This is to request that the Mayor and eo..on Council adopt a resolution
designating a redevelop.ent survey area for the greater Mt, Vernon business
corridor and surrounding area, and to request that the Co.mission and the
Council approve a loan of $250,000 from the Southeast Industrial Park (SEIP)
Redevelop.ent Project Area, The funds will be loaned by SEIP to the City, and
in turn loaned to the Redevelop.ent Agency for the for.ation of a
redevelopment project area for the Mt, Vernon business corridor and
surrounding areas (MV),
This is also to recommend that the Commission approve a consulting agreement
with Urban Futures, Inc" to provide the necessary plan adoption and related
environ.ental consulting services, and that the Commission approve the
formation of a Citizen Advisory Committee (CAC) to provide citizen input
during the initial steps of the project adoption,
BACKGROUND
On August 21, 1989, the Mayor and Common Council appointed Councilpersons
Estrada, Flores and Pope-Ludlam to serve on the Mt. Vernon Task Force for the
purpose of making reco..endations to the Mayor and Co..on Council regarding
c::> the potential Mt, Vernon Business Corridor Redevelopment Project,
The Task Force initiated co.munity .eetings for the purpose of introducing the
redevelopment process to the community and to obtain preliminary survey area
boundary reco..endations, As a result of the positive com.unity input and
overall support reflected at the meetings, the Task Force reco.mends that the
Mayor and Common Council create a redevelopment survey area for the Mt, Vernon
business corridor and surrounding area (as shown on attached map),
Proiect Area Fundin~
It is anticipated that approximately $250,000 will be required to adequately
fund the plan adoption process, The proposed new project adjoins the western
boundary and would provide benefit to the Southeast Industrial Park (SEIP)
project, It is, therefore, appropriate to borrow the funds from the SEIP
project capital reserves account, The attached loan agreements have been
prepared by Special Counsel with input and guidance from the City Attorney's
office, The funding will flow through the City in order to assure that the
obligations will qualify to be included on the new project area's Statement of
Indebtedness which must be supplied annually to the County in order to collect
tax increment.

Consultin~ Services
In accordance with the Co..ission action of April 3, 1989, the staff issued a
Request for Qualifications (RFQ) for redevelop.ent plan adoption and related
environmental consulting services, The RFQ was .ailed to those fir.s on the
Agency's Consolidated Vendors List which specialize in planning services and
was also advertised in local newspapers, The RFQ requested professional
services to conduct the necessary studies, perform the required planning, and
prepare the necessary docu.ents, reports, .aps, etc" for the adoption of a
redevelopment plan by the City of San Bernardino,
In response to the RFQ, six proposals were received by the May 26, 1989
deadline:
1, Urban Futures, Inc,
2, Community Services Associates
3, Claire Associates
4, Katz, Hollis, Coren & Associates
5, Udewitz Associates
6. Ratelle, Davis & Associates
Subsequently, a proposal review committee (consisting of Agency staff,
Planning Department staff and Agency Special Counsel) reviewed the proposals
and interviewed the three most qualified firms to assess their overall
qualifications and specific expertise to perform the required work in a timely
and cost effective manner,
Based upon the proposals submitted, the interview presentations and
information obtained from references, Urban Futures, Inc, was rated as the
most effective at .eeting the Agency's needs. The firm possesses extensive
experience in redevelopment planning and project adoption, Attached is the
proposed contract which has been approved as to form and legal content by
Agency Counsel and signed by Urban Futures to provide the necessary
redevelopment plan adoption and related environ.ental consulting services at a
cost of $93,750.00
Citizen Advisory Committee
It is recommended that a Citizen Advisory Committee (CAC) be formed
immediately to provide citizen input during the initial steps of project
adoption, Urban Futures, as provided in the proposed contract, will consult:
with the CAC and submit recommendations to the City Council and Commission,
This would allow for critically needed citizen input during the early stages
of the process until findings related to a Project Area Committee (PAC) can be
made. If a PAC is authorized, the CAC me.bers would be eligible to run for
election,
It is recommended that the Mayor, Councilwo.an Estrada, Councilman Flores and
Councilwoman Pope-Ludlam appoint four individuals (one fro. each of the
following catagories) to represent business owners, business tenants,

residential owners and residential tenants in the proposed area, In addition,
it is reco..ended that the following community based organizations be asked to
appoint an ex officio member to serve as their representative:
a, Frazee Community Center;
b, The Home of Neighborly Services; and
c, The Boy's Club,
Recommendation:
It is, therefore, recommended that the Mayor and Co..on Council designate a
redevelopment survey area for the Mt, Vernon business corridor and surrounding
area (as shown on attached map); and, adopt the necessary resolutions
approving a loan of $250,000 from SEIP to the City, which will in turn loan
the funds to the Agency for the formation of the MV project area, It is also
recommended that the Co..unity Development Commission approve the necessary
resolutions approving the $250,000 loan, authorize the execution of the
consulting agreement with Urban Futures, Inc. and approve the formation of a
Citizen Advisory Committee,

WHEREAS, the Mayor and Common Council of the City of San

Bernardino desires to designate as a redevelopment survey area
that certain area depicted on Exhibit" A", which is attached

hereto and incorporated by reference (the "Survey Area"); and
8

WHEREAS, the purpose of the Mayor and Common Council in
designating the Survey Area is to enable the Mayor and Common
Council and the Community Redevelopment Commission of the City of
San Bernardino (the "Agency") to proceed with studies to
determine the feasibility of potential redevelopment activities
within the Survey Area; and
WHEREAS, the California Community Redevelopment Law
provides that if directed by the City Council, the Planning
Commission shall select a project comprised of all or part of a
Redevelopment Survey Area; and
WHEREAS, it is hereby determined that consideration of a
redevelopment project within said Redevelopment Survey Area is in
the best interests of the City.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Common
Council of the City of San Bernardino as follows:
SECTION 1.
The Mayor and Common Council hereby
designates the Survey Area as a redevelopment survey area within
the meaning of Section 33310 of the California Health and Safety
Code.
SECTION 2.
This Mayor and Common Council hereby directs
the Planning Commission of the City of San Bernardino to select

This Mayor and Common Council further

directs the Planning Commission of the City of San Bernardino in

cooperation with the Redevelopment Agency, to formulate a
preliminary plan for the redevelopment of such proposed project
areas.

SECTION 4.
The designation of any territory as part of

a redevelopment survey area accomplished by action of this City
Council prior to approval of this Resolution shall remain in full
force and effect.

WHEREAS, the City of San Bernardino (the "City") and the

Community Development Commission of the City of San Bernardino
(the "Agency") desire to engage in the study of the feasibility
of the redevelopment of a potential redevelopment survey area
8
including the Mount Vernon Business Corridor and surrounding area
9
(the "Potential Survey Area"); and
WHEREAS, the Agency under the provisions of the California
Community Redevelopment Law, is engaged in assessing the
feasibility of the redevelopment of the Potential Survey Area;
and
WHEREAS, the City is authorized to provide financial and
other assistance to the Agency to promote the redevelopment of
the Potential Survey Area; and
WHEREAS the City proposes to loan and the Agency proposes
to borrow Two Hundred Fifty Thousand Dollars ($250,000.00)
pursuant to the "Loan Agreement", a copy of which is attached
hereto as Exhibit "A" and is incorporated herein by reference;
NOW THEREFORE, the City of San Bernardino does hereby find,
determine, order and resolve as follows:
SECTION 1. The Loan Agreement is in the best interests of
the City and will promote the public health, safety and welfare,
SECTION 2.
The Loan Agreement is hereby approved,
The
Mayor is authorized to execute the Agreement on behalf of the
City,

WHEREAS, pursuant to the Community Development Law of the
State of California, (Health & Safety Code Section 33000, et

seg.), the Redevelopment Agency of the City of San Bernardino
(the "Agency") is carrying out the Redevelopment Plan for the

Southeast Industrial Park Redevelopment proj ect (the "proj ect
Area"); and

immediately necessary for the implementation of the Redevelopment
Plan; and
WHEREAS, the Agency and the City desire to study the
feasibility of the redevelopment of a potential redevelopment
survey area including the Mount Vernon Business Corridor and
surrounding area (the "Potential Survey Area"); and
WHEREAS, the redevelopment of the Potential Survey Area
would address blighting influences within the vicinity of the
Project Area and would substantially benefit the Project Area and
the community; and
WHEREAS, in order to effectuate the provisions of the
Redevelopment Plan, the Agency proposes to loan and the City
proposes to borrow Two Hundred Fifty Thousand Dollars
($250,000.00) pursuant to that "Loan Agreement", a copy of which
is attached hereto as Exhibit "A" and is incorporated herein by
reference;

RECITALS
A, WHEREAS, the Community Redevelopment Law (Health'
Safety Code, Section 33610) authorizes the City to loan money
to the Agency for administrative expenses and overhead of the
Agency; and

D. WHEREAS, the Agency and the City desire to facilitate
the redevelopment of the Potential Survey Area consistent with
the Redevelopment Plan; and
E. WHEREAS, the Agency, pursuant to the Redevelopment
Plan and provisions of the Community Redevelopment Law (Health
. Safety Code Section 33000, 11 sea.) is authoriaed to borrow
funds to facilitlte redevelopment; and
F. WHEREAS, no other reasonable means of financing such
administrltiv.ezpenses is available;

NOW THEREFORE, the City and the Agency agree II follows:

1, The City agrees to loan Two Hundred Fifty
Thousand Dollars ($ZSO,OOO.OO) to the Agency on or before June
30, 1990. The Agency shall, in consideration of such loan, be
obligated to pay to the City the amount of Two Hundred Fifty
Thousand Dollars ($250,000,00) (the "Loan Amount"), plus
interest accruing at the lesser of (i) eight percent (B\) or
(ii) the maximum interest rate that may lswfully be paid by a
redevelopment agency; provided that the City aoreel and
aCknowledges that such Loan Amount shall be repaid as soon as
economically feasible,

only from (i) taz allocation revenuea of the Project and (ii)
such taz allocation revenue. a. may hereafter be generated
within the Potential Survey Area and received by the Agency.
The Ageney shall have no obligation to make payment from any
other revenues.
2, The Obligations of the Agency purluant to Section
1 of this Agreement Ihall constitute the lndebtednel. of the
Project and such additional redevelopment project as may
hereafter include the Potential Survey Area. The obligation of
the Agency to make payments pursuant to this Aoreement shall be
subordinate and subject to Section 33334,2 of the Health &
Safety Code and to the right of the Agency to pledge or commit
tax allocations from the Potential Survey Area to repay bonds
<:) or other indebtedness incurred by the Agency in carrying out
the Redevelopment Plan (and such redevelopment plan as may
hereafter become applicable to the Potential Survey Area). The
Agency agrees to file statements of indebtednesa setting forth
such obligation until such time as the Loan Amount (together

the time for repayment for an additional year.

RECITAL
1 . Purpose
The purpose of this Agreement Is to allow Agency to procure the
service of an experienced professional firm to conduct the necessary
studies, perform the required planning and prepare the necessary
documents, reports, maps, etc" leading to the adoption by the City
of San Bernardino of a Redevelopment Plan for the Mt. Vernon
Business Corridor and surrounding area(s).
TERMS AND CONDITIONS

Agency hereby retains Consultant in the capacity as Consultant for
provision of services described in Attachment I. Consultant hereby
accepts such responsibIlity as described herein.
3. Terms
This Agreement shall commence as of the day and year first above
shown and shall remain in full force and effect for a period of
Eighteen months unless sooner terminated as provided herein. The
Executive Director of Agency or his or her designee Is authorized to
extend this Agreement for up to one-year and approve line Item
adjustments to the Agreement's program budget as long as either of
such amendments are upon the same terms and conditions as specifIed
hereIn.
4. Consultant Responsibilities
Upon the request of Agency's Executive Director or his or her
designee, Consultant shall complete the work program described In
Attachment I. Consultant commIts the principal personnel listed
below to the project for its duration:

5. Replacement of Named Personnel
It has been determined that the indivlduals(s) named In this
Agreement are necessary for the successful performance of this
Agreement. No diversion or replacement of these Individuals(s)
shall be made by Consultant without written consent of Agency,
provided that Agency may ratify, In writing, within ten (10) days of
diversion or replacement and such ratification shall constitute the
consent of Agency required by this clause, If Agency fails to
respond to Consultant within ten (10) days of notification by
Consultant, said personnel diversion or replacement shall be deemed
approved.
6. Release of News Information
o
No news release, including photographs, public announcements or
confirmation of same, of any part of the subject matter of this
Agreement or any phase of any program hereunder shall be made
without prior written approval of Agency's Executive Director or his
or her designee.
7. Confidentiality of Reports
Consultant shall keep confidential all reports, Information and data
received, prepared or assembled pursuant to performance hereunder
and that Agency designates as confidential, Such information shall
not be made available to any person, firm, corporation or entity
without the prior written consent of Agency.

8. Compensation
During the term of this Agreement, Agency shall pay Consultant, for
each work component the fixed, not to exceed, fee described in
Attachment II, the program budget. Said compensation shall be
considered full and complete reimbursement for all of Consultant's
costs associated with the services provided hereunder. The maximum
compensation for services, including all Consultant's costs, under
the terms of this Agreement, shall not exceed $93,750,00,
Consultant shall be paid In accordance with Agency's standard
accounts payable system. Invoices shall be approved by Agency's
Executive Director or his or her designee.

9. Riqht to Audit
Agency or any of its duly authorized representatives shall have
access to any books, documents, papers and records of Consultant
and/or Its subcontractors which are pertinent to the specific
program hereunder for the purpose of making an audit, an
examination, excerpts and transcriptions. All books, records and
supporting detail shall be retained for a period of five (5) years
after the expiration of the term of this Agreement, or any extension
thereof, or for any longer period of time as required by law.
10. Audit Exceptions
Consultant agrees that In the event the program established
hereunder Is subjected to audit exceptions by appropriate audit
agencies, it shall be responsible for complying with such exceptions
and paying Agency the full amount of liability resulting from such
audit exceptIons.
11.
AQency Support
Agency shall provide Consultant with any plans, publications,
reports, statistics, records or other data or information pertInent
to the services to be provided hereunder which are reasonably
available to Agency.
Independent Contractor
Consultant shall perform the services as contained herein as an
independent contractor and shall not be considered an employee of
Agency or under Agency supervision or control. ThIs Agreement is by
and between Consultant and Agency, and Is not Intended, and shall
not be construed, to create the relationship of agent, servant,
employee, partnership, joint venture, or association, between Agency
and COnsultant.

13, Conflict of Interest
Consultant represents, warrants and agrees that it does not
presently have, nor will it acquire during the term of this
Agreement, any interest direct or Indirect, by contract, employment
or otherwise, or as a partner, joint venturer or shareholder (other
than as a shareholder holding a one percent (l~) or less Interest in
publicly traded companies) or affiliate with any business or
business entity that has entered Into any contract, subcontract or
arrangement with Agency. Upon execution of this Agreement and

business entity that has entered into any contract, subcontract or
arrangement with Agency. Upon execution of this Agreement and
during Its term, as appropriate, Consultant shall upon written
request, disclose In writing to Agency any other contractual or
employment arrangement from which it receives compensation,
Consultant agrees not to accept any employment during the term of
this Agreement by any other person, business or corporation which
employment will or may likely develop a conflict of interest between
Agency's interests and the interests of third parties.
Successor and AssiQnment
The services as contained herein are to be rendered by Consultant
whose name Is as appears first above written and said Consultant
shall not assign nor transfer any Interest in this Agreement without
the prior written consent of Agency.
Indemnification

Consultant agrees to indemnify, defend (upon request by Agency) and
save harmless Agency, its agents, officers and employees from and
against any and all liability, expense, including defense costs and
legal fees, and claims for damages of any nature whatsoever,
including, but not limited to, bodily Injury, death, personal injury
or property damage arising from or connected with Consultant's
operations, or its services hereunder, including any workers'
compensation suit, liability or expense, arising from or connected
with the services performed by or on behalf of Consultant by any
person pursuant to this Agreement.

Insurance
Without limiting Consultant's Indemnification of Agency, Consultant
shall provide and maintain at Its own expense during the term of
this Agreement the following program(s) of Insurance covering its
operation hereunder. Such insurance shall be provided by insurer(s)
satisfactory to Agency and evidence of such programs satisfactory to
Agency shall be delivered to the Executive Director of Agency or his
or her designee within ten (10) days of the effective date of this
Agreement.
General Liability: A program Including, but not limited to,
comprehensive general liability Including automobile coverage
with a combined single limit of not less than $300,000 per
occurrence. Such Insurance shall be primary to and not
contributing with any other Insurance maintained by Agency, and
shall name Agency as an additional Insured.

Workers' Compensation: A program including workers'
compensation insurance, where necessary, with statutory hours.

Failure on the part of Consultant to procure or maintain required
insurance shall constitute a material breach of this Agreement upon
which Agency may immediately terminate this Agreement,
17. Compliance with Laws
The parties agree to be bound by applicable federal, state and local
laws, regulations and directives as they pertain to the performance
of this Agreement.
18. Non-Discrimination
In the fulfillment of the program established under this Agreement,
either as to employment, upgrading, demotion, transfer, recruitment
or recruitment advertising, layoff or termination, rates of payor
other terms of compensation, selection for training, including
apprenticeship or participation In the program or the receiving of
any benefits under the program, Consultant agrees not to
discriminate nor to allow any subcontractor to discriminate on the
basis of race, color, creed, religion, natural origin, ancestry,
sex, marital status or physical handicap.
Severability

In the event that any provision herein contained is held to be
invalid, void or Illegal by any court of competent jurisdiction, the
same shall be deemed severable from the remainder of this Agreement
and shall in no way affect, impair or invalidate any other provision
contained herein. If any such provision shall be deemed Invalid due
to its scope or breadth, such provision shall be deemed valid to the
extent of the scope or breadth permitted by law.
Interpretation
No provision of this Agreement is to be interpreted for or against
either party because that party or that party's legal representative
drafted such provision, but this Agreement is to be construed as If
It were drafted by both parties hereto.
21. Entire AQreement

This Agreement supersedes any and all other agreements, either oral
or in writing, between the parties hereto with respect to the
retention of Consultant by Agency and contains all the covenants and
agreements between the parties with respect to such retention.

No breach of any provision hereof can be waived unless In writing.
Haiver of anyone breach of any provision shall not be deemed to be
a waiver of any other breach of the same or any other provision

23. Contract Evaluation and Review
The ongoing assessment and monitoring of this Agreement is the
responsibility of Agency's Executive Director or his or her designee.
24. Termination
This Agreement may be terminated by either party by giving written
notice at least five (5) days prior to the effective termination
date In the written notice.

PLAN ADOPTION CONSULTANT
WORK PROGRAM
INTRODUCTION
The purpose of this project is to provide services that lead to the
adoption of a Redevelopment Plan by the City of San Bernardino for the
Mt. Vernon Business Corridor and surrounding area(s).
The Redevelopment Plan process and related environmental services will
include an analysis and inventory of existing physical, social and
economic conditions.

The Redevelopment Plan adoption and related envIronmental services, all
to be performed in accordance with State Redevelopment Law, California
Health and Safety Code Section 33000 et seq., shall consist of the work
components listed below. Any activity not specifically listed below will
be the direct responsibility of the Redevelopment Agency through its
staff and/or attorneys or will be added to the listed work program at a
later time through negotiation, In addition, drafts of the Redevelopment
Plan and any required resolutions and ordinances will be prepared by the
Agency's legal counsel.

In cooperation with the CAC and the staff of the Redevelopment
Agency, review the survey area and propose a redevelopm,nt t

Determine what percentage of the target area(s) has been
developed for "urban uses" and provide one sepia and 10 maps at
1" ~ 200' scale showing:
a. Which parcels are or have been developed for urban uses;
b. Which parcels are characterized by conditions described in
subdivision (a), (b) or (e) of Health and Safety Code
Section 33032; and

c. Which parcels are an integral part of an area developed
for urban uses.

5. The consultant shall make a preliminary analysis on the
existence of blight for each proposed target area as defined by
the California Health and Safety Code Section 33000 et seq.
Consultant will also review appropriate records (including
review of all pertinent topographic maps, aerial photos, San
Bernardino City and County permits, and other historical data)
to develop a usage history for each of the parcels identified
and to identify toxic waste contamination,
6. Prepare the draft and final preliminary plan in accordance with
the Health and Safety Code Section 33324.

7. Review and comment on a draft resolution prepared by Agency's
Special Counsel for adoption of the preliminary plan by the
Planning Commission.
8. Assist the Redevelopment Agency In coordinating all planning
efforts and documents with the Planning Commission and the City
of San Bernardino, the Community Advisory Committee (CAC) and,
if applicable, Project Area Committee (PAC).
9. Prepare, after selection of the target areas(s) and adoption of
the preliminary plan by the Planning Commission (for
transmission by the Agency to the County's Auditor-Controller,
Assessor and Treasurer and Tax Collector, the State 80ard of
Equalization, any and all affected taxing authorities) the
followi ng:
a. A statement that a plan for the redevelopment of the area Is
being prepared.
b. A map (10 copies, 1" = 200') indicating the boundaries of the
project area and conforming to specifications of the State Board
of Equalization.

c. A listing, by tax rate area, of all parcels within the project
area and the value used for each parcel on the secured property
tax roll.
d. The date of the last equalized assessment roll to be used for
the allocation of taxes.

Also, any other submissions required by the above-mentioned agencies.
10. Prepare a master list and mailing labels for residential owner
occupants, residential and business tenants, business owners,
representatives of existing organizations and last known owners of
record for all parcels within the target area. The list and labels
shall be updated 30 days prior to the required notice and
advertisement of each public hearing.
11, Prior to the Planning Commission's selection of the target area and
approval of the preliminary plan, advise on the need to form a PAC.
If a PAC Is recommended, recommend the procedure for the formation
of a PAC and subsequently review draft resolutlon(s) prepared by
Special Counsel, for adoption by the Common Council, as follows:
a, recommending a Project Area Committee (PAC); and
b. approving a procedure for the formation of the PAC.
12, Assist the staff In preparation for and conduct of fiscal
negotiations and in consulting with each taxing agency which levies
taxes, or for which taxes are levied, on property in the project
area with respect to the plan and to the allocation of taxes.
(Minimum of 2, maximum of 5 meetings).
13. Review, analyze and comment on the development potential of the
target area and, as a result, recommend any necessary and
appropriate land-use changes and Infrastructure improvements,
14, Prepare draft development standards for the target area in keeping
with the requirements of the City's Development Code.
15, Review, comment and provide input on the draft redevelopment plan
prepared by Agency's Special Counsel for adoption by the Planning
Commission, the Community Development Commission, and the
Redevelopment Agency,
16. Draft a letter, that the Redevelopment Agency could send to affected
property owners, explaining that their property Is subject to
acquisition by purchase or condemnation under the redevelopment plan.

17. Develop a preliminary report to the Fiscal Review Committee as
outlined in the Health and Safety Code Section 33344.5.

18. Develop the report to the Community Development Commission that
accompanies the Redevelopment Plan as outlined In the Health and
Safety Code Section 33352.
19. Review and comment on a draft ordinance prepared by Special Counsel
for adopting the Redevelopment Plan.
20. Review and comment on the draft and final Owner Participation Rules
prepared by Special Counsel.
21. Review and comment on draft and final Businessperson Reentry Rules
prepared by Special Counsel.
22. Prepare all necessary environmental documentation (draft and final)
that complies with applicable State environmental laws and respond
to all comments and questions generated by public review;
Incorporate this Input as required by law, Provide three (3) master
copies of reproducible quality for both the draft and final
documents.
23. Prepare all necessary maps as required by Redevelopment Law plus a
full size mylar copy, ten extra bluel1ne copIes and a legible 8 1/2"
x 11" representation of each map.

24. Assist the Redevelopment Agency with its tasks related to the
formation of a Fiscal Review Committee.
25. Draft all documents related to affected taxing agencies, the County
Auditor-Controller and State Board of Equalization, and for the
creation of a Fiscal Review Committee.
26. Attend all necessary meetings with the CAC and PAC (minimum of 10
maximum of 20 meetings) to discuss technical Information, review
documents and obtain Input. This Includes preparation, duplication
and distribution of all materials required.
27. Attend all meetings with other Interested citizen groups, Fiscal
~eview Committee and other advisory bodies, as directed by the
Redevelopment Agency (minimum of 2, maximum of 6 meetings). This
includes preparation, duplication and distribution of all materials
as required.
28, Prepare all required notices to be mailed (by the Redevelopment
Agency) and published (to be handled by the Redevelopment Agency) as
required by the Redevelopment Law.

29. Appear at all public hearings/meetings (as required by the
Redevelopment Law) and make required presentations (minimum of 3,
maximum of 6 meetings). Change any documents, maps, reports, etc.,
which may be required after any public hearing/meeting.

30. File on behalf of the Agency all documents of record to ensure that
the project has met all legal recording requirements and has
established the tax Increment base year after adoption of the
ordinance by the City of San Bernardino. (Prepare draft development
standards for the target area In keeping with the requirements of
the City's Development Code,
31. Prepare a complete document reference file from all studies and data
which have been prepared during the process,
32, Prepare a five-year project implementation strategy to include
financing alternatives and options for private sector participation.

reviews, approvals, and document or report modifications.

bi-weekly basis a detailed overall project adoption schedule.

All work must be performed in a timely manner. Drafts will be submitted with
sufficient time in order that staff and the Council/Commission may review and
