REOUEST The applicant is making two requests: a. Change the zone from the existing M-lA, Limited Light Industrial to that of C-M, Commercial Manufacturing on approximately 20.5 acres located on the north side of Commercial Drive extending from Waterman Avenue to Hunts Lane, south of the Southern Pacific right-of-way~ and b. Conditional Use Permit under authority of San Bernardino Municipal Code Section 19.36.020(5), for a proposed mini-storage facility on approximately 4 acres located on the north side of Commercial Drive east of Hunts Lane. 2. SITE LOCATION The subject sites comprise approximately 20.5 acres on the north side of Commercial Drive between Hunts Lane and Waterman Avenue for the requested change of zone and approximately 4.0 acres located on the north side of commercial Drive approximately 384 feet east of Hunts Lane for the requested conditional use permit for a mini-storage facility. 3. MUNICIPAL CODE A~~,~~NERAL .PLAN.CON,ORMANCE The requested zone change from M-lA, Li~ited Li9ht Industrial to C-M, Commercial Manufacturing, would permit such uses as warehousing, manufacturing and retail uses. If the zoning were to remain as theM-lA zone, warehousing and light industrial uses would only be permitted. The zone change is consistent with the letters from the state Office of Planning and research dated June 11, 1987, July 3, 1987, August 18, 1987, January 14, 1988, February 3, 1988 and March 16, 1988 which stipulate that -...land uses proposed during,the period of the extension will be consistent with the purpose of the updated general plan provisions....- and with the City of San Bernardino Housing and Scenic Highway Elements. . o CITY OF SAN BERNARDINO PLANNING DEPARTMENT CASE CUP 87-58 & CZ 87-21 OBSERVATIONS AGENDA ITEM HEARING DATE PAGE l' c;/'1/RR Section 19.36.020(S) of the San Bernardino Municipal Code permits mini-storage facilities with a conditional use permit in the M-l, Light Industrial Zone. The C-M, Commercial Manufacturing Zone allows those uses permitted in the M-l zone under the same circumstance, and therefore, requires a conditional use permit. 4. CEOA STATUS An initial study was prepared by staff and presented to the Environmental Review Committee on March 17, 1988 and a Negative Declaration was recommended. The initial study was made available for public review and comment from March 22, 1987 to April 4, 1988. No comments were received. See Attachment "E", Initial Study. 5. BACKGROUND The subject site was subdivided into ten (101 lDts through the approval of Tentative Parcel Map 11039 which was approved by the Planning Commission on December 1, 1987. All of Parcel Map 11039 is subject to the proposed zone change. It is parcel no. 2 of Parcel Map 11039 where the mini-storage facility is being proposed. All of the subject site(s) was originally a part of Tentative Tract No. 11414 which established the once known project of Colony Village, better known today as South Pointe. During the project review of Colony Village, an Environmental Impact Report was prepared discussing such issues as traffic, seismicity, and liquefaction as well as other issues relevant to the overall commercial-industrial residential project site. In the overall proposal for colony Village a mini storage facility was approved under conditional development permit no. 1140 for the same site as the one being proposed by conditional use permit 87-58. Conditional Development Permit No. 1140 permitted mini- storage facility and recreational vehicle storage. . o 0 r CITY OF SAN BERNARDINO PLANNING DEPARTMENT OBSERVATIONS CASE CUP R7-c;.~ ..& CZ R7-21 1 5/3/88 ./.. AGENDA ITEM HEARING DATE PAGE One basis for the type of use (mini-storage) being proposed on this site is that the San Jacinto Fault traverses the site. Because of the fault, the required structural setback is approximately 290 feet in width, a mitigation measure in the adopted EIR. This left the subject site for the mini-storage facility unbuildable for habitable structures. The residential portion of Colony Village is zoned Planned Residential Development. At the time of the colony village approval the PRD zone required RV spaces be provided. It was originally required as a condition of approval that 85 RV spaces be provided within the then proposed mini-storage and RV storage to meet that parking requirement. Subsequently, Conditional Development Permit No. 1140 expired and the mini-storage facility was never built. Therefore, the applicant is reapplying for what was once approved and required for Colony Village/South Pointe in regards to mini-storage hc ility. ~banse.9! Zone No. 87-21 Change of Zone No. 1153 which originally established the M-IA, Limited-Light Industrial zone in conjunction with Tentative Tract No. 11414 is now being requested to be changed to the C-M, Comercial-Manufacturing zone. Conditional Use Permit No. 87-58 The proposed location of the mini and RV storage facility will be on parcel 2 of Parcel Map No. 11~39. The overall site consists of 1.36 acres and is approximately 380 feet east of Hunts Lane. Approximately 60 percent of the site within parcel 2 is straddled by the required setback boundary of the San Jacinto Fault. The area within the setback boundaries will be occupied with 264 storage cubicles and a total of 62 RV spaces. The requirement of providing RV spaces in the PRO zone has been repealed subsequent to the original approval of Colony Village/SouthPointe. Therefore, the 35 parking spaces devoted to the RV storage facility as a requirement of the residential aspect of South Point is not necessary today. . o 0 r CITY OF SAN BERNARDINO PLANNING DEPARTMENT CASE CUP 87-58 & CZ 87-21 OBSERVATIONS AGENDA ITEM I HEARING DATE ';/1/88 PAGE .- 6. ANALYSIS Site Plan The facility will be occupied by 8 buildings and 62 RV spaces. Access to the site will be via one 24 foot wide two-way driveway from Commercial Drive. A rolling 8 foot wrought iron gate will be used at the entrance for security. The setback from Commercial Drive will range from a minimum of 20 feet, which exceeds the requirements of the C-M zone by 10 feet. The average setback for the development will be approximately 27 feet. The south elevation, west elevation and east elevation will expose a 14 foot high concrete block wall accentuated with simple score block with light sandblast to create a stair-step graphic on the wall. This will eliminate the monotony of a solid wall appearance. The north property line will be screened by an 8 foot high chain-link fence. On site and adjacent to this proposed chain-link fence will be 46 RV spaces. To the north is Southern Pacific Railroad right-of-way. An on-site office with a non-resident manager's office is proposed to the east and adjacent to the main entrance of the storage facility. Circulation within the site will be via 28 to 30 foot wide drive aisles around each of the storage buildings. This is of sufficient width to accommodate two way traffic and the possible need of emergency apparatus to circulate within the facility. The total area of the buildings on site is 59,380 square feet for the 174,140 square foot site for a total coverage of 34%. ?~~G~al Factors The ten parcels being considered in the proposed zone change lie on the north side of Commercial Drive between Hunts Lane and Waterman Avenue and south of the southern Pacific Railroad right-of-way. The smallest of the ten parcels affected by the proposed zone change has an area of 0.8 acre. The C-M zone does not have a minimum lot area requirement. .. o o CITY OF SAN BERNARDINO PLANNING DEPARTMENT CASE CUP 87-58 I; CZ 87-21 OBSERVATIONS AGENDA ITEM 1 HEARING DATE 5/3/88 PAG~ ~ General Vicini~y The general vicinity is predominately single-family residential and vacant land to the south zoned Planned Residential Development (South Pointe) and commercial development to the north to Redlands Boulevard zoned C- M, Commercial-Manufacturing. To the east of the subject site lies a mixture of zones ranging from M-I, M-lA to C-3A, to the west is the City of Colton single-family residential developments. Traffic The requested change of zone and conditional use permit were identified on the Environmental Initial Study as having potential impacts on traffic andcirculation patterns to the area. A traffic study being reviewed by the City Engineering Department which includes. this area, documents that a zone change or the proposed conditional use permit will not significantly impact the area beyond that which the street capacity is capable of handling. On the basis of the traffic study being reviewed, it is found that the traffic impact can be brought down to level of insignificance requiring traffic signals at the intersections of Waterman Avenue and Commercial Drive and Hunts Lane and Commercial Drive. 7. COMMENTS RECEIVED No comments. 8, CONCLUSION The proposed zone change is in keeping with the letters from the State Office of Planning and research mandating procedures for the planning process while the moratorium . is in effect. The adjacent (north) zoning classification is critical to what is being requested (C-M) and is in keeping with the integrity of the surrounding land uses. ~ J . . o o CITY OF SAN BERNARDINO PLANNING DEPARTMENT CASE CUP 87-58 & CZ 87-21 OBSERVATIONS AGENDA ITEM HEARING DATE PAGE 1 SJ1/88 The proposed mini-storage facility is permitted in the C-M zone subject to the approval of the requested Conditional Use Permit. The project conforms to the requirements of such uses and is adjacent to an identical use to the north of the site. The use is considered a very low intensity use and should create an insignificant impact on the street in the vicinity. An EIR was previously prepared for the site and an amendment to the traffic study has been submitted for further consideration. Mitigation measures are being adhered to. 9. RECOMMENDATION Staff recommends that the Planning Commission: 1. Approve the Negative Declaration; and 2. Approve Change of Zone No. 87-21; and 3. The proposed use will not adversely affect the adjoining land uses and the growth and development of the area in which it is to be located in that the land use is identical to the type of use which is located to the north of the site (FLEXISPACE) residential development is occurring to the south and southwest (Colton) and the proposed use will provide a need for those residents as well as businesses in the vicinity. 2. The size and shape of the site proposed for the use is adequate to allow the full development of the proposed use in a manner not detrimental to the particular area nor to the peace, health, safety and general welfare in that this development will CDver a site of four acres in area and is sufficient depth and width to accommodate the storage cubicles, RV spaces on site visitor parking and a minimum of a 20 foot landscaped set back adjacent to Commercial Drive. 3. The traffic generated by the proposed use will not impose an undue burden upon the streets and highways designed and improved to carry the traffic in the area and adequate parking is provided in that a traffic study had been prepared and reviewed by the Engineering Department and had determined that the existing streets with appropriate conditions of providing street signals prove to provide sufficient carrying capacity and will not greatly impact the circulation capability of the vicinity. 4. The granting of the conditional Use Permit under the conditions imposed will not be detrimental to the peace, health, safety, and general welfare of the citizens of the City of San Bernardino in that the use is of a low incidence type of use which will not create a significant level of noise, traffic or other obnoxious types of businesses which could be otherwise permitted within the C-M, Commercial Manufacturing zone. The Cylinder shall have a cylinder guard, a minimum of five pin tumblers and shall be connected to the inner portion of the lock by connecting screws of at least 1/4" in diameter. The active leaf of double doors shall be equipped with metal flush bo lts havi ng a mi ni mum embedment of 5/8" into the head and threshhol d 0f the door frame. Double doors shall have an astragal constructed of steel, a minimum of .125" thick which will cover the opening between the doors. This astragal shall be a minimum of 2" wide and extended a to; ni mum of l" beyond the edge of the door to whi ch it is attached. The astragal shall be attached to the outside of the active door by means of welding or with nonremovable bolts spaced apart on not more than 10" centers. Hinges for outswinging doors shall be equipped with nonremo- vab1e hinge pins or a mechanical inner lock to preclude removal of the door from the exterior by removing the hinge pins. Strike plates shall oe a minimum of 3i" in length and secured to the jamb with screws a minimum of 2i" in length. Windows: a. All moveable windows shall be equipped with a locking device and shall be constructed in a fashion to restrict them from being lifted out of its track when in closed position. Garage type doors; rolling overhead, solid overhead, swinging, sliding or dccordi on styl e. a. fhe above-descri bed doors shall conform to the fo 11 owi ng standards: (1) Wood doors shall have panels a minimum of five-sixteenths (5/16) inch in thickness with the locking hardware being attached to the support framing. Overhead doors shall be equipped with slide bolts which shall be capable of utilizing padlocks with a minimum nine-thirty-seconds (9/32) inch shackle. (1) Slide bolt assemblies shall have a frame a minimum of .120 inches in thickness, a bolt diameter a minimum of one-half (i) inch and protrude at least one and one-half (1i) inches into the receiving guide.
