On July 1, 1985 staff recommended a one year extension of the Beautification Program with an additional $50,000 because the original $50,000 was almost fully committed. The Commission, being concerned regarding the method of repayment of said loan, asked for a report back from staff as to the number of applications approved within redevelopment project areas and those outside adopted project areas. Attached for your information and review is an update of our Beautification Program. As you can see, we currently have 10 applications approved for funding and 1 pending totaling $45,419.51. Our current balance is $4,580.49, and staff has recently received 3 applications requesting funds totaling $14,558.00. Staff currently has 8 approved applications that are within a redevelopment project area totaling $30,097.16, 1 pending totaling $2,032.35 (totaling $32,129.51) and 2 that are outside a redevelopment project area totaling $13,290.00. No funds have been expended to date, but $45,419.51 has been committed. a) This Year's Progr811 I) Staff recommends that tax increments be used to fund projects that are within redevelopment project areas and that the City absorb the cost of the projects that are outside of a redevelopment project area. The use of CDBG funds cannot be used for those projects outside project areas, because 1/2 of the labor cost for these jobs has been approved without the use of Davis Bacon Labor provisions. Davis Bacon Labor Standards must be imposed if CDBG funding is used, which would be burdensome to the project recipients.
