Speed Limit on Orange Show Road between "E" Street and Arrowhead Avenue and a fifty (50) M.P.H. speed limit between Arrowhead Avenue and Tippecanoe Avenue. Back2round: The City has received numerous complaints from motorists relative to the lack of a speed limit on the new section of Orange Show Road between Arrowhead Avenue and Tippecanoe Avenue. Orange Show Road is currently unposted, making the maximum speed limit sixty-five (65) miles per hour. Staff feels that this unposted speed limit is too high and is confusing to motorists; consequently, an engineering and traffic survey was completed to establish a lower speed limit. Since the area of Orange Show Road between "E" Street and Arrowhead Avenue is also unposted, the area of study was expanded to include this. Seven speed surveys were conducted in this area of Orange Show Road in accordance with State Guidelines. The surveys measured the critical speeds between forty-four (44) m.p.h. and fifty- four (54) m.p.h. A noticeable difference in the speeds was noted in the area between "E" Street and Arrowhead A venue and the area between Arrowhead Avenue and Tippecanoe A venue. This is attributed to the fact that the area west of Arrowhead Avenue is fully developed and carries more traffic, whereas the area between Arrowhead A venue and Tippecanoe A venue remains largely undeveloped. Consequently, it was determined that Arrowhead Avenue is the best location to change the speed limits. The critical speed in the area between "E" Street and Arrowhead Avenue was measured at forty- four (44) m.p.h.; therefore, staff recommended that the speed limit be set at forty (40) m.p.h. at this location. A total of six surveys were conducted in the area between Arrowhead Avenue and Tippecanoe Avenue. The critical speeds measured within this area vary from forty-nine (49) m.p.h. to fifty- four (54) m.p.h. and average fifty-one (51) m.p.h. Based on the critical speed, staff recommended that the speed limit be set at fifty (50) m.p.h. within this area. The Traffic Safety Committee evaluated this issue at their July 12, 2000 meeting. The Committee concurred with the findings and recommendations of staff, and therefore recommended that a forty (40) m.p.h. speed limit be established on Orange Show Road between "E" Street and Arrowhead Avenue and that a fifty (50) m.p.h. speed limit be established between Arrowhead Avenue and Tippecanoe Avenue. Financial Impact: The estimated cost of $ 1000.00 for the installation of the speed limit signs will come from General Fund Account No. 001-187-5111 (signing and striping materials). This action is considered routine and there will be no major impact to the account. Recommendation: Adopt Ordinance establishing a forty (40) m.p.h. speed limit on Orange Show Road between "E" Street and Arrowhead Avenue, and a fifty (50) m.p.h. speed limit between Arrowhead Avenue and Tippecanoe Avenue.
