POSITION JUSTIFICATIONS
The following are justifications for classified appointments, promotions and other
personnel actions to be reviewed by the Mayor and Common Council at the September
18, 2000 Council meeting.
CLASSIFIED
GENERAL FUND
1-2. Code Comoliance Officer II (Genest P.. Rioias. R.. Hoooer. P.)-
& 10. Appointments/Promotion
CODE COMPLIANCE
This is a vacant position within the Code Compliance Department budget. Active and
complaint-driven violations are assigned to officers based on geographic areas. Code
Compliance divides the City into five geographic areas, along the boundaries set up by
Community Based Policing, and each area is divided into three (3) subareas. Each
geographic area, when fully staffed, would have one (1) position of Senior Code
Compliance Officer and two (2) positions of Code Compliance Officer II. Each position
would be assigned a subarea. When there are vacancies, officers have to double-up
and take two areas. Obviously, this slows response times and causes further
prioritization of workloads. These two (2) appointments would afford additional field
officers to provide more effective and timely service.
On August 17, 2000 the Mayor and Common Council established one (1) additional
Code Compliance Officer II position in the Code Compliance budget. The Mayor and
Common Council also accepted $50,000 from the County of San Bernardino through
the Neighborhood Initiative Program to fund this position for one year. The activities of
this position will be limited to target areas established by the Mayor and Common
Council under the Neighborhood Initiative Program. The first target area to be
addressed is Target Area #1, defined as the area between 13th and 18th Streets, Sierra
way and "D" Streets. The position is currently funded for one year; however, the
program is designed to take on one area each year, so it is anticipated that additional
funding may be available in future years.
11. Code Comoliance Officer I (Mielke. H.) - Promotion
CODE COMPLIANCE
This is a vacant position in the Code Compliance budget. This vacancy was created by
an in-house promotion. The Code Compliance I position has primary responsibility for
vehicle abatement and is part of the Code Compliance Saturday work crew. In addition
to vehicle abatement, the position works Saturday garage sales, special projects and
serves notices and issues citations on weekends when attempts at weekday service

have not been successful. Filling of this vacancy will allow us to maintain weekend
service and provide more active enforcement of vehicle abatement issues.
15. Park Maintenance Leadworker <Wallace. G.) - Promotion
PARKS, RECREATION & COMMUNITY SERVICES
The position of Park Maintenance Leadworker is essential to the Park Maintenance
Section operational effectiveness and efficiency. This position is responsible for the
day-to-day maintenance supervision for eight (8) employees maintaining 184 acres of
park land. The filling of this position will enable the Park Supervisor, who has been
providing limited supervision, to address operational issues for preventive and ongoing
maintenance problems associated with construction issues.
Mr. Greg Wallace has demonstrated the knowledge and abilities to perform the required
demands for this position in an acting capacity.

17. Staff Analvst I (Haves. B.) - Appointment
SBETA
The new Workforce Investment Act (WIA) of 1998, which repealed the Job Training
Partnership Act (JTPA) of 1982, imposed extensive reform to work force development,
which became mandatory for compliance on July 1, 2000.
In order to accommodate these new federal mandates and to more effectively meet the
ever-increasing responsibility of administering federal and state employment and
training programs, it is imperative that the department fill all vacancies in a timely
manner.
The Staff Analyst I position will be borne solely by WIS fiscal resources, and will require
no general fund spending or reimbursement.

FIRE
William McDonald, Fire Engineer, is in the process of receiving a disability retirement.
Therefore, Jeff Novinger, Paramedic/Firefighter, is being promoted to fill the vacant Fire
Engineer position left by Mr. McDonald. Bryan Turner is being hired to fill the vacant
Paramedic/Firefighter position created by the promotion of Mr. Novinger.
These additional personnel are being hired to fill vacancies in the Fire Department.
These positions are constant staffing positions that require to be filled by overtime.
