1. MINIMUM WAGE - After receiving an oral report from
the City Administrator indicating that the new minimum wage
at $4.25 per hour has been budgeted, the Committee recom-
mended approval and implementation in first pay period - July
4, 1988. The salary resolution amendment will be presented
on the July 5, 1988 Council Agenda.
2. AUTHORIZE ESTABLISHMENT OF POSITION OF DIRECTOR OF
TELECOMMUNICATIONS AND DELETION OF POSITION OF CATV COORDI-
NATOR - The Committee recommended approval. (Attachment)
3. RESOLUTION AUTHORIZING EXECUTION OF AGREEMENT WITH

The May 16, 1988, Council Agenda included a request to amend
Resolution 6413 to delete the position of Cable Television
Coordinator and establish the position of Director of Tele-
communications and increase the salary to ~ange 4147 ($3118-
3800/mo.). That proposal was referred to your committee.
The attached job specification for Director of Telecommunica-
tions reflects the addition of the following duties in recent
months:
o Planning and directing the daily operations of a
television studio
o Supervising a Production and Programming staff
o Directing and monitoring the City-owned telecom-
munications system
o Maintenance of television and telecommunications
o Program scheduling
My staff surveyed other public agencies with similar cable
television staffing arrangements and compared the salary
level for the director of that function to our aanage.ent
salary range structure. The result i. the recommendation to
increase the salary from range 4140 ($2860-3486/mo.) to range
4147 ($3118-3800/mo.).
RECOMMENDATION
I recommend that the Personnel Committee recommend that the
Mayor and Common Council approve the proposed amendment to
resolution 6413 deleting the position of Cable Television
Coordinator and establishing the position of Director of

evaluate and modify the City-wide Cable Television and the
City-owned Telecommunications systems: and perform related

REPRESENTATIVE DUTIES
Plans, organizes and directs the daily operations of the
Telecommunications Division; directs Public, Educational and
Government access programming; monitors compliance of
franchise operators with franchise agreements and applicable
federal, state and local codes, ordinances, rules and
regulations: prepares agenda items for Common Council and
Cable Television Commission meetings; prepares division
budgets and maintains budgetary controls: acts as technical
advisor to the Cable Television Commission, Mayor, Common
Council and city Administrator concerning Cable Television
programming and scheduling; prepares comprehensive reports
and makes recommendations to the Mayor, Common Council and
Cable Television CommissiOn as required: investigates citizen
and subscriber complaints; develops and implements access
programming on allocated access channels for the city;
assists the City, local organizations, educational
institutions, groups or individuals who desire to produce
programming for Public, Educational, Government (P.E,G.)
channels; develops training workshops on the use of
production facility and equipment; insures community access;
directs program scheduling on access channels; provides
assistance to City departments in determining proqramming
needs and training tapes: directs and monitors the City owned
telecommunications systems; confers with user departments to
assess telecommunication requirements, costs, services, and
current technological developments; directs telephone billing
both intercity and related common carriers; researches and
plans long-range city telecommunications requirements and
advises Mayor and Council; directs installation and
..intenance of City owned telecommunications delivery
systems: and performs related duties as required.
MINIMUM QUALIFICA'iIONS
Completion of 60 college semester units in business adminis-
tration, finance or closely related field, and 2 years of
experience in cable television requlation or a related area

the specified type may substitute for the experience on the
basis of 30 semester units equal to 1 year experience.
possession of a valid Class III California Driver's License
is required.

ORGANIZATIONAL RELATIONSHIPS
I
The Director of Telecommunications is a Division Head in the
city Administrative Department, and reports to/coordinates
with the Deputy City Administrator-Administrative Services.
