Synopsis of Previous Council action:
7-20-87 -- Resolution No, 87-251 adopted authorizing the execution of certain
agreements concerning proposed hotel and convention center,
1-25-88 --Resolution No. 88-17 adopted awarding a contract to B.R,S, eonstruc-
tion, Inc. for the repair of leaks in the convention center roof.
3-07-88 ---Plans by Con~ulting Engineer for upgrading signs and striping in
the Five-Level Parking structure approved, and authorization granted
to advertise for bids.
Recommended motion:
1. That the bid received on 4-04-88, for upgrading signs and striping in
the five-level parking structure, in accordance with Plan No. 7452, be
rejected,
2. That the City Administrator be authorized to negotiate a reimbursement
agreement with the Redevelopment Agency for the costs of upgrading the
signs and striping in the five-level parking structure, estimated cost
of $60,000.
3, That authorization be granted to purchase
the signs and striping in the five-level,

STAFF REPORT
A total of one bid was received, in the amount of
$115,000,00. The bid of $115,000,00 is 130% over the consulting
engineer's estimate of $50,000.00.
The bid bond was in the amount of $10,000.00, which is
less than the 10% stipulated in the Notice Inviting Bids. Also,
there was an exception in the bid, For these reasons the bid
submitted is invalid, and must be rejected.
Two other contractors took out plans and specifications,
but did not submit bids, They were contacted after the bid
opening to determine why they did not elect to bid. Some of their
reasons are listed below:
1, Never bid on a project with liquidated damages,
2, Concern over the number of days allowed,
3, Lack of available personnel in union hall.
4. Concern over type of signs specified,
5, Absence of bid schedule in contract documents,
Based upon the lack of response and bid price received.
we do not feel that it would be advisable to re-advertise for bids,
Attached is a memorandum from Wayne Overstreet, dated
4-18-88, recommending that the labor for this project be provided
by a combination of resources, I concur with this recommendation.
The work is proposed to be done in the following phases:
1. Refinish 3 Exterior Free-Standing Signs
2, Install Signs for Hotel'$ 70 spaces,
3, Install Signs and Striping for Remainder of
Structure,
Section 4, ParagraphS (c) and ld) of the Covenant and
Agreement Regarding Parking. provides, in general, that the City
will install signs designating the parking spaces for the hotel.
and install directional signs and graphics to direct vehicles to
the spaces designated for the hotel,
During the Council Meeting of 1-25-88, the matter of re-
palrlng the Convention Center roof was discussed, It was. indicated
that the Redevelopment Agency would bear the cost of upgradinq the
signs and striping for the 5-level parking structure.

Since we have been unable to obtain reasonable bids on the
signing, striping and painting of the parking structure, and
due to the fact the city's over all commitment to improve the
appearance of the downtown area within a reasonable time
schedule, I have analyzed other methods that could possibly
meet these desired goals and could be within reasonable
financial limits (City and RDA).
I believe, if we utilize a combination of resources, Public
Buildings, California Conservation Corp. (CCC) , Public
Services, Engineering (Traffic Division), and contracts, with
RDA financing, we could accomplish this project within the
available funding and within a reasonable time limit.
I believe that Public Buildings could provide a journeyman
painter augmented with three or four CCC employees which
could paint all the interior walls, ceilings, pillars, fire
hoses boxes, pipes and stairways within three or four weeks.
This would require approximately 900 gallons of paint and the
purchase of an airless spray gun (RDA funding).
I believe Public Services could remove limited parking
striping lines and arrows by sand blasting and repainting, in
accordance with proposed plans, within the same approximate
time period and that the City could contract out the signing
at a more realistic cost within the same time schedule. We
could also contract out the fabrication and installing new
faces and paint the existing three parking lot exterior signs
and still be within our original estimated budget for this
job.

I recommend that a joint meeting be set up between Public
Works, Public Serv.ices and RDA to address this proj ect and
discuss the total available funding available for this job at
the earliest possible date to avoid the re-advertising and
bids of this job, since it would appear such action would be
too costly to accomplish.
Other benefits could be derived during this time period, such
as, steam cleaning the parking structure flooring and pos-
sibly the entire re-striping of the structure. This should
be accomplished at the earliest possible date in order to
avoid the loss of time and monies.
