AMATEUR BOXING ACADEMY.
Narrative
The Meadowbrook Amateur Boxing Academy, Inc, has recently acquired liability insurance
that complies with the conditions of their lease agreement for the boxing facility
locate~ at Rialto and Allen Streets. This insurance cost $1,000 and is valid for
one year. The academy depleted its operational funds in order to acquire the
insurance, As a consequence, the proposed Council Action to assist the academy
with a $1,000 contribution is even more critical.
The academy has a variety of operational expenses. These include repair and
replacement of training equipment, purchase of consumables such as tape and guaze,
travel expenses for exhibitions, and purchase of boxing trunks and protective gear.
The academy attends boxing exhibitions 1 to 2 times a month and 4 to 6 youth
from the academy will participate. The academy also pays the $15.00 annual United
States Amateur Boxing Federation insurance fees for youngsters who cannot afford to
do so. This fee provides a comprehensive medical and hospitalization plan for the
program participants. The $1,000 donation is essential to maintain the quality of
the program.
It should be noted that this proposed Council Action is consistent with council actions
in the past. The council has provided financial support for both youth and adult
programs, including contributions in the range of $3,500 to Western Regional
Little League, a $4,000 contribution to Joe 8aca's San Bernardino Stars softball
team, a contribution to the San Bernardino Pioneers baseball team and others.
The academy provides a valuable service in an area that benefits greatly from its
presence, The academy is located in an area where some of the oldest housing in the
city may be found. The academy provides youngsters with a positive alternative to
the drugs, crime and gangs found in this area. The program is conducted under the
strict guidelines of the USABF and provides a safe athletic outlet for youth who would
otherwise not be involved in organized sports. Training is conducted Monday through
Friday from 5:30 PM to 9:00 PM. Trainers in the program have worked under Joe Clough,
one of the top amateur trainers in the nation, Youngsters are brought up slowly in
the program and are allowed to spar or participate in exhibitions only after
demonstrating the skills necessary to do so. Youth in this program range in age
from 7 to 24. There are currently 24 registered participants.
Historical Background
The boxing program was established on a trial basis in May 6, 19B1 through a special
appropriation from the general fund as recommended to City Council by the Ways and
Means Committee, The structural format included a paid instructor and assistant.
The program costs a total of $25,857 for the nine month period between May 6, 1981
and January 31, 1982. In January, the program was evaluated by the Ways and Means
Committee and Recreation staff were directed to establish the program as independent
and self sustaining. An additional appropriation of $7,260 was recommended and
approved to fund the program from February through the end of the fiscal year -
June 30, 1982.

AMATEUR BOXING ACADEMY.
In compliance with the direction of the Ways and Means Committee, staff conducted
several public meetings in order to establish a volunteer board of directors to
continue the operation of the program. The board was established and took over
as volunteer program instructors on July I, 1982. Additionally, staff worked with
the board in order to establish non-profit corporate status with the state. The
intention was to establish a lease between the city and the newly formed "Meadow-
brook Amateur Boxing Academy, Inc." For this purpose, City Council approved such
a lease at the July 19, 1982 Council Meeting. The lease required payments totaling
$1,500 for utilities and maintenance, a $10,000 fire insurance policy and a $500,000
liability in~urance policy - obligating the lessee for an estimated total of $2,SOO.
Final approval for non-profit corporate status came from the office of the Secretary
of State on October 25, 1982. The academy has been operating successfully since
its inception and has conducted several shows and participated in numerous tourna-
ments.
Recommendation
The academy's volunteers put in numerous hours in coaching and training and because
of the commitment in this element of the program, time is not available for the
fund raising to cover operational costs such as administrative expense, traveling
expenses and insurance. The $1,000 appropriations will assist with these operational
costs and enable a very viable community based program to continue. It is recOmmended
that the funding be approved.
