Synopsis of Previous Council action:
Nov. 16, 1987 Council adopted Resolution #87-403 increasing the assess-
ment for the repayment of amounts due to the General Fund
from the Parking District Fund.
May 2, 1988 -- Public Hearing to consider the annual payback arrangement
established for the parking district secondary assessment
roll.
May 9, 1988 -- Ways and Means Conunittee consideration of alternatives
regarding the annual payback arrangement.
June 6, 1988 -- Public Hearing on annual payback arrangement alternatives.

STAFF REPORT
At the June 6, 1988 meeting, the Mayor and Common Council
rescinded Resolution No. 87-403 which increased the assess-
ment for the repayment of amounts due to the General Fund
from the Parking District Fund for the expansion to the
parking district.
The appropriate resolution to carry out this action has been
prepared by the City Attorney's Office and is provided as an
attachment.
In addition to increasing the assessment, Resolution No. 87-
403 also directed that the following items be completed:
1.
Transfer $314,998 to the General Fund
Parking District fund. This represents
collected through the assessment process
to repay the General Fund.

2. Directed that the "Secondary Assessment" be
annually applied toward the amount owed to the
General Fund by the Parking District fund. This
ensured that the $30,300 collected annually would
be automatically transferred to the General Fund to
reduce the amount of the debt owed by the Parking
District.
3. Directed that any unobligated income from parking
leases be retained in the Parking District fund for
future parking purposes.
For accounting and audit tracking purposes, a resolution has
been prepared which is also attached that incorporates these
three items. Adoption of this resolution will ensure that
these three items will be carried out including the automatic
transfer of "Secondary Assessment" revenues to the General
Fund on an annual basis.

RESOLUTION OF THE CITY OF SAN BERNARDINO REPEALING
RESOLUTION NO. 87-403 RELATING TO THE INCREASE OF THE ASSESSMENT
FOR THE REPAYMENT OF AMOUNTS DUE TO THE GENERAL FUND FROM THE
PARKING DISTRICT FUND.
WHEREAS, Resolution No. 87-403 was adopted by the Mayor and

public comments on this matter.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COMMON
COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS:
1. That Resolution No. 87-403 is hereby repealed.

RESOLUTION NO.
RESOLUTION OF THE CITY OF SAN BERNARDINO REGARDING
REPAYMENT OF AMOUNTS DUE TO THE GENERAL FUND FROM THE PARKING
DISTRICT FUND, AND ESTABLISHING A FUND FOR FUTURE PARKING
DISTRICT NEEDS.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. The Mayor and Common Council of the City of San
8 Bernardino hereby order and direct that the amount of $314,998.66
9 be transferred from the Parking District Fund to the General Fund
10 to be applied to the amount owed to the General Fund by the
11 Parking District Fund which amount originally owed is
12 $731,129.00.

SECTION 2. The Mayor and Common Council of the City of San
15 Bernardino do hereby direct that any amounts assessed for the
16 "secondary roll" for parking district expansion be annually
17 applied toward the amount owed to the General Fund by the Parking
18 District Fund.
The $8,100 per year that was initially
19 established for the purpose of leasing parking from the Masonic
20 Temple shall be reserved in a capital improvement development
21 account with the Parking District Fund for future parking needs.

SECTION 3. The Mayor and Common Council of the City of San
Bernardino do hereby direct that any unobligated income from
leases be retained within the Parking District in a capital
improvement development account within the Parking District Fund
for future parking needs.
