Commissioner's Report on Community Service Offices

I have had an opportunity to review the
Pol ice Conrnissioners, dated July, 1986
Servi ce Offi ces.

Referring to the reconrnendations listed on the last two pages
report, I will conrnent on each one:

I agree that a standard name is appropri ate for the area
offi ces, and I prefer "Pol ice Conrnunity Service Office."

citizens of their existence.

3. If it is within the budget format, I would like to have a
budget for each area as components of the Pol ice
Department's overall budget. If tilh ;s acceptable to
other affected departments, I will present thi s budget
.. concept in the Police Department's 87/88 budget proposal.
4. Further definition of the area conrnanders' accountability
and responsibilities may be in order. All job duties and
responsibilities of assignment/functions are expected to
be reduced to writing this fiscal year following final
budget approval and reorganization of the department.
5. Automobil es are desi red by the area conrnanders. However,
fiscal constraints have prohibited this consideration.
Presently, they drive a vehicle that is available, if one
is available. Beepers are being pursued for numerous
personnel due to FLSA, including the area conrnanders.
/6. Host area conrnanders maintain pocket calendars and desk
ca 1 endars in thei r respect i ve offi ces. The Pol; ce
Assistants are aware of the area conrnanders'. schedule. I
believe this area is well covered presently.
!. The sign off of "fix-it tickets" is currently the subject
of pol icy and procedure review. City Yard mechanics are
interested in getting out of that responsibility, and the
Pol ice Department's Traffic Unit is currently studying
a lternat i ves.

A logistical problem presents itself related to citizens
obtaining copies of reports at Conrnunity Service Offices.
The person would have to pay the required fee one day and
return the next day to the Conrnunity Service Offices for
the copy of the report. I f the person dri ves to the
Pol ice Department, they may pay the fee and obtai n the
report in one trip. An accountability problem also
develops when money is hand1eG in seven different
locations. Laws prohibiting/allowing the release of
police reports are complex, and only a select few in the
Police Department maintain an up-to-date knowledge of
these laws. The rest of us rely heavily on their
knowledge and advice. The~e are many problems associ-
ated with attempting to release reports at outlying
1 ocat ions. However, th is reconmendat i on wi 11 be gi ven
consideration.

9. I am told that we had Conmunity Service Offices open after
5:00 p.m., however, the use of the Conmunity Service
Offi ces after that time di d not justify remai ni ng open
later than 5:00 p.m. I intend to follow through on this
reconmendation, and I can adjust the hours of the
Conmunity Service Offices to include .some hours on
Satu rdays. I do not bel i eve that bei ng open on Sunday
. wi 11 be necessary to properly serve the conmunity, nor do
I believe the Conmunity Service Offices should be open on
holidays.

An educational and informational brochure on the Community
Service Offices was designed and is pending approval at
this time.
11. Some standard forms can be, and are used, by each
Conmunity Service Office. The idea of conmunity-oriented
pol ici ng, however, is that each area is different and,
therefore, requi res different approaches to pol ici ng. It
is expected that each area conmander will require certain
unique logs and reports for his/her area to properly serve
that area. I agree that wherever possible forms should be
standard to accumulate and compare like information.
12. An inventory of furnishings for each Conmunity Service
Office will be made available for each area conmander.
The ownership of property and equi pment .wi 11 be accounted
for as well.

ltECOMMENDATIONS
1. Standard name designated for area offices have been referred to as
Store Fronts, Sub Stations, Ar.a Centers, Police Centers, Community
Oriented Policing, Community Service Offices. During this report
COP's Community Service Offices, and area offices as well as Centers,
have been used.
2. Standard Signs - For increased visibility, directional siqns should be
placed at least 1 block before Community Service Offices as well as
at Community Service Offices.
3. A budget area by area be prepared by area commanders as a supplement
to the budget presented annually to the Mayor and Council.
C. Define role of area commanders and develop system of accountability
and job responsibilities of area commanders.

S. Community Service Offices should be supplied with necessary tools
"to do a good job". Recommend communications with area commanders
be improved by use of beepers and autos.
6. Area commanders maintain a commanders calendar of assignments and
community activities.
7. Suggestions have been made that Community Service Offices provide
direct service t~ citizens. Recommend that City review its policy and
authorize "fix-it" tickets to be signed off at any of the Community
Service Offices. Obvious one - like headlight repaired, tail light
been fixed, cracked windshield, things that are obvious and easily
verified by anyone.
8. Recommend that citizens be able to obtain copies of auto accident
reports at Community Service Offices. .
9. Change of service hours of Community Service Offices should be
considered. Suggestions for service hours: 7:00 a.m. to 7:00 p.m.,
7:00 a.m. to 9:00 p.m., holidays and weekends.
10. A thr~e-fold educational and information brochure on Community
Service Offices be designed and written by Police Commission
supported by Crime Prevention Unit. (Address line and service
hours line left blank to save costs when location or service
hours change.) Brochure could be distributed by offices, Police
Officers, Police Assistants, Community Centers, City Library, etc.
11. Standard forms should be developed and used at Community Service
Offices for all reports, daily logs, field logs, crime statistics,
etc. Record keeping methods should be standardized.

12. Itemized list of costs and values of furnishings for Community
Service Offices~ drawn from City storage (memo dated 2/5/86,
Captain Bashaw), should be on file. A list of landlords'pro_
perty or equipment .on loan" should be listed. If these items
were not available through landlords in future, this is a cost
that should be anticipated.
