Action was taken to allocate $58,960.00 for shared housing activites in the City, but a service provider was not identified. Staff was directed to meet with representatives of Inland Mediation Board and the Diocesan Pastor-al Center and report back to Council. Recommended motion: (MAYOR AND COMMON COUNCIL) . Consider Redevelopment Committee recommendation to deny funding for shared housing activities for the Diocesan Pastoral Center. STAFF REPORT For four (4) days from May 20-29, 1985, the Mayor and Common Council considered funding recommendations made by the Community Development Citizens' Advisory Committee (CAC) relative to the development of the FY 85/86 CDBG "Statement of Objectives and Projected Use of Funds'; (Community Development Plan). During the discussion regarding shared housing activities in the City of San Bernardino, it was noted that the CAC had recommended funding for the Diocesan Pastoral Center in the amount of $58,960.00. It was also brought to the Council's attention that the County of San Bernardino had funded the Inland Mediation Board (1MB) to provide a county-wide shared housing program including the City of San Bernardino ($10,000 from the Office on Aging, and $30,000 from the Office of Community Development. The cities of Ontario, Rancho Cucamonga and Montclair have also funded 1MB for shared housing). As a result of the above, the Mayor and Council included the $58,960.00 for shared housing activities in the City's Community Development Plan submitted to HUD, but refrained from identifying a service deliverer. Further, Agency staff was directed to meet with the principals of the Inland Mediation Board and the Diocesan Pastoral Center to determine whether the two competing programs could be merged into one service provider for the City and the County. (It is important to note that the Inland Mediation Board did not apply to the City for CDBG funding of their shared housing program. On June 7, 1985, Agency staff and counsel met with Sister Monica Kim of the Diocesan Pastoral Center, Betty Davidow of Inland Mediation Board and John Lightburn, representing Third District Supervisor Barbara Riordan. Staff had received a call on June 6 from Supervisor Riordan regarding the County's rationale for funding Inland Mediation and its position concerning the Diocesan Pastoral Center proposal for County Office on Aging and CDBG funding. To summarize the results of the telephone conversation and the above referenced meeting, the County indicated their reasons for funding Inland Mediation for shared housing were as follows: . Inland's track record in providing fair housing counseling services to the county. The fact that Inland had been working with county staff and the supervisor's office in developing a shared housing program. The strong possibility that state funding in the amount housing. Inland would of $50,000 for receive shared In addition to the above, the discussion at the meeting on June 7, 1985 enabled staff to determine that the Diocesan Pastoral Center is currently operating a shared housing program, subsidized primarily by the Diocese, the center has received funding in the amount of $5,000.00 from the Arrowhead United Way and, also, that for an as yet undetermined reason, the Center opted not to apply for State funding. Moreover, in discussions held with the director of the County Office on Aging and the Superintendent of the City's . . . . . . . Conununity Services Division, it was noted that, while virtually half of the City's population is 55 years and older, at present, there is apparently no data that identifies the target population, i.e., numbers of seniors living alone, those needing assistance with their housing costs and those seniors who are homeless. As such, it is difficult to determine the need, and size of that need, for shared housing in the City. On June 17, 1985, the Redevelopment Committee considered this matter, and after a brief discussion, voted to recommend to the Mayor and Common Council that the Diocesan Pastoral Center's request for FY 85/86 CDBG funding be denied. In considering the Redevelopment Committee's recommendation, the Mayor and Common Council should consider the following comparisons of the two programs. The Diocese has a track record in this type of program and Inland does not. Inland has applied and will probably receive state funding. The Diocese has received funding from the Arrowhead United Way and a funding rec01lllllendation by the CAC to the Mayor and Common Council for $58,960.00. From the City's previous agreements with the Inland Mediation Board, Inland appears to have the necessary administrative capacity to operate the program. Staff is not familiar with the admimistrative structure of the Diocese, but they have been operating a program for the better part of a year without public financing (see attached letter; news article). Inland's ability to serve the City is somewhat questionable, whereas the Diocese will focus primarily on City residents and citizens of the surrounding communities. The Mayor and Common Council can adopt any of the following alternatives: . Deny request for funding and direct staff to request periodic reports from Inland regarding services provided in the City and size of program. The unallocated funds would go into CDBG contingency account. . Approve proposal $58,960.00. amount requested, for the . Approve proposal for partial funding for the Diocesan Pastoral Center. . Request of the Diocesan Pastoral Center that they develop and submit a proposal to the Agency for the purpose of researching the need for shared housing in the City. The research design could be reviewed and analyzed by staff from the City's Community Services Division and Agency staff prior to reporting back to Council. Reference is made to the Request for Proposal (RFP) with the City's FY 1985/86 COBG Program for our Shared housing Alternative For ~lderly (SAFE) Project, that waS-SUbmitted in February 1985~ We are forwarding some updated/additional data for your information. Since November 1984 when the project was initiated, Sister Monica Kim, Oirector of SAFE and a part-time Clerk assigned to her from the County's Office on Aging have processed 224 applicants. Seventy-two (36 couples) have been matched; there are 75 potential applicants for Home provider's; also, in the process there are 21 Home-seeker applicants; and 56 applicants that did not qualify and/or changed their during the matching process. There are potentially 4,249 low-income applicants (60+ years of age) in the City of San Bernardino (Reference is made to the Area Plan on Aging for Fiscal Years 1983-l986 published by the San Bernardino County's Office on Aging, dated Oec l, 1984). Upon approval of subject RFP which will provide more staff, we will be able to work towards our Goal of reaching out to an estimated l,500 to l,800 plus applicants during the first Fiscal Year of operation. Currently we are networking with the Shared Housing of Riverside Experience (SHARE) in the City of Riverside for cross City matching. Also, attached is a copy of a news article from the "The Sun" news- paper that was inadvertently omitted from the initial RFP. Hopefully, this information will assist you in favorably approving our request.
