Background
In 1984 the Agency received permission from Caltrans to construct a utility
undercrossing along 1-215. The purpose of the undercrossing was to liDk the front
nine holes of the golf course with the back nine holes. The Encroachment Permit
acknowledged that Caltrans had plans to widen 1-215 in the future and that when
said widening came about, the Agency would, at its own expense, widen the
undercrossing.
In December 1985, Caltrans notified the Agency that they would be widening 1-215
in July of 1987 and that our undercrossing widening would need to be accomplished
prior to this date. In January 1986, Staff presented an information item to the
Redevelopment committee relating to this issue and our intent to solicit proposals
for engineering services in October of 1986.
on September 24, 1986, Requests for Proposals were solicited from five engineering
firms. Proposals were to be submitted by October 10, 1986. Two proposals were
received - one from C M Engineering and the other from C G Fogineering. Copies of
these proposals are attached.
Recommendation
Staff reviewed the proposala with Roger Hardgrave. (Mr. Hardgrave assisted Staff
with the UP solicitation) Our recommendation is that we accept the proposal of
c::> C M Engineering. The estimated cost for the services to be provided is $13,850.
Scope of Services

o Surveying
o Preparation of Plans and Specs, and cost estimate - Plans & Specs to be
prepared in accordance with Caltrans standards.
o Coordination with Caltrans
o Coordination with Shandin Hills Golf Club Lessee
o Submittal of Plans through Caltrans for review and approval
o Any necessary soil tests shall be acquired and paid for by the Agency.
o Be available for consulting during construction period if necessary.

The undercrossing is used as an access by golf course patrons to link the
front nine (9) holes with the back nine (9) holes. Shut down period must
be kept at a minimum. Hank Bickler, golf course lessee, is aware of this
pending construction project and has been in attendance with Staff and
Caltrans to discuss same.
Estimated Construction Cost
Caltrans' estimate is $165,500.

C M Engineering Associates is pleased to present this proposal and
qualifications for providing engineering services for the widening of
the 1-215 utility undercrossing near Shandin Hills Golf Club. Our
proposal is based upon your letter received on September 25. 1986.
C M Engineering Associates can offer a highly professional project
team with experienced members to perform the work as outlined herein.
The team's impressive general qualifications are enhanced by its
specific experience in similar projects in the City of San Bernardino
and Southern California. C M is especially qualified to perform the
work due to the fact that C M had performed the original design for
this undercrossing in 1974 and. therefore, is very knowledgeable with
the processing requirements for Caltrans and the Shandin Hills Golf
Club lessee.
DESCRIPTION OF PROPOSED SERVICES
The proposed undercrossing is a standard Caltrans 12' X 10' Reinforced
Concrete Box. C M Engineering Associates' services would include all
the engineering necessary to the point of approval by Caltrans and any
other governing agencies. Specifically included in the scope of C M
Engineering Associates' services are the following:
1. A Field Survey to locate the existing improvements and field
verify the construction plans for design purposes.
2. Preparation of plans, specifications, and cost estimates
including all the design and drafting to the satisfaction
of Caltrans requirements. This also includes the necessary
coordination with Caltrans. Shandin Hills Golf Club Lessee,
and the City of San Bernardino.

is specifically not included in this proposal.
PRODUCTION CAPABILITIES
With a staff of approximately 80 employees C M Engineering
Associates has the flexibility to assign qualified personnel to the
project team to meet the client's time requirements. Under the
direction of a registered civil engineer experienced in similar
projects, C M would be in a position to assign a sufficient number of
design engineers. draftsmen. survey crews. and other technicians to
'iaequately staff this project. With sixty-eight years experience in
,tftis area, C M has developed a close working relationship with the
government agencies and is extremely knowledgeable with their require-
ments.
We have reviewed the anticipated time schedule and find that the
dates are realistic and are sufficient to perform the work.
PROJECT PERSONNEL
The goal of C M Engineering Associates is to offer a broad range of
professional services by combining technical expertise with practical,
field earned experience, and then assigning project responsibility in
accordance with the particular experience and expertise of its key
'personnel. The following illustrates the experience and quali-
fications of the key team members. More detailed qualifications of
the key personnel are included in the "Attachments" section of this
proposal.

C G Engineering appreciates the opportunity of submitting this
proposal to the Redevelopment Agency of the City of San Bernardino
for the planning and engineering services required for extension of
the existing utility undercrossing at Interstate 215 near the
Shandin Hills Golf Club. This proposal will set forth the
background of the project, scope of work, project team, estimated
fee, and estimated time of completion.
PROJECT BACItGROURD
Approximately l5 years ago, the utility undercrossing was
constructed ~nder Interstate l5 to provide access between the front
and back nine holes at the Shandin Hills Golf Club. Since that
time, Caltrans, planning for the extension of the Route 30 freeway,
including connector ramps to Interstate 2lS, has indicated that the
utility tunnels will need to be extended so that Caltrans
construction may be completed. The Redevelopment Agency of the City
of San Bernardino is therefore seeking professional services to
provide the planning, surveying and engineering for the extension of
the utility tunnels.
SCOPE OF SERVICES
Representatives of C G Engineering will meet with the Community
Redevelopment Agency, City of san Bernardino, Shandin Hills Golf
Club operators, and Caltrans to determine the exact parameters
within which the design and construction schedule is to be
undertaken. Careful coordination will be provided with the golf
club operator to be sure the project specifications are prepared in
a fashion that will minimize the inconvenience to the existing users

of the facility. Caltrans concerns regarding an encroachment within
their rights-of-way and design standards to use for the extension of
the tunnel will also be carefully considered and taken into account
during the design of the project.
Field surveys will be obtained that will show the location of all
pertinent topography that would be affected by the construction in
addition to elevations of all key features. The design of the
extension of the undercrossing will require a rather extensive
reconstruction of the access ramps on both sides of the freeway. Our
design will take into account the necessity of minimizing the impact
on existiny plantings and facilities to the greatest degree
possible.
preliminary plans will be reviewed with members of your staff and
also wi~h the City Engineering Department, if you so desire. Since
the p~~ject will heavily involve Caltrans, we will process the
preliminary and final plans through Caltrans for their review and
approval. Meetings will be scheduled with approving agencies, as
needed, to obtain approvals. Specifications and cost estimates will
also be provided in a format suitable to Caltrans and the
Redevelopment Agency.
We will also be available for consultation during construction, if
our involvement is desired by the Redevelopment Agency.
PROJECT DESIGN TEAM
Mr. John A. Starner, P.E., Vice president, C G Engineering, will
provide overall project coordination. He will be assisted by Mr.
David L. Ringland, P.E., project Engineer, who will have the
responsibilities for the day-to-day engineering services. Other
members of C G Engineering Staff which number 20 in our San
Bernardino office, will be available to provide a complete package
of plans, specifications and cost estimate.
It should be noted that Mr. Starner was the Design Engineer on the
original design of the utility undercrossing while employed with
another firm in San Bernardino. His background and knowledge of the
project will provide a design continuity from the original to the
proposed extension of the facility.

This firm has been design engineers on a variety of major structure
and drainage projects. Included are the design of railroad grade
separation structures on Mountain View Avenue over the SPRR in Loma
Linda and two bridges over San Timoteo Creek. We also have designed
maJor drainage facilities for many private and public clients.
Many of the similar projects we have completed involved coordination
with Caltrans and meeting their standards and requirements. These
included the preparation of specifications and their permit issuance
process.

of work on a time and materials basis in accordance with the
attached prevailing Hourly Rate Schedule for the following estimated
