RESOLUTION OF THE CITY OF SAN BERNARDINO AUTHORIZING THE l'
EXECUTION OF AGREEMENTS FOR GRANT ALLOCATIONS FOR FISCAL YEAR
1984-1985 WITH SAN BERNARDINO GRAND OPERA COMPANY, AND METROPOLIT
OPERA/WESTERN REGIONAL AUDITIONS.

SECTION 1. The Mayor of the City of San Bernardino is hereb
7 authorized and directed to execute on behalf of said City various
8 agreements relating to grant allocations for fiscal year 1984-1985
9 with San Bernardino Grand Opera Company, and Metropolitan Opera/
10 Western Regional Auditions. A copy of each such contract is
11 attached hereto and incorporated herein by reference, each being
12 marked respectively with the following exhibit numbers: Exhibit A
- San Bernardino Grand Opera Company; and, Exhibit B - Metro-

A G R E E MEN T
2 THIS AGREEMENT is entered into between the CITY OF SAN
3 BERNARDINO, a municipal corporation, referred to as "City", and
4 the METROPOLITAN OPERA/WESTERN REGIONAL AUDITIONS, a California
5 nonprofit organization, referred to as "Organization".
6 The parties agree as follows:

1. Recitals.

(a) Organization has requested financial assistance from
9
City for the fiscal year 1984-1985, in order to assist ~n
10
defraying the expense of certain concerts, shows, festivals or
11
events or activities sponsored by Organization as set forth in
12
Organization's grant proposal approved by the Fine Arts Commission
13
of City and a copy of which is attached hereto as Exhibit "lV' and
14
hereby incorporated herein. The financial assistance provided for
15
in this agreement is made on a one-time only basis, and receipt of
16
said funds shall not imply a continuing obligation of the City
beyond the term of this agreement.

(b) The expenditure is for a valid municipal public purpose,
19
to wit: for promotion of arts and culture, as outlined in Exhibit
20
"A".

2. Payment. Upon presentation of a claim to the City
22
Administrator, City shall pay to Organization from the budget for
23
I the 1984,-1985 fiscal year, the total sum of TWO THOUSAND FIVE
HUNDRED DOLLARS ($2,500) at such time or times and in such

periodic amounts as determined by the City Administrator and
Finance Director of City, consistent with the grant proposal
approved by the Fine Arts Commission.
3. Use of Funds. The funds paid to Organization shall be

used solely for the purposes set forth in Exhibit "J\". wi thin
thirty days of the end of the grant program, all unexpended funds
shall be returned to City by Organization.
4. Accounting. Prior to the final payment under this
agreement, and at such other times as may be requested by the City
Administrator or Director of Finance of City, Organization shall
submit to the City Administrator, with a copy to the Director of
Finance and the San Bernardino Fine Arts Commission, an accounting
of the proposed and actual expenditures of all revenues accruing .1
to the Organization for the fiscal year ending June 30, 1985.
Financial records shall be maintained in accordance with generally
accepted accounting principles by Organization in such a manner as
to permit City to easily trace the expenditures of the funds. All
books and records of Organization are to be kept open for
inspection at any time during the business day by the City or its
officers or agents.
5. Hold Harmless. Organization covenants and agrees to
indemnify and save harmless the City and its employees and agents
from all liabilities and charges, expenses (including counsel
fees), suits or losses however occurring, or damages arising or
growing out of the use or receipt of the funds paid hereunder and
all operations under this agreement. Payments hereunder are made
with the understanding that the City is not involved in the
performance of services or other activities of Organization.
Organization and its employees and agents are independent
contractors and are not employees or agents of the City in
performing said services.
6. Termination. City shall have the right to terminate

1 this agreement and any funding remaining unpaid hereunder for any
2 reason by mailing a ten-day written notice to Organization and
3 this agreement shall terminate ten days after the mailing of such
4 notice. In the event this agreement is terminated for reasons of
5 improper use of funds or use of funds for any purpose other than
6 those authorized, any unexpended portion of the funds provided by
7 City shall be returned to City. In addition, Organization shall
8 reimburse to City any funds expended which were used for any
9 purposes other than those authorized under this agreement.

7. Assignment. Organization shall not assign its interest
11 in this agreement without the prior written approval of City.

8. Final Report. Prior to termination of this agreement,
13 Organization shall provide a final report on the project funded by
14 this agreement in accordance with the Criteria for Financial
15 Support heretofore provided by City to Organization.

9. Notices. All notices herein required shall be in writin
and delivered in person or sent by certified mail, postage
17

Gentlemen:
I would like to request that the Fine Arts Commission
might fine it posable to review and reconsider our
Request for a Grant to the San Bernardino-Riverside
District Metropolitan Opera Auditions for 1985.
May I call your attention to the fact that we are
not a performing group and therefore cannot be called
oGd Opera Company. We conduct the Auditions under the
auspices of the Metropolitan Opera National Council,
and our rutles and procedures are dictated by the policies
set by the Metropolitan Council.
The ~urposes of the auditions are:
To find those young singers who need experience of
competition and exposure and who are finished candidates
who have demonstrated growth and development for opera.
To find exceptionally talented singers and assist them
in their development.
To discover new talent for the Metropolitan Opera.
To se~rch for possible participants in the Young Artist
Development Program of the Metropolitan Opera.
Our First Place Winner in the last Audition, Duane
carter, was selected as one of ten Regional Finalists and
won a S5DD Regional Award. He has also been selected to
sing in the International Semi-Finals of the pavorotti
!nternational Competition in September.
Our Second Place Winner, Wayne Sheperd also won the
Music Teachers Association young Artist Competition and
is now filling some concert engagements.
Regarding Fund-Raising - I have each year sent hundreds
of letters and made personal contacts to individuals on the
list that I have assembled, requesting Patron involvement
as the listing of Patrons on the programs show. These
people are a part of "The Friends of Opera" which I have
established and they assist financially, and in services
such as serving refreshments at the receptions following
the auditions. Their help has been invaluable.

FACTS ABOUT THE METROPOLITAN OPERA AUDITIONS

In early 19~7, Mr. Richard Crpoks, Madame Ruth Miller Chamlee, and Maria
:'hemlee, all farmer sters of the Metropolitan Opera, were asked to set up a
program of auditions an the west Coast far the Metropolitan Opera National Council.
The project was started and presided aver by Mme. Ruth Miller Chamlee. At
that time, Miss Gwendolyn Roberts of san Bernardino was asked to assist in the
work of planning and formulating procedureb .or th~ ~uditions. This was a distinct
honor and privilege to assist in this effort to bring the auditions to singers in
this part of the country, instead of their having to travel to New York far the
opportunity, which was surely our of the reach of mast singers until this time.
It became a work of lave and deducation far our committee and certainly far
this writer.
In 1960, I was asked to set up a District consisting of San Bernardino and
Riverside Counties in addition to my work with the Regional Committee. This I
did ana the first auditions were held in this area an January 21, 1961.
The auditions are held each yeer and singers ars selected to represent this
~istrict in competition in Lo~ Angeles at the Regional Auditione which comprise
california, Arizona and Nevada.
The singers from each District - there are nou eight Districts in the Region-
wno have been selected as winners, compete in LOS Angeles in preliminary Regional
~uDitions. These singers are selected by a panel of Judges Who came aut from
LOS Angeles Area to make the selection. In the Regional preliminary auDitions
judges select the winners whO will compete in the Regional Final auditions in a
Gala Concert Performance in Bovard Auditorium, an the Campus of university of
Southern california~ before a capacity audience whO have paid a 510.00 admission
fee. The winners chasen by Metropolitan Opera Judges, are then sent to New York
to compete in the National Auditions an the atage of the Metropolitan Opera Hause.
As you can see, this is a tremendous program far the benefit of yaung artist
singers'Who would not otherwise have the opportunity far such exposure. The
Awards and the Evaluations of three judoes who are alweys outstanding end prominent;
singers an~nstructors in the field of vocel culture, are very important to the
singers, who are competing.
Regarding Finances. Each District ia expected to find tha funds to
adminster the auditions and awards to present to the winners. The District is

II. vou will note that the Pur~ose of the Auditions is:
1. To find exceptionally talented opera singers and assist them in their
development.
2. To discover new talent for the Metropolitan opera.
3. To search for possible participants i~ the young Artist Development
Program of the Metropolitan Opera Association.
There is a further benefit in the special program which 1 conduct in
inviting Symphony conductora, opera producers, and persons who are in search
of talent, to come to the Regional Finals and engags the singers for pro-
grams, and productions.
111. Regarding the Priority Areas for granting support:
1. we celebrated our Twenty-Fourth Annual Auditions this year, thus
giving ,the singers in this area the opportunity to be heard each
year. We will be celebrating our TWENTV-FIFTH ANNIVERSARV ON OCT. 21st.
2. We would like to continue this fine program thr~ugh the years.
3. These Auditions certainly promote and encourage young singers to per-
fect their talent and to use it in their own community.
4. This fine programs certainly deserves community support for the
developing of fine talent and artists. Many of our singers are now
singing professionally. One of our former contestants is now on the
roster of the New York City Opera where she is singing leading roles.
5. This program certainly pUblicizes the talent availabla in our arsa.
IV. This Proposal is submitted by:

As stated abova, there is a need for funds to assist in the administration
of the auditions; a need for additional funds for awardS; a need for funds
\0 supply a reasonable honorarium for Judges who must travel a distance to
come to adjudicate the auditions.
The metnod of conducting the auditions is dictated by the Nation Council of
the Metropolitan Opera and is geared to give the Districts an opportunity
to bring this advantage to the local sector.
Items 1 through 11 have been answered above.

12. Future Funding. we ~ill have to continue in the same manner as ~e
have been doing - securing assistance from friends and Opera Lovers,
and I ~ill have to continue to assume the deficit if assistance is
not forthcoming again in 1985.

.This year we are celebrating our Twenty-fifth year of
conducting these auditions.
We hope to have a Winners' Concert with the winners
of the October 21st Audition singing. Also on this program, we hope
to have former winners who won swerds in the Regional Auditions. It
is estimated that this will cost approximately 1600.
13. Estimated Budget - for 1985, our Twenty-sixth year. This is based
on axpenses in previous years and taking into account the increase
in prices and fees of certain items. This will be needed during
this coming year to provide necessary funds for the auditions to
be scheduled for the Fall of 1985 : possibiy in October again.

3. Use of Funds. The funds paid to Organization shall be
used solely for the purposes set forth in Exhibit "A". Within
thirty days of the end of the grant program, all unexpended funds
shall be returned to City by Organization.
4. Accounting. Prior to the final payment under this
agreement, and at such other times as may be requested by the City
Administrator or Director of Finance of City, Organization shall
submit to the city Administrator, with a copy to the Director of
Finance and the San Bernardino Fine Arts Commission, an accounting
of the proposed and actual expenditures of all revenues accruing
to the Organization for the fiscal year ending June 30, 1985.
Financial records shall be maintained in accordance with generally
accepted accounting principles by Organization in such a manner as
to permit City to easily trace the expenditures of the funds. All
books and records of Organization are to be kept open for
inspection at any time during the business day by the City or its
officers or agents.
5. Hold Harmless. Organization covenants and agrees to
indemnify and save harmless the City and its employees and agents
from all liabilities and charges, expenses (including counsel
fees), suits or losses however occurring, or damages arising or
i growing out of the use or receipt of the funds paid hereunder and

: all operations under this agreement. Payments hereunder are made
with the understanding that the City is not involved in the
performance of services or other activities of Organization.
!Iorganization and its employees and agents are independent
II contractors and are not employees or agents of the City in
performing said services.

6. Termination. City shall have the right to terminate
this agreement and any funding remaining unpaid hereunder for any
reason by mailing a ten-day written notice to Organization and
this agreement shall terminate ten days after the mailing of such
notice. In the event this agreement is terminated for reasons of
improper use of funds or use of funds for any purpose other than
those authorized, any unexpended portion of the funds provided by
City shall be returned to City. In addition, Organization shall
reimburse to City any funds expended which were used for any
purposes other than those authorized under this agreement.
7. Assignment. Organization shall not assign its interest
in this agreement without the prior written approval of City.
8. Final Report. Prior to termination of this agreement,
organization shall provide a final report on the project funded by
this agreement in accordance with the Criteria for Financial
Support heretofore provided by City to Organization.
9. Notices. All notices herein required shall be in writin
and delivered in person or sent by certified mail, postage prepaid
addressed as follows:

Dear Mrs. Press:
The San Bernardino City Grand Opera Company is
pleased to submit the attached proposal for
funding to the Fine Arts Commission of the City of
San Bernardino.
Since our previous proposal was deemed too grand,
we have prepared a less ambitious proposal for a
"Salute to San Bernardino and Its Seniors." The
oal is to provide a gala concert for the whole
mmunity as part of our objective of making opera
sic accessible to all lovers of music.
We propose to bring together the finest operatic
singers available to us. Our dinner concerts have
demonstrated that San Bernardino citizens
appreciate such excellence in musical production.
Appreciation for grand opera can be developed, we
are discovering, by exposure first at the dinner
concert level. The gala concerts add the
excitement of a larger crowd. The final step will
be a full opera, still in our plans for the next
year.
We are asking for $4,000, to be used for
promotion, publicity and staging, as detailed in
the proposal.
We welcome the opportunity to present in person
the features of the attached proposal.

ORGANIZATION AND GOAL
The San Bernardino City Grand Opera Company is a private
non-profit corporation made up of artists and others dedicated
to the appreciation of opera and the other fine arts.
Our goal is to develop, enhance and enrich the cultural
life of San Bernardino for p~esent and future residents by
establishing grand opera as a permanent, ongoing activity,
with community-wide involvement at all levels; and to
publicize widely and promote the image of the city as
a cultural center and champion of the fine arts.
RECENT ACCOMPLISHMENTS
Our company presents opera dinner concerts four times
a year as an ongoing activity. These dinners have a
double purpose: they combine the excitement of great music
with fund raising and publicity. Internationally known
singers are featured, along with the best of our local talent.
Terrance Molloy, founder of the company, appeared as
a featured soloist at the John McCormack Centenary
in Dublin, Ireland, in June, 1984, as a representative of
San Bernardino, and presented greetings from the mayor.
GRANT PROPOSAL AND DESCRIPTION OF PROJECT
The San Bernardino City Grand Opera Company is requesting
a grant of $4,000 from the San Bernardino Fine Arts Commission.
The grant will assist us in presenting a gala, "A SALUTE TO
SAN BERNARDINO," in August, 1985.
We propose to stage a night of opera excerpts, featuring
twelve to fourteen artists, nationally and internationally known.
Arias, duets, trios and scenes from popular operas will be
presented.
This gala will bring together a much larger and diverse
audience than can usually be expected to attend the opera, and
will demonstrate for them in a dramatic way the excitement of
this great art form. Some will be surprised and delighted to
hear familiar melodies they had not known were from the opera.
Others will have rekindled the love of great music and
performance. 'Special respect will be paid to the pioneers
of our city. Anticipated attendance is 800 to 1,200.
