Redevelopment Plan. Staff has some strong concerns that
the area will ~ develop as envisioned without an
appropriate residential component. By designating the
corridors for all-commercial uses, the surrounding area
may not have the ability to support the desired
commercial acreage. In addition, the MU (Mixed Use)
designation with all-commercial uses will require
amending the Northwest Redevelopment Plan.

The Mayor and Common Council requested the staff to follow up
on the following items which were continued to May 6, 1988.

Recommendation 2
(Council requested staff to make a recommendation regarding
how to address the existing Roesch Lines bus yard in this
area and to grandfather it.~
Staff recommends that the area where the Roesch Lines bus
yard is located be designated RU, Residential Urban, with a
policy provision to allow the bus yard to remain indefinitely
and to permit contiguous expansion up to 20 percent of the
existing facility, but also including a provision that if the
Roesch Lines wishes to leave that location and sell the
property that the RU designation prevails.
However, if the Council wants Roesch Lines to be able to
leave that location and sell or lease the property to another
light industrial user, then the property should be designated
II., Industrial Light, with a provision that a Conditional Use
Permit be required for any change of use.
Recommendation 4
The Council requested staff to contact Norton Air Force Base
regarding the Agreement of Guarantee Rental for the property
at Sixth and Sterling.

Staff contacted the Chief of Contract Planning for the base
and determined that, although there are many vacant rental
units in the area, for the most part, the dwelling units
which meet the physical development standard~ of the military
cost more than the BAQ (lIousin<j Allowance) received by
military personnel. The dwelling units which can be rented
within the housing allowance do not meet the physical stan-

dards for size, quality, etc.
The housing allowance generally ranges from $400 to $500 per
month and the size requirements, although related to family
size, are approximately 1,400 to 1,600 square feet.
The Agreement to Guarantee Rental guarantees that the Air
Force will assure 95 percent occupancy of the project for the
25 year period. The project owner may not rent to other than
military personnel during this period. The only circum-
stances where the military could terminate the contract would
be for nonperformance of the owner or complete closure of the
air base.
The military has a two year waiting list for this type of
base housing, because, although the military cannot tell
their personnel where they must live, this housing offers
large, adequate housing for affordable rents.
The project is a private development project just like any
other housing project. It is not financed by the government
and it is not a government project. The project is subject
to all fees, zoning controls, property taxes, etc. In this
case, the project is subject to the state imposed moratorium
as well.
The Development Review Committee approval for the project was
issued on May 14, 1987 and is valid until May 14, 1988. At
that time it will expire. According to the City Attorney's
Office, under the provisions of the OPR moratorium, the City
may not approve an extension of the permit unless the
restrictions are lifted prior to the expiration date.
Therefore, it will be necessary for the applicant to refile
the Review of Plans for the project.

INTERIM POLICY DOCUMENT
I. INTRODUCTION
The City is recommending, through submission of this
Interim Policy Document, that the Office of Planning and
Research release the City of San Bernardino from all
previous conditions imposed since June 11, 1987, in
connection with the City's application for a General
Plan Extension. Further, the City is recommending that
the State Office of Planning and Research (OPR) allow
development to occur within the City consistent with the
proposed Interim Policy Document and with the existing
ordinances and resolutions to the extent that they are
consistent with the Interim Policy document.
The Interim Policy Document consists of four sections:
I) Introduction, II) Definitions, III) Preferred Land
Use Alternative (including map, description of land use
designations and densities, and land use alternative
recommendations, and IV) Implementation Policies For
Interim Land Use Decisions. Any reference to the
Interim Policy Document refers to any and all parts of
the document as described above.
The purpose of the Interim Policy Document is to allow
the City to make land use decisions during the interim
period between the approval by OPR of the second General
Plan Extension and the actual adoption of. the General
Plan. This interim program, including the map and the
implementation pOlicies, is not intended to bind in any
way the content of the General Plan map, the land use
designations, the pOlicies or implementation programs
which may be adopted in the General Plan. Further, it
is not intended to set a precedent regarding the manner
in which applications for planning permits and projects
which approvals will be addressed in the final adoption
of the General Plan.
The Mayor and Common Council of the City of San
Bernardino approved this Interim Policy Document on
, 1988 and directed the Planning
Department to submit the completed document to OPR as
stipulated in the letter dated June 11, 1987 from OPR to
the City Attorney.

III. PREFERRED LAND USE ALTERNATIVE
The Preferred Land Use Alternative consists of 1) a map
labeled Exhibit "A", 2) a description of the land use
designations and building intensities labeled Exhibit
"B", and 3) development pOlicies assigned to the map.
A. Map (Exhibit "A")
The map labeled Exhibit "A" is drawn at a scale of
one inch equals 2,000 feet and depicts the land use
designations assigned to all areas, incorporated
and unincorporated, within the City's Sphere of
Influence. The map is not intended to serve as the
Circulation Plan for the City. The Circulation
Plan will be prepared and included as part of the
final adopted General Plan.
B. Description of Land Use Designations and Building
Intensities (Exhibit nB").
Exhibit "B" consists of a listing of the land use
categories and codes used in the map. It also
lists building intensities in terms of residential
densities and commercial/industrial Floor Area
Ratios. Each category is further defined by a
general listing of typically permitted uses or
other pertinent data, but is not intended to list
all land uses that may be permitted in the land use
designation and compatible zone district.
C. Development Policies
The following policIes are intended to clarify,
limit and/or interpret Exhibits "A" and "B" in
order to aid in their implementation.

~_ Pro9ram and meet the standards adopted in
the November, 1986 Verdemont Area Plan if such
development is within Foothill Fire Zones "A", "B" or
"C" as defined in that document.
4. All proposed development in whole or in part within
areas of liquefaction hazard, as identified on the most
recently available maps of the U.S. Geological Survey
File Report No. 86 563, Maps 1 5, Map 4 of 5, San
Jacinto Fault1 Map 3 of 5, San Andreas Fault1 Map 5 of
51 Rancho Cucamonga Fault1 all as further amplified in
Open File Report No. 86-169 entitled "Liquefaction
Susceptibility in the San Bernardino Valley and
Vicinity" shall comply with the requirements of City
Resolution 82-345 and the applicant shall prepare and
submit to the City a liquefaction report for the
specific project site prepared by a qualified

to use the Preferred Land Use Alternative Map and the
following policies. These policies establish how development

map, as well as spelling out the general rules for applying
