A total of 4 bids were received, ranging from $85,900.00 to $123,150.00. The low bid of $85,900.00 is 1.9% under the contract price for the 1987-88 Fiscal Year of $87,600.00. How- ever, the low bidder failed to attend the mandatory pre-bid fie1d review for prospective bidders. Since the low bidder did not comply with the conditions for bidding the project, this bid is considered non-responsive, and must be rejected. The second low bid is in the amount of $94,000.00. This bid is 7.3% over the contract price for the 1987-88 Fiscal Year. Listed below is an estimate of the total contract cost, based upon the actual second low bid price. III Z i 13 <l .. .. ~ z o ;: :l m i< In is 5/16/88 o o 1 RESOLUTION N'O. 2 RESOLUTION OF THE CITY OF SAN BERNARDINO REJECTING THE LOW BID BY J & R LANDSCAPE MAINTENANCE AND AWARDING A CONTRACT to 3 MENTONE TURF SUPPLY FOR MAINTENANCE OF LANDSCAPING IN CENTRAL CITY MALL, AREAS ADJACENT TO CITY HALL, CENTRAL CITY WEST, ANIMAL 4 SHELTER, "E" STREET MED IAN, SECOND STREET MED I AN, "E" STREET BEAUTIFICATION, CENTRAL LIBRARY, THIRD AND FOURTH STREET MEDIANS, 5 POLICE DEPARTMENT, SENIOR CITIZENS CENTER AND STURGES AUDITORIUM. 6 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 SECTION 1. The bid submitted by J & R Landscape Maintenance, in the amount of $85,900.00, is hereby rejected due to failure to attend the mandatory pre-bid field review. SECTION 2. Mentone Turf Supply is the lowest responsible bidder for construction of a public project, to-wit: Maintenance of landscaping in Parking Lots for Central City Mall, Central City Parking District Lots No.1, 2 & 3, areas adjacent to City Hall, Central City West, inside Central City Mall, adjacent to Animal Shelter, "E" Street Median, Second Street Median, "E" Street Beautification, Central Library, Third & Fourth Street Medians, Police Department, Senior Citizens Center and Sturges Auditorium, in accordance with Plan No. 6735 (1988-89) for the total amount of $94,000.00, a contract is awarded to said bidder accordingly, but such award shall be effective only upon the contract being fully executed by the parties; all other bids therefore are hereby rejected; and the Mayor is hereby authorized and directed to execute said contract on behalf of the City; a copy of the contract is attached hereto, marked Exhibit "A" and incorporated herein by reference as fully as though set forth at length. SECTION 3.
