POSITION JUSTIFICATIONS
The following are justifications for classified appointments, promotions and other
personnel actions to be reviewed by the Mayor and Common Council at the November
20, 2000 Council meeting.
CLASSIFIED
GENERAL FUND
I, Computer Operator (David, Ronald) - Appointment
CITY ADMINISTRATION/MIS
Ronald David will be filling a vacant graveyard shift Computer Operator position in
support of the Water Department. The Water Department funds this position.
2. Computer Operator (Amzeles. Michael) - Appointment
CITY ADMINISTRATION/MIS
Michael Angeles will be filling this vacant Computer Operator position which is
dedicated to supporting public safety. This position provides desktop support services to
the Police and Fire Departments and is responsible for maintaining all MDT's and
MDC's in Police and Fire Department vehicles.
3. Dispatcher I (Guerrero II. William) - Appointment
FIRE
Geri Brooks last filled this position, Ms. Brooks' sudden and unexpected resignation has
placed a hardship upon the dispatcher's work force, Filling this position will prevent
mandatory overtime shifts, which could result in a regular pattern of 16-hour work shifts,
if not filled. In an effort to maintain a constant and available work force, the Fire
Department is requesting approval to fill this vacancy,
4. Senior Pr02rammer (Cline, Glenn) - Promotion
CITY ADMINISTRATION/MIS
This position was last filled by Michael Arvizo who was promoted to the position of
Firefighter with the City of San Bernardino, This position provides vital support to the
City and Water financial systems and document imaging system. This position is also
responsible for maintaining the City's website development and maintenance.

Prol!rammer (Sheikh. Shabib A,) - Promotion
CITY ADMINISTRATION/MIS
Glenn Cline last filled this position. This position is vital to the support of all City
business systems, provides assistance with Website maintenance, and writes custom
software programs for department needs.
6. Field Enl!meer (Grubbs. Michael) - Promotion
This position was newly re-established at the 6/19/00 Mayor and Council meeting.
Michael Grubbs will be responsible for providing oversight on Capital Improvement
Projects and processing, to include compliance with funding requirements, deadlines and
overseeing project design and monitoring costs throughout the construction process. This
position is also critical in facilitating enhanced coordination between field and operations,
and other departments, specifically, as they relate to implementation of the accelerated
Capital Improvement Program and support of Federal/State Aid projects.
