LJl 'CI.o OF SAN BI!RNARDICo · RI!QUOT FOR COUNCIL AdlION STAFF REPORT One of the principal features of the Central City South Redevelopment Project is t~e improvement of a direct access route between the Central City Mall and the Inland Center Mall. According to the approved concept plan, "F" Street is to be improved to fulfill this role. However, approval will need to be secured from the Public Utilities Commission to construct a new public grade crossing over the Atchison, Topeka & Santa Fe Railway Company's railroad, south of Rialto Avenue. In order to secure approval for a new grade crossing, concurrence from the railroad is almost a necessity. A request was, therefore, made by RDA to Santa Fe for their concurrence. Their first reaction was negative, but later .agreed to entertain our request, subject to certain conditions. These conditions are listed in the attached letter of 2-18-88 from Mr. A. K. Pottorff, Assistant General Manager - Engineering. Authorization to proceed with the vacation of Main Street and Broadway Street has been granted. The upgrading of the "E" Street and "G" Street crossings will be accomplished by the assessment district. Federal-Aid Section 203 Funds are available to finance 90% of the cost of installing additional crossing protection devices at these grade crossings. A copy of the letter of 3-11-88, from Glenda Saul, re- questing guidance on how to proceed is attached. Also attached is a copy of Santa Fe's reply, by letter dated 3-22-88. An Environmental Impact Report for the Central City South Redevelopment Project was approved by Resolution No. 12395, adopted at the Council meeting of 4-19-76. Also, direc- tion was given to file a Notice of Determination. A copy of the Public Utilities Commission's Practice of Rules and Procedures has been obtained to assist in preparing an application for a new public grade crossinq. Both crossings have been approved for Federal funding assistance. Your plans should include the total width of the proposed roadway from face of curb to face of curb, the number of traffic lanes in each direction with sidewalks, and complete drainage provision within said crossing. Upon receipt of your preliminary vertical and horizontal plan covering the proposed "F" Street at-grade crossing, we will provide you with our project-related Cost Estimate to construct said crossing, which will be 100 percent City's expense. 4/20/88 A San,. You may wish to contact Mr. Firmo Garcia with the Commission at 213/620-2439, and request a copy of their Practice of Rules and Procedures to assist you in filing for subject crossing application. Please be advised the upgrading of the existing automatic warning devices at "E" Street are presently on the Public Utilities Commission's crossing approval list, and it will be necessary you write them, advising you are willing to fund 10 percent of the estimated cost for the automatic warning devices at "G" Street, whereas the Commission will then be able to add said crossing on their next funding availability list. Please pursue both '''E'~ and "G" crossing improvements, whereas they will become part of our proposed "13" Street crossing agreement.
