1. APPROVE USE OF CDBG FUNDS TO FINANCE THE INSTALLA-
TION OF HIGHWAY SAFETY LIGHTING ON: "D" STREET, FROM 5TH
STREET TO BASELINE STREET; 5TH STREET, FROM "H" STREET TO "F"
STREET, AND ARROWHEAD AVENUE, FROM 5TH STREET TO BASELINE
STREET - Item continued. Staff and Main Street personnel
will meet to discuss the possibilities and options available
regarding lamping in the city. Staff is to provide a map
indicating old lamp standard locations and new proposals.
Community Development will identify specified funding and
recommend approval of same to the Mayor and Common Council.
Project areas will be identified at a later date.
2. STATUS REPORT RELATIVE TO ADMISSIONS TAX Item
continued. Attorney Denice Brue reported latest information
to the Committee indicating that theaters are committed to
challenging any recommended admissions tax that cities
propose. Anything that the City recommends must meet consti-
tutional muster. The Committee requested that the City
Attorney pursue gathering information in coordination with
Mr. Fred Wilson and report back in 30 days.
3. REQUEST FOR FUNDING - ROOSEVELT BOWL - Item contin-
ued.
4. PROPOSAL RELATIVE TO INCREASING PLAN CHECKING FEES
AND PLAN CHECKING STAFF - The Committee recommended approval.

5. RESOLUTION AUTHORIZING THE EXECUTION OF A SIGN LEASE
WITH GANNET OUTDOOR CO. RELATING TO CERTAIN REAL PROPERTY
SITUATED AT THE CONFLUENCE OF 4TH STREET AND 5TH STREET -Item
continued. The City Attorney is to review the agreements and
provide an opinion on whether they are binding or not. A
report on the results and recommendations will be provided at
the next meeting.
6. REQUEST FOR AUTHORIZATION TO DO A "REQUEST FOR PRO-
POSAlS" TO STUDY AND MAKE RECOMMENDATIONS REGARDING THE
ARCHIVAL OF OLD BUILDING CONSTRUCTION PLANS - The Committee
and staff are concerned about the value of resource documents
in all City departments. They recommended that staff review
and manually organize Building and Safety documents so they
can better determine the cost and time needed in the future.
The determination was made that the City could not recover
the cost of microfilming all plans.
7. PRINTING AND DISTRIBUTION CITY-WIDE OF AN INFORMA-
TIONAL BROCHURE OUTLINING NEW ORDINANCES AND OTHER CITY
ACTIVITIES - The Committee recommended approval and requested
that the city Attorney check with Colton regarding the
legality of their Community Newsletter as regards Proposition
73. The City Administrator was asked to coordinate all re-
sources to help defray the cost of the materials and publica-
tion.
8. REQUEST FOR FINANCIAL ASSISTANCE - WOMEN OF ACHIEVE-
MENT Recommended approval. Funding for the Women of
Achievement function is to come from the cultural portion of
the community CUltural fund.
