Extension of Neil!hborhood Initiative Prol!ram Coordinator Contract
BACKGROUND
On September 7, 1999, the Community Development Commission approved the
Cooperative/Delegate Agreement ("Cooperative Agreement") between the County of San
Bernardino and the Redevelopment Agency for implementation of the Neighborhood Initiative
Program (NIP).
The purpose of the NIP is to restore blighted and distressed communities within the County of
San Bernardino, including the City of San Bernardino. Moreover, it is intended to stop
deterioration and rekindle investment and neighborhood pride by reversing blighted conditions
and revitalizing seven (7) specific geographic areas of the City.
To assist with the implementation of the proposed NIP September 1999 activities and program,
on November 15,1999, the Commission approved a professional services contract with Diana L.
Sanchez, to serve as the Agency's Coordinator and to coordinate programs as required under the
NIP County/Agency Agreement.
On July 13, 2000, an update and a series of proposed changes to the Cooperative Agreement
between the Agency and County of San Bernardino was brought before the Committee for
consideration and approval. Those recommendations were forwarded to the Community
Development Commission on November 6, 2000, however, the Commission action had to be
continued because Agency and County Staff were not able to reach agreement on the amendment
language to the Agreement. At the July 2000 meeting, staff discussed the numerous and various
changes to the agreement, which would include, but not be limited to, the Agency administering
all housing and revitalization efforts under the NIP Program, specifically, in Target Area # 1
instead of the County. The Agency would also be required to buy, rehabilitate and resell all
HUD properties in the NIP Areas. As such, staff advised the Committee that in light of the
pending changes and additional responsibilities, it would be necessary to extend the contract with
Diana Sanchez, NIP Coordinator for another year.
The NIP Coordinator has been responsible for: organizing neighborhood meetings, establishing
a rapport with target area residents, coordinating neighborhood clean-ups and beautification
projects, marketing, developing a homebuyer program for renters, processing mortgage
assistance loans in the NIP target areas, and last, but not least, coordinating team meetings and
projects with the County, other City Departments and Agencies, etc. One of the most significant
additional duties that the NIP Coordinator will undertake under the contract extension is
coordination and implementation of the Exterior Beautification Grant Program for Target Area
#1. Originally it was contemplated that the County would administer this program directly.

However, experience has shown us that the County is unable to undertake this program, thus
resulting in the Agency assuming this role. The NIP Coordinator's additional duties will also
include: preparation of grant applications, program guidelines for single family and multi family
programs, determining applicant eligibility, grant approval, supervising the construction
activities of the contractors, processing contractor payment requests, coordinating inspections
with the City's Building Division, preparing monthly reports for the County to transmit to HUD,
submitting invoices to the County for Agency reimbursement. The Coordinator will continue to
work under the direction and supervision of the Housing and Community Development Director
and assist with the implementation aspects of the NIP Agreement between the County and the
Agency. The term of the contract is for another one (I) year period at the annual cost of
$61,500.
ENVIRONMENTAL REVIEW:
This type of activity is exempt from the California Environmental Quality Act (CEQA).
FISCAL IMPACT
There is no fiscal impact to the Agency or the City, The NIP Coordinator Contract Extension in
the amount of $61 ,500 is contingent upon County approval of additional administration funds as
provided under the Cooperative NIP Agreement.
RECOMMENDATION:
That the Community Development Commission adopt the attached Resolution.
