STAFF REPORT
Subiect:
Authorization to change existing speed limit on San Bernardino Avenue between Tippecanoe
Avenue and Mt. View Avenue from forty-five (45) to forty (40) M.P.H.
Backl!round:
The Engineering Division received a request from a citizen, to evaluate the speed limit on San
Bernardino Avenue between Tippecanoe Avenue and Mt. View Avenue. The requestor feels
that the existing 45 m.p.h. speed limit is too high considering that much of this area is entirely
residential. Traffic Engineering Staff initiated an investigation relative to this request. The
following are the results of the evaluation:
San Bernardino Avenue is an extension of the newly built Orange Show Road. It has two lanes
in each direction with a continuous left-turn lane. The area between Tippecanoe Avenue and
Richardson is industrial in nature with no on-street parking allowed. The area between
Richardson Street and Mt. View Avenue is entirely residential with the driveways having direct
access onto San Bernardino A venue. There are no sidewalks throughout the entire area between
Tippecanoe A venue and Richardson Street. There are school crosswalks at the intersection of
Richardson Street and San Bernardino Avenue, however, these are controlled by a recently
constructed traffic signal.
Two speed surveys were conducted within this area: 1) between Tippecanoe Avenue and
Richardson Street, and 2) between Richardson Street and Mt. View Avenue. The critical speeds
were measured at forty-eight (48) and forty-nine (49) m.p.h. respectively.
The critical speeds suggest a forty-five (45) m.p.h. speed limit. However, in view of the
residential nature of the road east of Richardson Street, direct residentiaVcommercial driveway
access, and the lack of sidewalks within this area, staff recommends that the existing forty-five
(45) m.p.h. speed limit be changed to forty (40) m.p.h.
The Traffic Safety Committee evaluated this issue at their July 12, 2000 meeting, concurred with
the findings and recommendations of staff, and recommended that the speed limit on San
Bernardino Avenue between Tippecanoe Avenue and Mt. View Avenue be changed from forty-
five (45) to forty (40) m.p.h.
Financial ImDact:
The estimated cost of $800 for the installation of the speed limit signs will come from General
Fund Account No. 001-187-5111 (signing and striping materials). This action is considered
routine and there will be no major impact to the account.
Recommendation:
Adopt Ordinance changing the speed limit on San Bernardino Avenue between Tippecanoe
Avenue and Mt. View Avenue from forty-five to forty (40) m.p.h.

Prevailing Speeds
The foregoing data were collected according to the methodology
for Engineering and Traffic Surveys prescribed in Section
8-03.3(B) (2) (c) of the Traffic Manual of the Department of
Transportation of the State of California. Measurements were made
by means of a radar device under conditions designed to determine
the actual speed of unimpeded traffic. Such conditions included,
without limitation, the absence of concentrated law enforcement or
other activity just prior to or while taking the speed
measurements that might alter the speed of traffic; the selection
of location(s) is/are representative of the entire speed zone; the
absence of inclement or unusual weather conditions; and the
inconspicuous placement of the surveyor and his/her equipment to
enable traffic to be accurately surveyed in both directions.
