STAFF REPORT
This resolution enables the City to require that cable operator serving
residents within the City of San Bernardino be required to extend cable
service to those areas meeting certain standards as outlined.
If adopted, 584 of the 608 homes identified as non-cabled should be provided
with cable service.

RESOLUTION
RESOLUTION OF THE CITY OF SAN BERNARDINO IMPLEMENTING
LINE EXTENSION POLICY STANDARDS FOR NON-CABLED POCKETS WITHIN
THE CITY OF SAN BERNARDINO.
BE, IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF
THE CITY OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. Cable Television operator will wire any
unwired areas that meet the following criteria:
A. REQUIREMENTS FOR EXTENDING CABLE
(1) Adjacent to or within existing service area
of cable operator.
(2) In underground areas there must be a minimum
of 65 homes per mile of cable plant. This includes any
extension of cable plant to reach that area.
(3) In aerial areas there must be a minimum of
50 homes per mile of cable. This includes any extension
of cable plant necessary to reach that area.
(4) In areas that do not meet the above minimum
requirements, the Cable Operator will build that area only
if the residents will pay the additional costs to serve
that area. Costs will be based upon the number of homes
in the area to be served at the time of construction. Residents
must pay costs required to serve that area as follows: materials
and labor, with the labor cost per mile established by a
competitive bid process with joint acceptance by the City.
The percentage of residents committing to cable service
within the defined extension area must be equal to or greater
than the existing penetration percentage. Each resident
will be credited 1/65 (underground) or 1/50 (aerial) of
the total cost to build one mile of plant. This credit

will apply toward the charge assessed for 3xtending cable
per the following formula:
(a) Cost per mile times the distance to
be served, divided by the number of
homes in the distance to be served
equals the cost per resident before
credit.
(b) Cost per mile divided by 65 (underground)
or 50 (aerial) equals credit to be
issued per customer.
(c) Total payment per resident = (a) minus (b).
B. SYSTEM SPECIFICATIONS
(1) The Cable Operator shall have specifications
for new plant that are designed to insure they maintain an
acceptable signal quality to the subscriber. These specifica-
tions limit the number of line extenders that can be placed in
a distribution line. The maximum number of line extenders
placed on a distribution line are as follows:

(2) In cases where the Operator cannot add another
distribution line extender and adhere to the policy, the trunk
will be extended from the closest feasible location to the
area to be cabled. The costs of this extension will be included
in determining the number of homes per cable mile for serving
an uncabled area.
