with the City
Clerk and incorporated herein by reference as though fully set forth at length.

SECTION 2.
The authorization to execute the above referenced Agreement

Amendment No.2 is rescinded if the parties to the Agreement fail to execute it within sixty (60)
days of the passage of this resolution.

AGREEMENT AMENDMENT NO.2 TO THE
HOME FEDERAL GRANT AGREEMENT
DATED MAY 17, 1999
THIS AMENDMENT NO.2 to Agreement dated Mav 17. 1999 referred to as
("Amendment"), is made and entered into this 20th day of November, 2000 by and between the
City of San Bernardino, a municipal corporation, referred to as ("City"), and Neighborhood
Housing Services of the Inland Emoire, a non-profit community and housing organization,
referred to as ("NHSIE"). City and NHSIE agree as follows:
WITNESSETH
WHEREAS, City and NHSIE have previously entered into Agreement dated Mav 17.
1999 referred to as ("Agreement"), for the purpose of implementing the Mobile Home Grant
Program (the "Program"); and
WHEREAS, City and NHSIE desire to amend the Agreement to increase the
compensation amount and schedule for completion of the Program as provided herein.
NOW, THEREFORE, in consideration of the mutual covenants herein set forth and the
mutual benefits to be derived there from, the parties agree to modify the Agreement in the
following two areas only:
I. Section II. Scope of Services and Compensation (A), Amount of Grant to be
increased by $350,000, thus resulting in a total grant of $750,000; and
2. Section II. Scope of Services and Compensation (B)(2) Schedule for Comoletion
of Tasks: Services shall be provided by NHSIE until December 30, 2001, or until funds for the
Program are exhausted.
