RESOLUTION NO. 85 215
2 RESOLUTION OF THE CITY OF SAN BERNARDINO SUPPORTING THE
PASSAGE OF ASSEMBLY BILL 1868 (AIR RESOURCES BOARD MEMBERSHIP).

BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
4 OF SAN BERNARDINO AS FOLLOWS:

WHEREAS, the City of San Bernardino is located in the South
Coast Air Quality Management District (SCAQMD) and concerned
about the quality of our air; and
WHEREAS, the SCAQMD is charged with the responsibility for
solving what is generally acknowledged to be a very severe air
pollution problem that will require a great effort before all
ambient air quality standards are attained throughout the regions
of the District; and

WHEREAS, the SCR-32 (Montoya) study report in 1980
recommended that the SCAOMD and Bay Area Air Quality Management
District each be given permanent seats on the Air Resources
Board; and
WHEREAS, the SCAQMD under current law has to share an Air
Resources Board seat on a rotating basis; and
WHEREAS, the Air Resources Board has stated that since the
SCAOMD is the largest, most complex, multi-county district in the
state with a correspondingly larger air pollution problem than
any other district in California, it is appropriate that the
SCAOMD have a permanent Air Resources Board seat; and
WHEREAS, to provide for a permanent seat on the Air
Resources Board, the SCAQMD requested Assembly Member Charles M.
Calderon to introduce Assembly Bill 1868;
NOW, THEREFORE, BE IT RESOLVED that the City of San
Bernardino does hereby support and urge the passage of Assembly

1 Bill 1868 as a step to strengthen the air quality management
2 program for the citizens of this area.
3 BE IT FURTHER RESOLVED that the City Clerk of the City of
4 San Bernardino is hereby directed to transmit copies of this
5 resolution to Assemblyman William Leonard, Assemblyman Gerald
6 Eaves, Assemblyman Charles M. Calderon, Senator Joseph Montoya
7 and Senator Ruben Ayala.
8 I HEREBY CERTIFY that the foregoing resolution was duly
9 adopted by the Mayor and Common Council of the City of San
