STAFF REPORT
The Engineering Division is proposing a street striping
improvement plan on "E" Street that will extend the existing two-way
left-turn lane to between Fourth Street and Sixth Street with left-
turn pockets at the intersection of Fifth Street. This improvement
will not only improve the safety of motorists who are making left
turns on "E" Street at Fifth Street, but will also improve vehic~lar
flow, intersection capacity, reduce long vehicular backups during
peak hours, and improve accessibility at local business driveways.
However, this striping improvement will necessitate the
removal of the few remaining 2-hour parking stalls and loading zones
on "E" Street that are located approximately 130 feet north and
south of Fifth Street.
As this action would impact (l2) property owners/tenants
on "E" Street at the project location, questionnaires were mailed
requesting either concurrence or opposition to the proposal. The
property owners/tenants were also invited to attend the Mayor's
Traffic Safety Committee meeting that was held on July 13, 1988.
Subsequent to the meeting, the Committee was in concurrence
with the Engineering proposal, although there were a few oppositions
from the affected businesses. Only three oppositions were received
back.
Staff feel that there are plenty of nearby off-street parking
spaces, and that the benefits gained from the improvement outweigh
th~ convenience of few parking spaces.

BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
5 CITY OF SAN BERNARDINO AS FOLLOWS:

SECTION 1. Resolution No. 8234. Section One, Sub-section
7 9 (b) is amended by adding the following to read:

9 (b) Between Mill Street and 17th Street; excepting
9 the east side between Second Street and Fourth Street extended,
10 the west side between Fifth Street and Church Street extended,
the west side between Seventh Street and Eighth Street, and on
the east side between Fourteenth Street and Magnolia Avenue.
