V. SUMMARY O~ PROJECT DESCRIPTION: Nearli 3,000 persons enjoyed
such programs as jazz, latin music, a senior citizens' night,
a theater potpourri, barbershop Quartets, bl ues, Broadway show
tunes and grand opera, Dixieland, band concerts, blue grass,
ballet folklorico and pure grand opera. A copy of the December
report to the commission is included.
VII. NEED STATEMENT: and the local talents are paid but nominal
amounts) We need to attract some big names in the entertainment
field as well. The Bowl offers a wide range of opportunities
not available elsewhere. We also plan to schedule some events
at La Plaza on Mount Vernon Avenue.
VIII. INTENDED RESULTS: It is also expected that the County of San
Bernardino may assist with funding next season. A new PZM micro-
phone, purchased recently, makes possible more shows with moving
actors and singers with more satiSfying audio.

SAN aERNARDINO FINE ARTS COMMISSION

Per the request of the City of San Bernardino Fine Arts Com-
mission, the following report is submitted on the activities at
Franklin D. Roosevelt Bowl from May to October, 1987.
Attached are copies of flyers for the Rites of Spring Series
and the Indian Summer Series, 1987. Also attached are financial
statements accounting for monies received and expended and a report
of monies expended by the San Bernardino Parks, Recreation and Com-
munity Services Department, so that you may see a total picture of
the costs of programming at the Bowl.
Five events were intially scheduled for the Rites of Spring
Series and a sixth was added. These included COLLEGE JAZZ NITE
(May 5), BLUE GRASS (May 28) with the Elementals and the Coal Miners
Cloggers, ALL AMERICAN COMPOSERS' NITE (June 3) featuring the San
Bernardino Community Concert Band, BALLET FOLKLORICO CULTURAL
(June 6), INLAND CHAMBER PLAYERS (June 20) and SAN BERNARDINO CITY
GRAND OPERA COMPANY (June 21).
The Indian Summer Series featured ten different events, with
four repeats of THEATER POTPOURRI and we added the SPECIAL JAZZ
EXTRAVAGANZA, as this was a fund raising event for the Rich SpeiCher
Memorial Park. Listed below are the events.
SPECIAL JAZZ EXTRAVAGANZA (August 30)
LATIN NITE, with The Latin Society and Ballet Folklorico Cul-
tural (S tember 10)
THEATER POTPOURRI (September 18, 19, 25, 26 - last night of
October 9 was cancelled)
BARBERSHOP QUARTET NITE, with Big County Chordsmen (September 27
BLUES NIGHT (October 1)
THE BEST OF BROADWAY AND THE HEART OF THE OPERA (OctOber 10)
DIXIELAND (October 15)
SAN BERNARDINO COMMUNITY CONCERT BAND (October 18)
LOS ANGELES JAZZ WORKSHOP (October 24)
CALIFORNIA STATE UNIVERSITY CHAMBER ORCHESTRA (October 25).
A total of 925 persons attended the Rites of Spring Series.
Audiences for the classical evenings were small, A total of 1,904
persons attended the Indian Summer Series and, again, classical
evenings were sparee. The last two concerts contended with badly
threatening weather, the WorldSeries and the Thunderbirds at Norton
Air Force Base. Total attendance for both seasons amounted to 2,829.

As indicated by the extra revenues from donations and inter-
mission collections. we were able to pay for the entire season and
end with a balance. part of which is being used to purchase a new
PZM microphone (especially made for drama or music performances
in which participants move around the stage), This excellent in-
strument was borrowed from Matty Sound for the THEATER POTPOURRI
performances and it e1 iminated all feed-back. ping. loss of gain
and other problems encountered with standard microphones.
Audiences were enthusiastic about the programs and were quite
generous in the collections. As with Redlands Bowl. however. these
are never enough monies to support a season. The chairperson of the
Bowl Boosters was unable to continue following initial thrust. but
this will be tried again.

The San Bernardino County Sun again co-sponsored the series.
providing excellent advertisements. The Fine Arts Commission was
listed in publicity and audiences were made aware of the funding
source.
The Parks. Recreation and Community Services Department is
extremely grateful to the Fine Arts Commission for its support o~
this worthy program and hope that it will continue to support the
Bowl in the future. We are also looking into other grants programs.

art and literature. Yet much remains to be understood and appreciated about its contribution'
to world culture, particularly in the area of the performing arts.

For the past four years, the Sinfonia Hexicana program has: increased audience appreciation of
Mexican classical music; involved broader segments of the connunity in our activities; recognized
San Bernardino's rich Hispanic heritage; promo,ted cultural exchanges within the context of

Dear Barry:
Enclosed is a request for $40,000 from the San
Bernardino Fine Arts Commission.
As the attachments to the proposal indicate, the
Inland Empire Symphony has made great strides in the
past four years. We have worked diligently to present
performances of the highest quality, to serve expanded
audiences through various outreach programs, to offer
extensive music appreciation programs, and to involve
the area's diverse ethnic communities in our programs.
In addition, we have greatly enhanced artistic growth
in the area by establishing sound working relationships
with other performing arts groups such as Community
Concert Association, Community Arts Production, Arrowhead
Opera Institute, the Fontana performing Arts Center, West
Coast Opera, Los Angeles Chamber Opera, Riverside Opera,
San Francisco Opera Center, and Arrowhead Arts Association.
Not only did we provide a quality orchestra at greatly
reduced costs (this is possible because of our collective-
bargaining agreement), we also provided assistance with
ticket sales, publicity, marketing and other administrative
matters.
Over the next year, we plan to maintain and improve upon
these programs while finalizing plans for regional ex-
pansion, adding a "pops" series and increasing our educa-
tional programs.

$20,000 received from the Fince Arts Commission earlier
this season helped insure that quality. We are most

AGREEMENT
(Fine Arts Funding)
THIS AGREEMENT is entered into between the CITY OF SAN
BERNARDINO, a municipal corporation, referred to as "City", and
ROOSEVELT BOWL, a non-profit organization, referred to as
"Organization".
The parties agree as follows:
1. Recitals.
A. Organization has requested financial assistance
from City for the fiscal year 1988-1989, in order to assist in
defraying the expense of certain concerts, shows, festivals or
events or activities sponsored by Organization as set forth in
Organization's grant proposal (hereinafter "the proposal")
approved by the Fine Arts Commission of the City, a copy of which
proposal is on file in the Office of Cultural Affairs. The terms
of the proposal are incorporated herein by reference and shall
govern the uses of the funds provided herein. The financial
assistance provided for in this agreement is made. on a one-time
only basis, and receipt of said funds shall not imply a
continuing obligation of the City beyond the terms of this
Agreement.
B. The expenditure is for a valid municipal public
purpose, to wit: for the promotion of arts and culture, as more
fully set forth in the proposal submitted by Organization.
2. Payment. Upon presentation of a claim to the City
Finance Director, City shall pay to Organization from the budget
for the 1988-l989 fiscal year, the total sum of SIX THOUSAND

1 DOLLARS ($6,000.00) at such time or times and in such periodic
2 amounts as determined by the City Administrator and Finance
3 Director of the City, consistent with the grant proposal
4 approved by the Fine Arts Commission.
5 3. Use of Funds. The funds paid to Organization shall be
6 used solely for the purposes set forth in Paragraph 1 and in
7 strict compliance with the provisions set forth in the proposal.
8 No deviation from the proposal shall be made without the express
9 approval of the City of San Bernardino. Said funds shall be
10 expended by June 30, 1989, and any unexpended funds shall be
11 returned to City by Organization.
12 4. Accountinq. At such time or times as may be requested
13 by the City Administrator or Director of Finance of City,
14 Organization shall submit to the City Administrator, with a copy
15 to the Director of Finance and the San Bernardino Fine Arts
16 Commission, an accounting of the proposed and actual expenditures
17 of all revenues accruing to the Organization for the fiscal year
18 ending June 30, 1989. Financial records shall be maintained in
19 accordance with generally accepted accounting principles by
20 Organization in such a manner as to permit City to easily trace
21 the expenditures of the funds. All books and records of
22 Organization are to be kept open for inspection at any time
~ during the business day by the City or its officers or agents.
24 5. Hold Harmless. Organization covenants and agrees to
25 indemnify and save harmless the City and its employees and agents
26 from all liabilities and charges, expenses (including counsel
27 fees), suits or losses however occurring, or damages arising or

1 growing out of the use or receipt of the fu~ds paid hereunder and
2 all operations under this agreement. Payments hereunder are made
3 with the understanding that the City is not involved in the
4 performance of services or other activities of Organization.
5 Organization and its employees and agents are independent
6 contractors and are not employees or agents of the City in
7 performing said services.
8 6. Termination. City shall have the right to terminate
9 this Agreement and any funding remaining unpaid hereunder for any
10 reason by mailing a ten-day written notice to Organization and
11 this agreement shall terminate ten days after the mailing of such
12 notice. In the event this Agreement is terminated for reasons of
13 improper use of funds or use of funds for any purpose other than
14 those authorized, any unexpended portion of the funds provided by
15 City shall be returned to City. In addition, Organization shall
16 reimburse to City any funds expended which were used for any
17 purposes other than those authorized under this Agreement.
18 7. Assiqnment. Organization shall not assign its interest
19 in this Agreement without the prior written approval of City.
20 8. Insurance. Organization shall take out and maintain
21 uring the life of this Agreement such public liability and
22 roperty damage insurance as shall insure City, its elective and
~ ppointive boards, commissions, officers, agents and !mployees,
24 ermittee and its agents performing acts covered by this
25 from claims for damages for personal injury, including
26 eath, as well as from claims for property damage which may arise
27 rom Organization's or its agents' operations hereunder, whether

1 such operations be by Organization or its agents or by anyone
2 directly or indirectly employed by either Organization of its
3 agents, and the amounts of such insurance shall be as follows:
4 (a) Public Liability Insurance. In an amount
5 not less than $lOO,OOO for injuries, including, but not limited
6 to, death, to anyone person and, subject to the same limit for
7 each person, in an amount not less than $lOO,OOO on account of
8 anyone occurrence,
9 (b) Property Damage Insurance. In an amount
10 of not less than $50,000 for damage to the property of each
11 person on account of anyone occurrence.
12 9. Entire Aqreement. This Agreement and any documents or
13 instruments attached hereto or referred to herein integrate all
14 terms and conditions mentioned herein or incidental hereto, and
15 supersede all negotiations and prior writing in respect to the
16 subject matter hereof. In the event of conflict between the
17 terms, conditions or provisions of this Agreement, and any such
18 documents or instrument, the terms and conditions of this
19 Agreement shall prevail.
20 lO. Notices. All notices herein required shall be in
21 writing and delivered in person or sent by certified mail,
22 postage prepaid, addressed as follows:
