STAFF REPORT
The Engineer's Report for Assessment District No. 961 included an amount
of $839.125 for installation of an irrigation system and landscaping within the
Park Centre Development; An amount of $126,040 has been expended to finance the
cost for installation of 956 parkway trees by the developer. Thi s 1 eaves an
available balance of $713,085 in Account No. 01-099-999.
The plans and estimates for these improvements have been prepared by
Gary Poling. Landscape Architect, under contract with the developer. Some minor
additional work will be required by the Landscape Architect to convert the plans
to comply with the public competitive bidding process.

The contract documents will be prepared to provide for a separate bid
price for the work along San Timoteo Creek and Santa Ana River, with a clause
that these items can be included at the City's option. This action is necessary
because of the possibility of a new freeway off-ramp being constructed along San
Timoteo Creek and soil compaction efforts being done in the dump area along the
Santa Ana River,
The existing trees are being watered by the Department of Public Services
to keep them alive during the summer, This work is estimated to cost $1,200 per
month, and will have to be continued until the irrigation system is installed.
We recommend that the plans be approved and authorization granted to
advertise for bids.
URGENCY CLAUSE:
It is imperative that these improvements be installed as soon as possible, in
order that payment of $1,200 per month for watering the existing trees can be
terminated and to improve the appearance of the development.
