At the meeting of the Planning Commission on February 19, 1985, the
following action was taken:
The application for Change of Zone No. 85-2 was unanimously recommended
for approval.
The Negative Declaration for environmental review was also approved.
Rscommended motion:
To approve the responses to comments and to adopt the Negative Declaration
for environmental review which has been reviewed and considered.
To approve, modify or reject the findings and the recommendation of the
Planning Commission and to direct the City Attorney to prepare the
necessary amendments to the Zoning Ordinance.

1. The applicant is requesting a zone change on 29.4 acres from the
existing "0" - Open Space District, to C-M, Conmercial-
Manufacturing District. The property is located southerly of
Century Avenue, westerly of Camino Real, and northerly of Fairway
Drive. General Plan Amendment No. 84-4, approved by the Planning
Commission on January 8, 1984, amended the land use designation
on the property Open Space and Conseryation to Genera~
Commercial. The previous request was approved by thelMayor and
Common Council on January 21, 1985. '

The property is currently being utilized as a Golf Co~rse and
also contains three radio towers traversing the parcel. Adjacent
to the Golf Course, which extends westerly is the Warm Springs
Flood Control Channel zoned "0". There is a vacant 13-acre par-
cel northerly zoned C-M. Properties abutting Camino Real and
Fairway Drive are zoned C-3A and partially developed as
commercial-recreational uses. These properties are designated as
Commercial-RecreatTonal by the General Plan. Surrounding pro-
perty northerly and easterly is still designated as Open Space
and Conservation by the General Plan. The proposed C-M zoning
designation would permit commercial and light industrial office
uses which are compatible with surrounding commercial uses.

In assessing the impacts of the proposed, the Environmental
Review Committee determined that the project would be associated
with the following impacts as part of the previous General Plan
Amendment which would similarly apply to the current request:
A) Noi se:
The site is within Airport District IV (C.U.D. 12). Norton
Air Force Base has indicated that commercial luses would be
appropriate for the site with a Noise Level Reduction (N.L.R.)
of 25 Ldn.
B) Traffi c:
A traffic study prepared for the property indicated that
impacts resulting from development would require off-site
improvements and signalization.
C) Flood:
The property is adjacent to the confluence of the Warm Creek
and the Santa Ana Flood Control Channels, Mitigation of any
adverse impacts would be determined by the County Flood Con-
trol District and the City Engineer.

D) Seismic and Geoloqic Impacts:
The site is located within the Alquist-Priolo Special Studies
Zone with a branch of the San Jacinto fault traversing the
property and also within Liquefaction Zone A. The Geologic
and Soils information submitted to date has not met the re-
quirements of the Alquist-Priolo Act per the recommendation
of the City Geologist. A more detailed geotechnical report
is necessary which includes the use of trenching to determine
fault location more accurately. With the previous request
for a General Plan Amendment, the Environmental Review Com-
mittee determined that a report which meets the require-
ments can be submitted prior to approval of a subdivision
or site development plan due to the location of the sub-
surface antennae associated with the three radio towers.
In the interim, the applicant submitted additional corres-
pondence and information contending that the information
submitted to date meets the requirements of the Alquist-,
Priolo Special Studies Act. Attached is a letter requesting
review of materials by the State Geologist and the response
to that request in a letter dated January 30, 1985. On
January 31, 1985, the Environmental Review Committee a9ain
determined that additional geotechnical studies shall be
submitted prior to subdivision or site approval which meet
the requirements of the Act.

Staff recommends adoption of the Negative Declaration and approval of
Change of Zone No. 85-2 based on the observations and findings of fact
contained in the Staff report.

The subject reports and correspondence are a result of a request for a
General Plan Amendment No. 84~4 submitted by Harwood Investment Company
on July 2, 1984. 'The subject request was to amend the City of San Bernardino
General Plan from an open space land use designation to a general commercial
designation in order to develop approximately 29,4 acres as a commercial-
industrial complex, The Environmental Review Committee and Planning Com-
mission approved the request on January 8, 1985 and adopted a Negative
Declaration noting that the geologic information submitted to date does not
meet the requirements of the Alquist-Priolo Special Studies Zones Act.

It was determined that a detailed geotechnical report can be prepared at
a later stage of development, prior to subdivision or site plan approval.
'These items are submitted for your review as a result'of an impasse
created by the difference of opinion of .the City Geologist and the other
geologists involved. The City Geologist determined that the preliminary
soils investigation of the property did not meet the requirements of the
'Act due to the use of drilling and seismic infraction methods and that
on-site trenching should be conducted. The applicant's geologist contends
that the geophysical methods utilized in the study are adequate to meet
the requirements of the Act given the constraints of the property.
The City of San Bernardino is now requesting that your office review the
enclosed items with regard to the requirements of the Alquist-Priolo
Special Studies Zones Act. Your prompt attention to this matter will be

This is a follow-up to my letter of January 22, 1985.

comments on the Ray Eastman report for the 34-acre site at Camino Real and
Century Avenue in San Bernardino. I apologize for this oversight.

It is not our usual practive to provide critical reviews of reports prepared
under the Alquist-Priolo Act, as this is the responsibility of y.our revieu
geologist. Any review on our pars therefore, should be viewed as advisory
only. However, at your request, I have made a cursory revieu of the subject
report, the review comments of your geologist, and other data relevant to the
location of the San Jacinto (Claremont) fault. '
I generally concur with your reviewer's conclusions regarding deficiencies in
the consulting report. The mcthods used by the consultant (seismic
refraction, borehole correlations) are generally inconclusive for the
identification and precise location of active fault traces. Trenching
generally provides the best opportunity for locating and evaluating recently
active faults) because it provides direct and continuous exposures. Ho~ever)
the alluvium at the subject site may be too young to shou deformation or the
water table may be too high in the northeastern half of the site to allow deep
trenching. Nonetheless, I believe that the trenching should be attempted
before it is assumed to be useless. Also, trenching provides an opportunity
to demonstrate the absence of faulting in other parts of the site.
It is noted that a strong tonal lineament was observed on aerial photographs
in the southeastern part of the site by Kerry Sieh (1973, pl. 7a). This
feature WaS not discussed and should be assessed, prcferably by trenching, as
it appears to lie outside the consultants setback zone, Sieh (pg 46) noted
that faulting occurred just northuest of the site in alluvium dated as being
500 + 80 years. In addition, faults werc mapped by Oscar Huber in an aqueduct
exposure just northwest of the project site. These faults are shoun and
references are cited on our Special Studies Zones Map. The references should
be discussed in the consultant's rpport.
