STAFF REPORT
The City of San Bernardino Animal Control Shelter cares for thousands of stray, lost, and un-
wanted animals each year. More than one-third of the animals received are cats, yet the
. Department receives revenue only from dog licensing. As economic times worsen, the shelter
fi nds it di ffi cul t to j usti fy expendi ng funds on cats when the main source of income is from
dogs. Meanwhile, citizens are becoming less tolerant of increasing numbers of stray cats in
their neighborhoods, and are screaming for mandatory regulations of cats.. Dog owners demand
that cat owners pay their fair share of the burden for Animal Control.
The State of California does not require mandatory rabies vaccinations for cats, however cats
also carry and are capable of transmitting rabies. The City of San Bernardino is included
under declaration as a "Rabies Area" by the State of California, Department of Health 'Services.
Of a 11 rabi es cases from January 1 to October 14, 1987 inCa 1 i fornia dogs and cats, 40% were
cats. From 1981-1986 (inclusive), 57.67%'of confirmed rabies cases' in d09s/cats were cats.
If the City requires licen;ing on cats, a rabies vaccination wouldbe required as well.
A licensing program already exists for dogs-ca'ts would be added by ordinance. At the same
time, some restri cti ons on cats coul d also be i ncl uded. such as the number of cats allowed
per household. An estimated 29.4% of .households own an average of 2'.16 cats each. That
translates into 33,728 owned cats in the City of San Bernardino. If the same percentage of
cats are licensed as compared to dogs, the revenue generated could be in excess of $200,000
per year.
IMPACT: In order to have an effective license checking' team to include cats, staff is re-
commending the addition of two 1 icense checkers. The imp]-imentiltion of restrictions on cats
will create the .need for additional field enforcement of violations, delivery of cat traps,
impoundment of cats, and additional complaint follow-up. One Animal Control Officer is
reconulIended. Tota lSil 1 ary and benefits for the above three positions is estimated at
$56,551.00. Additional license tags and cat traps is estimated at $1,250.00. Total expenses
first year: $57,801.00. First year revenue is based on 30% of cats 1 icensed. Citations for
violations will not be issued until 1-1-89.

Dog Licensing Revisions
STAFF REPORT
Page 1
.
Under the current dog licensing program, all licenses are. valid on a fiscal year basis, expirin
June 30 of each year.' During FY 86-87, 55.4% of all dogs were licensed; the rate is even lower
for FY 87-88. In order to have adequate protection in the event. of a rabies outbreak, 80% of
the convl1unity's domestic animal population needs to be vaccinated against rabies,. a requirement
for licensing. . . .' . '. .... .
The department has four part';time/temporary 1 icense checkers who canvass door-to-dqor. Because
of i! high turnover in the staff, there is 'no continuity.
, ,-;
Staff is recol1~nending: ..'
. Impl imentation of a year-to-date .1 icense
Offer a two/three year renewal, to coincide. with the expiration of the 'rabies
vaccination .'
Offer a'Senior Citizen.license for those persons' over 60 years of age, providing th,
'. animal is spayed or neutered' . .'
.Offer a "trahsfer"~ license to those new residents who have a current license from
anothe.r agency '.
Impact:
Because of the re-classification of part-tjme position~ by the Civil Service Board,
and the need to. have continuity in staffing, the program could cost $25,762 over
the proposed FY 88-89 budget for personnel and $600.00.for additional license tags
That amount, however, translates to 1,648 licenses. l~e' are 1,452 licenses short
this year compared to FY 86-87. With a penl1anent licensing staff, we'feel we will
. be. able to provide a'more effective and efficient program and therefore sell more
licenses to cover the additional cost.'

STAFF REPORT'
The current fees for dog licenses are:
Altered:
Unaltered:
Sr. Citizen:
$ 6.50
$16.00
$ 5.00 (effective with passage of ordinance)
Staff is proposing to increase the altered fee to $ 7.00, as recommended by the City
Treasurer. This will result in increased efficiency in conducting the licensing
clinics and better controlled casg accountability.
On a random sampling of the FY 87-88 licenses, 47.8% issued were altered. The $ .50
increase would generate approximately $ 3663.00 on dog licenses.
