CITY OF SAN BEROARDINO - REQUES'JOoOR COUNCIL ACTION
STAFF REPORT
Attached is an update of Resolution #6433, section 4, detail-
ing "Staffing Levels" for city departments which reflects
positions deleted, reclassified or added by Council Action
during the past few months. In addition, paragraphs IV and V
describe proposed staffing changes, requiring Mayor and
Common Council approval. All changes listed below are
included in the attached resolution.
I. Per Andrew Green, Director of Finance, the following
positions are to be added to the below listed departments,
based on the 1989-90 adopted budget. Some of these positions
were previously listed as frozen but later reinstated,
therefore removed from this resolution or added during a
separate Council meeting. The departments affected all agree
with this data.
A. 1 - Park Maintenance Worker III
Parks, Recreation and Community Services
B. 1 - Community Center Manager I
Parks, Recreation and Community Services
C. 1 - Maintenance Worker II
Public Services Department
D. 3 - Parking Control Checker
Facilities Management Department
II. During the October 2, 1989 Council meeting, the follow-
ing actions were approved by motion and this resolution
reflects said actions:
A. Delete 1 Methods & Standards Expeditor and add 1
Public Services Project Coordinator position in the
Public Services Department.
B. Delete 1 Account Clerk II and add 1 Purchasing
Clerk position in the Purchasing Division.
C. Delete 1 Community services Representative and add
1 Community Employment Specialist position in the
Parks, Recreation and Community Services
Department.
D. Delete 1 Electrician II and add 1 Maintenance
Carpenter position in the "new" Facilities Manage-
ment Department (see Paragraph V).
E. Add 1 Real Property Specialist position in the
Public Works Department.

III. On octo~ 25, Council approved~e addition of 5
Police Officer positions to the budget. Since the last
update of Resolution '6433, the Director of Finance deter-
mined that two of the 131 listed Police Officer positions
were unfunded leaving 129 funded. This resolution increases
the number of budgeted Police Officers to 134 reflecting the
October 25 Council action.
IV. Jim Robbins, Deputy City Administrator-Administration,
has requested the reinstatement of a Typist Clerk II position
in the Risk Management Division. The Typist Clerk II posi-
tion is needed to perform the following duties: answer
phones: schedule appointments: coordinate schedules: type
reports, agenda items and budget requests: and perform other
basic clerical duties. Reinstatement of this position will
allow professional staff to perform their technical work and
not get absorbed in clerical functions. Temporary clerks
have been performing these duties over the past year. The
cost of this position is $21,000 and is currently budgeted in
this year's budget in the professional/contractual account.

V. At their October 2, 1989 meeting, the Council Personnel
COlI1IIittee reviewed the request from Marshall W. JUlian, city
Adainistrator, to create the Department of Facilities Manage-
ment from the existing Public Buildings Division. The diver-
sification of this Division with its increased respon-
sibilities of the expanded Vehicle Abatement Program (VAP),
along with the growing functions of the existing sub-
functions (Administration, City Hall and Parking, Central
City Mall and Parking CUstodial Services, Building
Maintenance, Parking Control, Parking citations, Energy
Conservation, Security, City Yards, Street and Recreational
Lighting, Downtown Parking District, Parking and Business
Improvement Funds, and Consolidated utility Payment
Activity), show that this Division has grown to a point that
it is appropriate to elevate it to a Department level in
order for it to more effectively and efficiently carry out
its assigned responsibilities.

No financial impact is listed here pending the completion of
a Management salary study now in process.
The Superintendent of Public Buildings title is being changed
to Director of Facilities Management, and the Assistant
Superintendent for Maintenance title is changing to Building
Maintenance Superintendent.
VI. During the November 6, 1989 Council meeting, the position
of Associate Traffic Engineer was established, in place of
the vacant Assistant Traffic Engineer position. This
resolution reflects said Council motion.
VII. The last 6433 resolution included the title of the
additional clerk added to the Police Dispatch Unit as a
Police Records Clerk I. This resolution is correcting said
title to Typist Clerk III since this is a more appropriate

VIII. On November 6, 1989 the Council approved the reorgan-
ization for the Police Department, creating 1 new position of
Assistant Chief of Police and deleting 1 position of Captain.
The Assistant Chief of Police will supervise Internal Affairs
and Research Development and Inspections within the Admin-
istrative Division. This position will also supervise Police
Captains who serve as division commanders.
