l. EMPLOYMENT CONTRACTS - STUDY INCLUDING DEPARTMENT
HEADS - PROPOSED CONTRACTS FOR TOP MANAGEMENT - Item contin-
ued. The City Attorney's Office is to draft a specific
contract. The City Administrator, Council Executive Assist-
ant and Diane Roth, from the City Attorney's Office, will
meet prior to the next Committee meeting to coordinate on a
working contract.
2. RE-ESTABLISHMENT OF SBETA DIVISION CHIEF POSITION -
The Committee recommended approval of the proposed re-estab-
lishment of a division chief position in SBETA. The Commit-
tee requested that the union be notified of the proposed
Change prior to putting this item on the December 4 Council
agenda. Old and new organizational charts are to be availa-
ble as backup to this item.
3. PART-TIME SALARY INCREASES - The Committee recom-
mended that the proposals go forward as requested allowing
for a 3% increase to Security Officer and Assistant Security
Supervisor positions retroactively to the first pay period in
September rather than September 23. The deletion of Reserve
Police Officer was questioned and will be reviewed for con-
firmation at the Council Meeting. The resolution implement-
ing the proposals will be presented to the Mayor and Common
Council on December 4.
4. TRAFFIC ENGINEERING RELATED POSITIONS - The Commit-
tee recommended approval of the Traffic Signal III position
with the range established at lll6. This item will be placed
on the December 4 Council agenda.

5. REDESIGNATION OF POSITION OF SAFETY OFFICER AND
AUTHORIZATION OF POSITION OF TYPIST CLERK II - RISK MANAGE-
MENT - The Committee recommended approval of the proposed re-
designation of the Safety Officer to mid-management and
authorization of the Typist Clerk II position. This item had
been referred back to this Committee for clarification and
justification. The Committee recommended that Mr. Robbins
explain the proposal to Councilman Maudsley prior to the
December 4 Council Meeting at which time this will re-appear
on the agenda.
6. PLANNING DEPARTMENT SALARY AND CLASSIFICATION AD-
JUSTMENTS - Committee recommended approval. Fee increases
and salary savings will allow the adjustments to take place
without affecting the General Fund.
7. DISCUSSION OF AFFIRMATIVE ACTION PLAN - Item contin-
ued.
