Appraisal of Property to Widen
South Side of 40th Street,
East of Electric Avenue

Recommended motion:
1. That the Real Property Section of the Public Works Department be
authorized to obtain an appraisal of that land on the South side
of 40th Street, between Mt. View and Electric Avenue, for the
purpose of realigning 40th Street, at a cost not to exceed
$3,500.00.
2. That the transfer of $3,500.00, from Account No. 42-510-511,
"Various Traffic Operations Improvements," to Account No. 42-
510-510, "40th Street Re-alignment from Electric Avenue to Mt.
View Avenue," be approved.

The City of San Bernardino proposed the realignment of Fortieth
Street, between Mt. View Avenue and Electric Avenue, in 197B. The
land necessary for the realignment of Fortieth Street was appraised
and title litigation guarantees obtained for the land in question.
The Resolution accepting the appraisers determination of Fair Market
Value for the landin question was tabled on July 5, 1978, because
there was no funds allocated in the 1978/79 fiscal year budget to
finance the cost for acquisition of the additional rights-of-way.
The total appraised values in 197B for the land was:

This office has contacted the original appraiser, Mr. Albert Knorr,
for an estimate to "up-date" the 1978 appraisal. Because of the age
of that appraisal, it would be necessary to obtain a "new
appraisal".
Fortieth Street is badly in need of improvement, between Kendall
Drive and Mt. View Avenue. The most critical spot is considered to
be the Southwest corner of Mt. View Avenue. In order to identify
the am 0 u n t 0 f fun d s t hat will be nee d e d to a c qui r e the add i t ion a 1
rights- of-way, an appraisal is needed.
Once a value of the necessary rights-of-way is known, consideration
can be given to allocating the necessary funds and proceeding with
the acquisition and improvement of this section of 40th Street.
We recommend that approval be granted to obtain an appraisal.
