STAFF REPORT
Article XIII B of the Constitution of the State of California requires
annual appropriation limits for local jurisdictions. This limitation
is based on the changes in the CPI and population growth. The CPI change
for the 1988/89 fiscal year is 4.50%. The population change is 2,60%.
We are in our ninth year ratio change which is 2.3548 times our base
year appropriations of $35,131,011. This gives us our appropriations
limit for the 1988/89 fiscal year in the amount of $82,726,505.

ment. Notice of the availability of these records has been posted at
various public locations. Please adopt resolution based on above calcu-
lation.

RESOLUTION NO.
A RESOLUTION OF THE CITY OF SAN BERNARDINO, ESTABLISHING THE
APPROPRIATION LIMIT FOR THE FISCAL YEAR 1988/89 FOR THE CITY OF
SAN BERNARDINO IN ACCORDANCE WITH THE PROVISIONS OF DIVISION 9 OF
TITLE 1 OF THE CALIFORNIA CODE, AND REPEALING RESOLUTION NO. 87~1
WHEREAS, Article XIII B of the Constitution of the State of
California as proposed by the Initiative Measure approved by the
people at the special statewide election held on November 5, 1979,

provides that the total annual appropriations subject to limita-

tion of each local government shall not exceed the appropriations
9

the cost of living and population except as otherwise specifically
limit of such entity for the prior year adjusted for changes in
11

with Section 7900) to Title 1 of the Government Code of the State
14
of California to implement Article XIII B of the California Con-
15
provided for in said Article; and
WHEREAS, the State Legislature added Division 9 (commencing

each year the governing body of each local jurisdiction shall, by

WHEREAS, Section 7910 of the Government Code provides that

fiscal year pursuant to Article XIII B at a regularly scheduled

NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of San Bernardino, California, as follows:

3 available to the public in the Finance Department of said City
4 at least fifteen days prior to this date.
5 SECTION 2: That the appropriations limit for the City of
6 San Bernardino as established in accordance with Section 7902(a)
7 of the Government Code is $82,726,505.00.
