The purpose of the ULI's involvement was to study and provide recommendations and proposals for the City of San Bernardino ("City") to consider relative to land use, transportation, lifestyle, urban design, commerce and govemment that would bring physical and economic vitality back to Downtown San Bernardino. The ULI presented their fmdings and recommendations on June 29, 2007. In August 2007, these findings and recommendations were received by the Mayor and Common Council of the City of San Bernardino ("Council") and the Community Development Commission of the City of San Bernardino ("Commission"). In June 2008, the Commission formally endorsed the ULI study for the Downtown Central Business District. The Commission also recommended that the ULI report be subject to further study by EDA W, Inc. ("EDA W"), and authorized the Interim Executive Director of the Redevelopment Agency of the City of San Bernardino ("Agency") to execute a Professional Services Agreement with EDA W for the preparation of a Downtown Core ConceptlVision Plan ("Action Plan"). In July 2008, a multidisciplinary team of experts from EDA W started the work of preparing an Action Plan for the Downtown Area of the City. The preparation of the Action Plan is anticipated to take approximately nine months to complete with the following tasks scheduled to be performed: Analysis, Design Options/Alternatives, Preferred Plan, Development Standards, Zoning/Change of Zone/Overlay, Implementation Plan, Final ReportlPresentation. CURRENT ISSUE: Since July 2008, EDA W has met and conferred with Agency Staff, gathered and researched relevant . data, conducted a project site survey, held stakeholder interviews with City and County officials and staff, as well as other agencies and individuals of interest. In addition, EDA W has also met with the San Bernardino Chamber of Commerce and the Downtown Business Association. In September 2008, EDA W, with the assistance of Agency Staff, held a two day Charrette. During the two day event, more than 60 individuals attended the Charrette to listen and share their concerns and ideas. On November 13, 2008, EDA W, with the assistance of Agency Staff, held a Community Open House ("Open House") to present three alternative strategies for the Action Plan. The Open House provided an in-depth opportunity for business and community leaders, area residents, public officials and other interested persons to discuss issues and opportunities facing the revitalization of the downtown area. Inc. - Downtown Core Update Page 2 o On two separate occasions, the Agency has provided the Commission with an update on the development and formulation of the Vision! Action Plan. With the work on the Downtown Core Vision! Action Plan nearing the final stages of completion, the Agency has made a presentation to the Planning Commission on March 18, 2009, and a presentation to the Downtown Business Association on March 19,2009. The Agency will make a presentation to the public on Thursday, April 8, 2009. At the Council meeting of April 6, 2009, the Agency will be providing an update to the Commission on the Vision! Action Plan as will be presented by EDA W representatives through a PowerPoint presentation. While the work is nearing an end, recommendations for the potential development and creation of development standards, zone changes and an implementation strategy will begin to be finalized in preparation for a final report. An expected final report date and presentation to the City Council is in May 2009. ENVIRONMENTAL IMPACT: This action to receive and file the report does not meet the definition of a "project" under Section 15378 of the California Environmental Quality Act ("CEQA").
