CIT(>oF SAN BERNARDIN:) - REQuQsT FOR COUNCIL A6)ION STAFF REPORT The City was recently granted the approval for a Federa1- Aid Urban (FAU) Fund to improve Waterman Avenue to six travel lanes. and two-way left turn lane, between Mill and Fifth streets. The FAU funds will finance 86% of the project costs, which are esti- mated to be $1.25 million. The improvements will include signal modification, bridge widening, and adding two travel lanes to reduce congestion and accommodate future traffic demand. The existing curb to curb width of 86 feet will necessitate parking restriction on the entire section of the project limits. The project is proposed for con- struction in FY 89/90. The property owners and business occupants were notified and requested to respond to a questionnaire, and also were invited to attend the July l3, 1988, Traffic Safety Advisory Committee meeting for open discussion. A total of 67 1etter~ were mailed out. Eight letters were undeliverable, three were opposed. Twelve were in favor of the parking restriction. Five residents attended the Committee meeting. Their questions were answered and their concerns were resolved at the meeting. The Committee has recommended the approval of the parking restriction based on the majority of the response and the value of the significant traffic improvement. TO ESTABLISH A NO PARKING ANYTIME ZONE ON WATERMAN AVENUE BETWEEN 4 MILL STREET AND FIFTH STREET. 5 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: 6 7 SECTION 1.
