Recommended motion:
1. That the Director of Finance be directed to transfer $20,000 from Park
Division salary savings and $12,000 from Park Division Equipment Outlay
designated for purchase of a 3/4 Ton Truck for a total of $32,000 to be
used for purchase of Diesel Tractor, skip loader.
2. That the City Purchasing Agent be authorized to prepare the appropriate
specifications and advertize for bids for the purchase of a Diesel Tractor,
skip loader as required by the Parks, Recreation and Community Services
Department.

STAFF REPORT
This Department is requesting a replacement tractor for Unit# 790.
Unit# 790 is a 1980 John Deere, Model 950, 27 horsepower with 1 cubic yard
skip loader and scraper. Since 1980 the scope of the Department work has changed.
Grading, irrigation installation, landscaping and renovation of large areas and
heavier general cleanup of undeveloped land for an overall increase of work load
for the tractor.
This tractor will not do the work that is presently required. In 83/84 this
tractor had a complete engine overhaul and extensive repairs to the power take off
and two clutches. It h~ been down since June 1984 for engine overhaul and clutch.
Total cost of maintenance. on this tractor has been $7,000 since purchase in Decenber
1979.
The tractor requested is a John Deere 401 D Tractor/Loader. This tractor
will accept all attachments within the Park Division, i.e. Mott Mower, Chiese1
Bar, Auger, Gannon Scraper, Roto Tiller, Harley Rock Rake, Backhoe and other mis-
cellaneous equipment of which none of which will fit present tractor.
This piece of equipment is most critical for enabling the Park Division to
maintain park facilities. Ba11fie1ds expecia11y are in extremely deteriorated
condition and have become a high liability risk. Presently there are two ba11fie1ds
which had to be shut down due to their poor conditIon. The other ba11fields are
nearly in the same condition. In addition, all in house construction projects
requiring landscape grading are now requiring rental or borrowed equipment. It
is difficult to borrow this type of equipment for the length of time required for
the project.
We request the transfer of $12,000 from account 01-332-800 for 3/4 Ton, 6.2
Diesel Engine Truck and $20,000 from salary savings for a total of $32,000 for the
purchase of the Diesel Tractor described above. We feel that we can get by for
another year with our present truck, but we are in dire need of the tractor.
This matter has been discussed with Bob Torbitt, Equipment Superintendent,
who concurs with this request. Disposal of Unit# 790 was discussed with Equipment
Superintendent and Purchasing Agent.
Because of vacancies in Park Maintenance Supervisor, Park Maintenance Worker
III, II, I and Utility Worker positions during the first six months of FY 84/85,
we have $45,868 available in base Salary Savings plus approximately $14,500 in fringe
benefits for an approximate total of $60,368. Based on the first half of FY 1984/85,
it is projected that the Parks Division will save approximately 10% of its total
Personal Services budget because of vacancies throughout the year due mainly to re-
tirement of employees; therefore, a resulting savings of approximately $139,000 will
be realized for the entire budget year.
