STAFF REPORT
The City Clerk requested a staffing level change to handle
the increased workload generated by the General Plan revision
process and pregnancies.
Notwithstanding the maternity situation, the City Clerk's
office has experienced a serious problem keeping up with the
amount of minutes it must produce for Council meetings. As
an example, the first six months of 1988 (Jan '88 thru June
'88) the office has completed 847 pages of minutes. In the
total twelve months of 1987 there were 978 pages.
During November, 1988, thru May, 1989, the office will be
busy with the election process. Then in April, 1989, the
second phase of the General Plan hearings begin.
The upgrading of the Typist II to Secretary will increase the
skill level and give the office another person who can take
shorthand and can be trained to do minutes and share the load
of Council meetings. The net cost for this action for the
remainder of the year is $4000 and will be funded from the
elections budget. In addition, Shauna Clark may need to hire
temporary clerical help to keep current on the extra large
volume of work described above. If so, the added cost will
not exceed $6000 and will be funded from the elections
budget.

ING AND ESTABLISHING POSITIONS FOR THE VARIOUS DEPARTMENTS OF
THE CITY OF SAN BERNARDINO-; BY DELETING THE POSITION OF
TYPIST CLERK II AND ESTABLISHING THE POSITION OF SECRETARY IN
THE CITY CLERK OFFICE.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS1
