STAFF REPORT
The crossing on Pepper Avenue with the Santa Fe Railway,
south of Rialto Avenue, will be improved by installation of
flashing lights and automatic gates. These protection devices
will be installed at the planned ultimate width of Pepper Avenue.
Widening of the approach roadways to the ultimate width
will be required. This widening will be done under a contract
awarded by the City.
At the meeting of 6-30-88, the Environmental Review
Committee recommended adoption of a Negative Declaration for
Public Works Project No. 88-19. The Initial Study for the project
is attached.
The public review period was from July 7, 1988, to July 20,
1988. No comments were received during the review period.
A Notice of Determination will be filed by the Planning
Department after adoption of the Negative Declaration.
The Planning Department has determined that this project
is consistent with the interim policy document.

1.0 INTRODUCTION
This report is provided by the City of San Bernardino as an
Initial Study for Public Works 88-19A to install AC pavement
curb and gutter and sidewalk to widen the road for four lanes.
As stated in Section 15063 of the State of California Envi-
ronmental Quality Act (CEQA) Guidelines, the purposes of an
Initial Study are to:
1. Provide the Lead Agency with information to use as
the basis for deciding whether to prepar an EIR or a
Negative Declaration;
2. Enable an applicant or Lead Agency to modify a project
mitigating adverse impacts before an EIR is prepared,
thereby enabling the project to qualify for a Negative
Declaration;
3. Assist the preparation of an ~IR, if one is required
by:
a. Focusing the EIR on the effects determined to
be significant,
b. Identifying the effects determined not to be
significant,
c. Explaining the reasons for determining that
potentially significant effects would not be
significant.
4. Facilitate environmental assessment early in the design
of a project;
5. Provide documentation of the factual basis for the
finding in a Negative Declaration that a project will
not have a significant effect on the environment;
6. Eliminate unnecessary EIR's;
7. Determine whether a previously prepared EIR could be
used with the project.

2.0 EXECUTIVE SUMMARY
2.1 PROPOSED PROJECT
The project under consideration, Public Works No. 88-19, to
allow the installation of AC pavement, gutter and sidewalks
to widen the road to four lanes. A.T. & S.E. Railroad will
perform improvements within railroad rail and crossing gates.
2.2 PROJECT IMPACTS
The project impacts identified on the attached checklist include:
Sa. Increases in existing noise levels.
Sb. Exposure of people to exterior noise levels over

9d. Alteration of present patterns of circulation.
ge. Impact to rail traffic.
The impacts identified are possible during the time of construc-
tion. There are no known impacts for this project after it
has been completed.

3.0 PROJECT DESCRIPTION
3.1 LOCATION
The proposed project is located at the railroad grade crossing
of A.T. & S.F. on Pepper Avenue between Mill Street and Rialto.
3.2 SITE PROJECT CHARACTERISTICS

4.0 ENVIRONMENTAL ASSESSMENT
4.1 ENVIRONMENTAL SETTING
The site currently has railroad tracks crossing the street.
The land on either side is vacant. The surrounding area
includes mobil home park to the northeast, a manufacturing
company to the southeast, single-family homes to the south-
west and vacant land to the northwest. There is no natural
vegetation on the site. A 100-year flood area is to the north
of the railroad tracks.
4.2 ENVIRONMENTAL EFFECTS
The environmental checklist identifies several areas of con-
cern. These concerns are only at the time of construction,
none were identified as an impact to the project.

65db or interior noise levels above 45db?
Construction' of this project could increase noise
levels. The mitigation would be to control the
hours of construction to be from 7:00 a.m. to
10:00 p.m. daily.

9. Transportation/Circulation: Could the proposal result in:
d. Alteration of present patterns of circulation?
e. Impact to rail or air traffic?
During construction, circulation ~ay be impacted.
This would be mitigated by providing alternate
access through the area during construction. T~is
impact would be temporary. The railroad company
will perform improvements within the railroad
crossing and crossing gates, to avoid any impacts
with the railroad

The proposed project could have a significant effect on the
environment, although there will not be a significant effect in
this case because the mitigation measures described above have
been added to the project. A NEGATIVE DECLARATION will be
prepared.

environment, and an ENVIRONMENTAL IMPACT REPORT is required.
