Synopsis of Previous Council Action:
On August 28, 2000, the Council Personnel Committee recommended this
item for approval,
Recommended Motion:
1) That the Human Resources Department be directed to update Resolution No. 6413, Section 13,
to reflect this particular action; and
2) That the Director of Finance be authorized to amend the FY 2000/2001 Animal Control budget to
increase part-time salaries by $6,500 and Animal Control license revenues by $12,000.

Staff Report
Subject: Resolution of the Mayor and Conunon Council of the City of San Bernardino
authorizing the increase of part time wages from $7.50/hr to $1 O,OO/hr for the position of Anima1
License Checker,
Background: Current City Municipal Code provides for the annual collection oflicense fees for
all persons who own dogs within city limits. In an attempt to collect these fees, the City has
developed the four part time positions of Animal License Checker to canvass neighborhoods for
compliance with the license laws.
A license checker works approximately 25 hours a week collecting fees and doing data entry.
These personnel must go door to door to check for licenses, issue licenses and issue citations to
those individuals refusing to license their dogs. They are often confronted by angry or upset dog
owners who do not wish to pay their license fees, Each one is responsible for a cash bag which
they must carry at all times. These staff members wear a uniform and a badge in order to enforce
the City's Municipal Code.
During the period of September 1999 through April 2000, the Animal Control Division was able
to maintain a full staff of 4 Animal License Checkers. During this period, average monthly
revenues were $18,500, During the first 2 months of this fiscal year, there has been only one
License Checker. In those two months, license revenues averaged $13,000. This represents a
monthly reduction of $5,000 - $6,000.
The FY 2000/01 budget for license revenue is $200,000 ($16,700/mo). Maintaining a staffed
license department has shown that an approximate increase of$2000/mo over the FY 2001
revenue amount can be expected, This wou1d represent an annual increase of approximately
$24,000 to the budgeted license revenue amount. For this fiscal year, vacancies are expected to
be filled by January 2001 resu1ting in halfofthe anticipated increase in revenue collections
($12,000) and half of the increased personnel costs ($6,500), This represents a net gain in
revenue of$5,500 for the current fiscal year and $11,000 annually, thereafter,
Since April 2000, the Animal Control Division has been unable to successfully recruit a staff of
license checkers. As of mid August 2000, two recruitments resu1ted in the hiring of one license
checker, A wage increase from $7.50 to $10,OO/hr would attract more qualified applicants who
would remain with the division for an extended period of time,
In addition, the pay increase is reconunended as fair compensation for the duties of the position.
These include a highly stressful and often confrontational customer service, as well as the
responsibilities associated with carrying money, wearing a uniform and badge, and issuing
citations for Municipal Code violations.

Fiscal Impact: Increase the part time salaries from $7.50/hr to $lO,OO/hr ($13,000 annual
increase). This increase would be more than offset by the increased revenue generated by
keeping License Checkers on staff and collecting revenues,
Recommendation:
Motion No.1: Adopt resolution,
Motion No.2: Authorize the Director of Finance to amend FY 2000/01 Animal Control Budget
to increase part-time salaries by $6,500 and Anima1 Control license revenues by $12,000.
